2 STATEMENT OF PROBABLE CAUSE On April 17, 2017, at 1639 hours, Metro Transit police of cers were dispatched to the Dale Street westbound light rail platform in St. Paul, Ramsey County, Minnesota, on shots red. Upon arrival of cers spoke to the train conductor who stated that a group of males boarded the train at Central and sat nearthe conductor s door. The group was loud, talking about pills and getting high. At 10th Street more males boarded. As they were approaching the Dale station she heard the group yell, There go to Ops! She believed the males were looking through the door window to see another group. She then observed a group of males standing near the barbecue restaurant at the corner of Dale and University at the east end of the westbound platform. They appeared to be throwing gang signs as a train passed them. The train came to a scheduled stop. She heard loud yelling from inside the train and then heard gunshots. She said she saw a male shooting a hand gun. She described him as a light-skinned, African-American male wearing a black hoodie. She stated there were a series of shots red, a pause and then additional shots red. Police discovered that a male identi ed as MSR, DOB 10/05/1978, had been hit by gun re. He was apparently shot in the back. He stated that he had just left a friend s apartment on Dale Street and went to the light rail to catch the westbound train. He said he approached the door the train and it was closed. He said he was then walking toward the end of the train station when he heard a shot. He heard another shot. He then felt that he had been hit. He stated he didn t see anything he just heard the shots. He stated that nobody would have any reason to want to harm him. A review of the Dale Street platform video shows several males involved in a ght on the platform. Camera 101 captured a male, later identi ed as the defendant, Isaiah Charles Bracy, DOB 07/21/1998, shooting a gun two times in the direction of one male who was on the left and another male who was on the right. One of the other males eventually turned around and returned re toward the east. He red multiple times. It appears that the shots from the second male are the shots that hit the victim in the back. The cameras then show the defendant eeing the area and running northeast. Two 9 mm shells are recovered at the scene and multiple.40 caliber shell casings are also recovered at the scene. St. Paul police of cers familiar with the defendant identi ed him from video images as the rst shooter. On April 19, 2017, police arrested the defendant when he arrived for a scheduled meeting with his probation of cer in St. Paul. After a Miranda advisory, the defendant declined an interview. 2

3 Police showed a photo, taken from the light rail surveillance system, to the defendant s probation of cer. It showed shooter #1. The probation of cer stated that the person in the photograph looked like the defendant.
