Caldwell, Director PPM# Issued: Effective: PB /24/12 04/24/12 SUBJECT: AUTHORITY: PURPOSE: POLICY: ELECTRICAL POWER RELEASE Section Palm Beach County Amendments to the Florida Building Code Chapter 1 Administration The purpose of this PPM is to provide a mechanism, which would permit the release of electrical power in advance of the Certificate of Occupancy or Completion in specific cases, other than temporary power for construction. Electrical power may be released prior to the issuance of a Certificate of Occupancy or Completion for buildings and structures, other than a 1 & 2 Family Dwellings, for the following general reasons, provided all of the requirements and conditions of this policy are satisfied. However, the release of electrical power remains solely at the discretion of the Building Division. Acceptable Reasons: construction authorized by permit testing of electrical systems I equipment model use fire suppression testing security irrigation instance deemed essential by the Building Division Requirements & Conditions: The request for early power shall be accepted only from the owner, or contractor/qualifier. All required permits/sub-permits are issued. All underground and rough inspections have been scheduled and passed. PPM# PB0-008/Page 1 of 3

2 All appropriate fees, includes any inspection or Plan Review fees have been paid. A completed Electrical Release Agreement (Form 030 PBO- 008) pass electrical safety inspection PROCEDURE: An application in the form of the Electrical Release Agreement, provided by the Building Division (Form# 030PBO.008), shall be completed, and submitted to the Field Inspection Section for processing. The application and request shall be reviewed, and if found to be justified and complete, the following action shall be taken: Building Official or his designee must give his/her approval prior to the electric release. The applicant shall pay the $ fee ($20.00 for each additional meter). An electrical safety inspection shall be scheduled. Models Only: Power for Models will be release on an Electrical Waiver (Form# 030PBO-008). All final inspections must be scheduled and passed including "Hot Final Electric". The $ for Model, Sales or Dry must be paid. The Solid Waste Authority fee must be paid. Single Family Dwellings Only: After all rough inspections are passed, and prior to any final inspections, the contractor shall schedule a (code "214") Electric Hot Check inspection. When the (code "214") inspection is passed, electric power shall be release to the appropriate utility company. For buildings and structures other than 1 & 2 Family Dwellings, once the appropriately related rough inspections (as determined by the Building Division) have passed, the power is released to the applicable utility company. Follow-up: At the intervals specified below, Inspection Scheduling shall make an inquiry as to the status of the release agreement. If the permit is complete or a Certificate of Occupancy or Completion has been issued, the release agreement shall be so marked and transmitted to Records for filing. 3 If the permit is not complete or the Certificate of Occupancy or Completion has not been issued, a status inspection shall be scheduled. Further action will be based on the inspector's findings. If any violation of the terms and conditions of the completed Electrical Release Agreement or Letter of Intent for unique requests, or violation of other code provisions are noted, disconnection of power may be recommended, and a letter of notification will be sent to the owner (Form# 031 PB0.008 attached). All actions to release or terminate power requires the approval of the Building Official or his/her designee. I do further agree and permit Palm Beach County to have electrical power disconnected for any violation of this agreement. 1/We (print) will, at all times, assume all risks and further will protect, defend, reimburse, indemnify and hold Palm Beach County, its agents, employees, and elected officers, and each of them free and harmless at all times from and against any and all suits, actions, legal or administrative proceedings, claims, demands, damages, liabilities, interest, attorney's fees, costs and expenses of whatsoever kind or nature whether directly or indirectly caused, occasioned, or contributed to in whole or in part, by reason of the exercise or attempted exercise of this agreement and/or by reason of any act, omission or fault whether active or passive of County, of anyone acting under its direction or control, or on its behalf, in connection with, or incidental to the performance of this agreement. 5 The aforesaid indemnity and hold harmless obligations, or portions of applications thereof, shall apply to the fullest extent permitted by law The above provisions shall also be fully applicable to, and include, any damage(s) 1/We may incur, due to the disconnection of electrical power, or any other action the County takes as a result of any violation of this agreement. 1 understand occupancy before the issuance of a Certificate of Occupancy will constitute my willful code violation, and may result in future permit restrictions by the Contractor Disciplinary Board. Failure to do so will result in our initiating action to have the electrical power disconnected, as authorized by the Electrical Release Agreement (copy enclosed).
