Orloff, District Attorney Agenda September 8, 2009 August 18, 2009 Honorable Board of Supervisors County of Alameda 1221 Oak Street, Su ite 536 Oakland, CA Dear Board Members: SUBJECT: Extend the Contract Period from July 31, 2009 to July 31, 2010 for Board Approved Standard Agreements with Family Violence Law Center, Bay Area Women Against Rape, Building Futures with Women and Children, Safe Altern'atives to Violent Environments RECOMMENDATION: It is requested that your Board approve a no cost extension from July 31, 2009 to July 31, 2010 for the following four previously Board approved Standard Agreements: 1. Family Violence Law Center, Procurement #3328 (Principal: Cherri Allison, Executive Director; Location: Oakland, CA). in the amount of $163,200, to provide victim advocacy services. 2. Bay Area Women Against Rape, Procurement #3329 (Principal: Marcia Blackstock, Executive Director; Location: Oakland, CA). in the amount of $81,600, to provide on-going case management services to sexual assault victims. 3. Building Futures with Women and Children, Procurement #3330 (Principal: Liz Varela, Executive Director; Location: San Leandro, CA), in the amount of $50,000. to provide training development and facilitation, and to develop the Alameda County Family Justice Center's paper and online resource library, 4. Safe Alternatives to Violent Environments, Procurement #3331 (Principal: Rodney Clark, Program Director; Location: Fremont, CA), in the amount of $130,560, to provide victim advocacy services. 2 Board of Supervisor Page 2 DISCUSSION/SUMMARY: The Office on Violence Against Women (OWl/), which is a component of the U.S. Department of Justice, requested solicitations for the Grant to Encourage Arrest Policies and Enforcement of Protection Orders Program (Arrest). An integral component of the Arrest Program initiative is the creation and enhancement of collaborative partnerships between criminal justice agencies, victim services providers, and community organizations which respond to domestic violence, sexual assault, dating violence and stalking. On August 28, 2007, the Alameda County District Attorney's Office was awarded a $990,000 two-year grant under the Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program. The County's response to the solicitation included specific Alameda County vendors that will serve as collaborative partners and adding 3.17 positions to the Family Justice Center. The grant also funds $110,901 in operating and travel expenses for program staff. On September 9, 2008, your Board approved, R F, these four contracts: Family yiolence Law Center in the amount of $163,200, Bay Area Women Against Rape in the amount of $81,600, Building Futures with Women and Children in the amount of $50,000, and Safe Alternatives to Violent Environments in the amount of $130,560, As the result of a late start in implelnenting the program, the grant end date has been extended from July 31, 2009 to July 31, 2010 to ensure that all grant funds have been expended. SELECTION CRITERIA: Since the grant application was awarded based on services provided by specified vendors, sole source documentation was submitted and approved by the Alameda County General Services Agency, Purchasing Department. The approved vendors are: Bay Area Women Against Rape (BAWAR), BUilding Futures with Women and Children (BFWC), Family Violence Law Center (FVLC), and Safe Alternatives to Violent Environments (SAVE). These vendors are Alameda County SLEB certified. Grant funding allocated for contract services for the duration of the grant totaled $425, BAWAR in the amount of $81,600, BFWC in the amount of $50,000, FVLC in the amount of $163,200, and SAVE in the amount of $130,560.
