1 INTERPRETER PILOT GUIDANCE NOTES COMPANY DETAILS: Interpreting Translation Language Training (ITL) Address: Design Works William Street Felling Gateshead Tyne and Wear NE10 0JP Telephone: SCOPE OF PILOT Face to face interpreting Telephone interpreting (not including telephone support within custody) Translation work. This company should not be used by Community Link workers at the present time. TO BOOK A FACE TO FACE INTERPRETER Gender of interpreter required (male or female) Date of attendance Time of attendance Location of attendance (full address including postcode) Contact name for arrival Brief description for call out i.e. theft, assault etc Request booking reference number (BSL deaf signers require a break every 20 minutes depending on the complexity of the case and the likely duration of the interview.) TO BOOK TELEPHONE INTERPRETING
2 NOT TO BE CONFUSED WITH TELEPHONE SUPPORT WITHIN CUSTODY (LANGUAGE LINE) To conduct telephone interpreting: Gender of interpreter required (male or female) Obtain booking reference number TO BOOK A TRANSLATOR Agree timescale for the work to be done Agree method of delivery and return of documents Obtain booking reference number CANCELLING AN INTERPRETER / TRANSLATOR Cancellation fees apply to all work cancelled. It is therefore important that you make sure that an interpreter / translator is required before booking. FALLBACK ARRANGEMENTS If ITL cannot provide an interpreter / translator in the language you require, then you should refer to the police register which is accessible via: 1. Intranet / References / Criminal Justice Interpreter register OR 2. IIS / Interpreters The IIS (Interpreters) will provide a step by step guidance if you do need to contact the National Register of Public Service Interpreters (NRPSI). If you do experience difficulties and you need to use the fallback arrangements, it is important that you advise your Finance Admin as well as Criminal Justice via as soon as possible.
3 ADDITIONAL INFORMATION IDENTIFICATION of INTERPRETER / TRANSLATOR Check ID prior to interpreter/translator accessing police premises. Any concerns regarding the ID of the interpreter, contact CJD admin during office hours ext or ITL direct 24/7 on JOB SHEETS - PAYMENT The Interpreter/translator will provide a job sheet to confirm the work undertaken. ALL JOB SHEETS MUST BE CHECKED AND SIGNED BY AN AUTHORISING OFFICER, CONFIRMING THE FOLLOWING: Face to face / telephone interpreting: Attendance date Start time of work (24 hr) Finish time of work (24hr) Translation: Date of work completed Language Wordage A timescale for the return of the documents must be agreed by the OIC Documentation removed from police premises must be placed in a secure envelope with details of the OIC. If a translation is required as part of the face to face assignment, this will be done as part of the Face to Face rates. For the avoidance of doubt, the force will not pay a separate translation charge. GENERAL ADVICE STATEMENTS All statements must be written in the non English chosen language. All statements must be signed by the individual and their signature must be witnessed. Statements which need to be translated into English should be done as part of the interview process and within the confines of the agreed location (police station, hospital etc).
4 If it is not possible to translate these documents at the time, then the OIC must agree for the translation to be completed at another suitable time/date. SHARING INTERPRETERS Solicitors can and generally do use the same interpreter as the police, especially if the language is rare. In such cases the police pay the costs. If a solicitor requests the use of a different interpreter, the solicitor will arrange for another interpreter to attend and they pay the costs of their interpreter. An officer of at least Inspector rank who has concerns at the sharing of an interpreter may specifically request that a different interpreter is used by the solicitor. In such cases the police will arrange for an additional interpreter to attend and the police pay the costs. The custody record must be endorsed. INTERPRETER REQUIRED THE FOLLOWING DAY If the interpreter is required to attend the police station the following day, then you must advise the interpreter of this before they leave the police station. and Contact ITL direct to re book the interpreter. The custody record must be endorsed accordingly. INTERPRETER REQUIRED FOR COURT It is the police s responsibility to arrange an interpreter if the first court appearance takes place within 48 hours of arrest. For example, detainee arrested Saturday afternoon, remanded in police custody until Monday morning, the police must arrange for an interpreter to attend court. Court pays the cost. FEEDBACK Please complete the feedback section on the job sheet; this will assist with the evaluation process at the end of the 6 month pilot. COMPLAINTS
5 Any complaints or concerns regarding the experience, competency or professionalism of the interpreters/translators or work undertaken by ITL staff, should be directed to the Criminal Justice mailbox outlining the reasons for the concern/complaint and the name of the ITL person involved.
