9 MBD 6.2 DECLARATION CERTIFICATE FOR LOCAL PRODUCTION AND CONTENT FOR DESIGNATED SECTORS This Municipal Bidding Document (MBD) must form part of all bids invited. It contains general information and serves as a declaration form for local content (local production and local content are used interchangeably). Before completing this declaration, bidders must study the General Conditions, Definitions, Directives applicable in respect of Local Content as prescribed in the Preferential Procurement Regulations, 2017, the South African Bureau of Standards (SABS) approved technical specification number SATS 1286:2011 (Edition 1) and the Guidance on the Calculation of Local Content together with the Local Content Declaration Templates [Annex C (Local Content Declaration: Summary Schedule), D (Imported Content Declaration: Supporting Schedule to Annex C) and E (Local Content Declaration: Supporting Schedule to Annex C)]. 1. General Conditions 1.1. The shelf life shall be more than a year 6. The rubber gauntlets shall comply with SABS IEC The rubber gauntlets shall be Class 0 (1 000 V). 8. The rubber gauntlets shall be category M (increased mechanical resistance). 9. The rubber gauntlets shall be at least 1, 0 mm thick and made from latex. 10. The gauntlets shall be supplied in size categories 8, 9, 10 or 11. The quantities and sizes shall be specified at the time of order. 11. The length of the gauntlets shall be 360 mm. 12. The gauntlets shall have a tensile strength of at least 20 MPa and a puncture resistance of at least 30 N/mm. 13. Under gloves are required to be supplied. The under gloves shall be made of cotton and shall be designed to be worn under the rubber gauntlet. 14. Over gloves (or protector gloves) are also required to be supplied. The over gloves shall be made of silicon grain leather and shall be lightweight and flexible. The over gloves shall be designed to be worn over the rubber gauntlets to provide mechanical and chemical protection to the rubber gauntlets 15. In the cases of both the under and over gloves, either a one-size-fits-all or individually-sized glove solution shall be supplied. Full details shall be provided with the tender Test 1. The gauntlets shall have been tested in accordance with the requirements of SANS In addition to the requirements of SANS 60903, each gauntlet shall be routine tested at a proof test voltage of 5 kv for one minute. The measured leakage current shall not exceed 14 ma at any time during the proof voltage test period Packaging and labelling The packaging shall be capable of preserving the glove for its entire shelf life, adequately marked showing the size and expiring date. 4.2 LV Switching Face Shield General requirements 1. The face shield and helmet shall fit the existing hard hats and shall comply with Category 2 as per SANS The face shield shall provide protection against electrical burns and flashes. 3. The face shield shall be made of a transparent material which shall be made of polycarbonate. 4. The face shield shall have anti-fog coating. 5. The face shield shall have a protection bag. 6. The face shield shall be able to mount a standard hard Test 1. All test shall be done in accordance to ASTM F Complete Type test report shall be submitted with the tender Packaging and labelling The face shield shall be packed in a robust plastic adequately labelled. 4.3 Fall protection Harness General requirements 1. The full body safety harness shall comply with ASTM F The full body safety harnesses, shall be HRC 2, and as per SANS The use of a material which would not ignite during an exposure to arc would be accepted no nylon material would be accepted Test 1. All test shall be done in accordance to ASTM F Complete Type test report shall be submitted with the tender Packaging and labelling The full body safety shall be packed in a suitable bag which will eliminate damage to the all the harness accessories.
