2 SCHEME OF TESTING & INSPECTION FOR CERTIFICATION OF SODIUM METABISHULPHITE, FOOD GRADE ACCORDING TO IS 4752:1994 (Incorporating Amendment No. 1 dated September 2016) 1.0 LABORATORY - A laboratory shall be maintained, which shall be suitably equipped and staffed, where different tests given in the specification shall be carried out in accordance with the methods given in the specification. 1.1 All the testing apparatus shall be periodically checked and calibrated and records of such checks/calibration shall be maintained. 2.0 TEST RECORDS All records of tests and inspection shall be kept in suitable forms approved by the Bureau (Refer Form-1). 2.1 Copies of any records and other connected papers that may be required by the Bureau shall be made available at any time on request. 3.0 QUALITY CONTROL It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397 (Part 1), IS 397 (Part 2) and IS 397(Part 3)]. 3.1 In addition, efforts should be made to gradually introduce a Quality Management System in accordance with the Quality System Modules as per IS/ISO STANDARD MARK The Standard Mark(s) as given in Column (1) of the First Schedule of the licence shall be clearly and indelibly marked on the labels of the container of Sodium Metabisulphite, Food Grade, thus provided always that the material in each container to which this Mark is applied, conforms to every requirement of the specification. 5.0 MARKING In addition, the container shall bear legibly and indelibly the following information: a) Name of the material, including the words Food Grade b) Name and address of the manufacturer, with trade mark, if any; c) Minimum net weight of contents; d) Batch number or code number; e) Date of manufacture; and f) Any other marking required under the Legal Metrology Act 2009 and Rules framed thereunder and the Food Safety and Standards Act 2006 and Rules framed thereunder. g) Licence No. (CM/L ) h) BIS website address:

3 6.0 PACKING AND STORAGE - The material shall be packed and stored as per Clause 4.1 & 4.2 of IS 4752: LEVELS OF CONTROL - The analysis and tests as indicated in Table 1 and at the levels of control specified therein shall be carried out on the whole production of the factory covered by the scheme and appropriate records and charts maintained in accordance with clause 2.0 above. All the production which conforms to the Indian Standard and covered by this licence shall be marked with Certification Mark of the Bureau. 7.1 CONTROL UNIT For the purpose of this Scheme, the entire quantity of Sodium Metabishulphite, Food Grade produced in the reaction vessel and dried at a time shall constitute a control unit A sample drawn from control unit of the material and tested, shall conform to all the requirements laid down in the specification. In the event of the failure of the sample in any one or more of the requirements the entire material in the control unit may either be rejected for the purpose of marking or it may be reprocessed and the defect (s) rectified. Such reprocessed material when tested again shall conform to all the requirements of the specification for relevant grade. 8.0 RAW MATERIAL - Routine analysis of the raw materials used in the manufacture of Sodium Metabisulphite shall be carried out at regular intervals and records maintained. Alternately the raw materials of known composition may be used and a certificate obtained thereof. 9.0 REJECTIONS - A separate record shall be maintained giving information relating to the rejection of the production not conforming to the requirements of the specification and the method of its disposal. Such material shall in no case be stored together with that conforming to the specification SAMPLES - The licensee shall supply, free of charge, the samples required in accordance with Bureau of Indian Standard (Certification) Regulations, 1988, as subsequently amended, from his factory or godowns. BIS may also draw samples from the open market REPLACEMENT - Whenever a complaint is received soon after the goods with Standard Marks have been purchased and used, and if there is adequate evidence that the goods have not been misused, defective goods are replaced free of cost by the licensee in case the complaint is proved to genuine and the warranty period (where applicable) has not expired. The final authority to judge the conformity the product to the Indian standard shall be with the Bureau In the event of any damages caused by the goods bearing the Standard Mark, or claim being filed by the consumers against BIS Standard Mark and not conforming to the relevant Indian Standard, entire liability arising out of such non-conforming product shall be of licensee and BIS shall not in any way be responsible in such cases.

4 12.0 STOP MARKING - The marking of the product shall be stopped under intimation to the Bureau if, at any time, there is some difficulty in maintaining the conformity of their product to the specification, or the testing equipment goes out of order. The marking may be resumed as soon as the defects are removed under intimation to Bureau. The licensee shall implement the provision of self-stoppage of Marking as mentioned in BIS Act, Rules and Regulations The marking of the product shall be stopped immediately if directed to do so by Bureau for any reason. The marking may then be resumed only after permission by the Bureau. The information regarding resumption of markings shall also be sent to the Bureau PRODUCTION DATA - The licensee shall send to BIS as per the enclosed preformed at ANNEX-I to be authenticated by a Chartered Accountant or by the manufacturer by giving an affidavit /undertaking, a statement of quantity produced, marked and exported by him and the trade value, thereof, at the end of each operative year of the licence.

Before the drawing of the sample the material shall be thoroughly mixed. Samples shall be collected from different parts in the control unit and then mixed together to make a composite sample.

No. STI/4752/3, ) for Amendment No. 1 dated September 2016 to IS 4752: 1994, Sodium Metabisulphite, Food Grade 1. Amendment No. 1 dated September 2016 to IS 4752: 1994 has been published. The last date for implementation of the amendment is All BOs may inform the applicants and licensees under their jurisdiction about the issuance of the above amendment. 3. The significant changes in the amendment, as listed in the Table below, is given for the purpose of general guidance. BOs shall ensure that the product conforms to all the requirements, as applicable, as per the amendment. Clause Clause 3.4, Table-1, S. Consequent upon the issuance of the amendment, existing STI has been revised as Doc: STI/4752/3,. The following are the major changes in the revised STI. a. For Licensees: (i) Licensees shall be advised to submit the following by : a. Acceptance for the revised STI in the prescribed format. b. Confirm availability of test facilities for ph as per IS 4752 (including amendment No. 1 dated September 2016) and submission of the information in CMD/PF 306. c. In-house test report of the product as per IS 4752 (including amendment No. 1 dated September 2016). d. On receipt of the above information necessary endorsements may be issued by BO. (ii) Actions shall be taken as per OMPC 2004/CMD guidelines on the subject, if the licensee fails to comply with guidelines given at para-4 above, by

9 7. Provision made in the Amendment No. 1 dated September 2016 to IS 4752:1994 may be verified during the next surveillance visit. Any deviation observed shall be handled as per the provisions of OMPC 2004/CMD guidelines on the subject. B. For Applicants: (i) Existing applications may be processed without consideration of above referred amendment to IS 4752:1994. All such applicants shall be asked to give an undertaking that they shall be able to switchover to IS 4752:1994 with Amendment No. 1 dated September 2016 by by submitting the documents as given in (6) above. BO shall also ensure that the licence is granted by after following the procedure as given in (6) above. (ii) Applications which are recorded henceforth shall be processed only with consideration of Amendment No. 1 dated September 2016 to IS 4752:1994. (iii) Wherever it is required to submit Test Report along with the application and the sample has been submitted in the laboratory/test Report has been issued by the laboratory as on date of issue of these guidelines, such applications shall be accepted even without considering above referred amendment to IS 4752:1994. (iv) For any application which is processed without considering above referred amendment to IS 4752:1994, applicant shall give a declaration that they will implement the amendment by by submitting the documents as given in (6) above. (v) Beyond no licence shall be granted without consideration of the above referred amendment to IS 4752: All ROs/BOs are requested to take appropriate necessary action for implementation of Amendment No. 1 dated September 2016 to IS 4752:1994, Sodium Metabisulphite, Food Grade by Head (CMD-2) Circulated to all ROs/BOs (Varsha Gupta) Scientist-C
