Betty Cellini, President of Station 92 gave me a handwritten piece of paper with the VIN# 4101NOMMeggiffee and Title # M4 and requested that I register this vehicle (99 Ford Explorer) in Colwyn's name. She did not submit the title from the current owner or any other documents, only the handwritten paper. I cannot register this vehicle without proper paperwork. Additionally, I believe the vehicle, since it is on our property and clearly marked as a Colwyn Borough vehicle, should be removed from our property and all markings for Colwyn Borough should be removed from this vehicle. Council did NOT authorize the purchase or acquisition of this vehicle. I don't believe that the acquisition of this vehicle may have been appropriate. The current owner of the 99 Ford Explorer, the same individual that was in possession of our vehicle for several months and may have even possibly used it in a crime, is John P. Corcoran IV, age 19. This is the same individual that was charged with thirty six crimes on July 20, 2014 (while he was in possession of our vehicle) - for Arson and related charges for setting fire to three homes in Folcroft and Darby Township. He is or was, a member of Station 92. His court record is attanhpri The unauthorized lettering on the vehicle depicting that it is a Colwyn Borough Fire Company vehicle should be removed immediately. I am notifying the police who are investigating these arson incidents that his vehicle is located here on our property as well, in the event it may have been used in the commission of a crime. The condition of the vehicle upon its return is deplorable. I am deeply concerned as to the vandalism that has occurred to the vehicle. Some of the damage that is visible: Front windshield cracked metal step runner on drivers side torn wires hanging out of the front of the vehicle wires hanging out of the passenger door equipment removed from inside vehicle - wires ripped and strewn about center console inspection and emission stickers scraped off The mechanical condition of the vehicle has not been estimated as of yet. In the glove box, I found a typed letter titled "Vehicle Transfer" dated July 9, On this letter, it states: "I, John (illegible last name), is soley responsible for the 1994 Chevrolet command vehicle from the Colwyn Borough Volunteer Fire Company Station 92. I am not to drive this vehicle until it is fullout out of their name and I will be legally responsible for it. If I do not abide by this agreement, legal actions will be taken against me." Witnesses: Gary R. Brice Sr. R (illegible first and last name) (illegible first and last name) On Monday, June 16, 2014, Gary Brice drove the 1994 Chevy Command vehicle in a fit of rage, went through the stop sign at 3rd & Spruce and burned rubber while accelerating at a high rate of speed heading toward 4th Street. His reckless behavior could have injured an innocent bystander. Shortly after this incident, the 1994 Chevy Command vehicle disappeared. To this day, it was not divulged to Colwyn Borough, the owner of the vehicle, why or where it was taken or for what purpose. I have heard several stories that it was traded to another fire company and/or it was to be used for parts for another fire company who had a similar vehicle. Gary Brice Sr. or any other member of Colwyn Borough Fire Company Station #92 do NOT have the authorization to transfer any vehicle that belongs to Colwyn Borough. This action was irresponsible and reckless and could have caused Colwyn Borough to be liable for any incident that may have occurred during its absence. The 1994 Chevy was irresponsibly removed from the Borough of Colwyn and subsequently dumped in front of the borough highway garage doors, blocking entrance and exit from the building. Keys were not left in the vehicle. Attempts to contact the fire company for the keys were negative. Therefore, I contacted Suburban Towing and had the vehicle moved inside the highway garage for protection from further vandalism and irresponsible and reckless operation. This vehicle is NOT legally inspected and will NOT be removed from the highway garage at this time, nor will Station 92 be able to access or operate it as well. Additionally, there is a white Ford Explorer that has been parked at the firehouse and driven by Gary Brice. This vehicle is also NOT inspected nor is it registered. This white Ford Explorer that is not inspected or registered, bears the name of Colwyn Borough Fire Company Station 92. The vehicle does NOT belong to the

4 1st batch Page 2 of 6 Borough of Colwyn or Colwyn Borough Fire Company Station 92. However at this time, the white Ford Explorer was driven into the fire house bay and parked. Our insurance does not cover abandoned vehicles not registered to Colwyn Borough, parked on our property or in buildings that we insure. It also raises our liability as the vehicle is marked as belonging to Colwyn Borough and falsely purports to be one of our vehicles when it is not. Station 92 needs to return that vehicle to its proper owner, remove any lettering that falsely indicates it is owned and operated by Colwyn Borough Fire Company Station 92 and remove it from our property. Station 92 also needs to turn over the keys to the 1994 Chevy Command Vehicle - to the Borough Manager ASAP. I have copied our Solicitor John McBlain as well as Station 92's Solicitor Bob Scott on this in the hopes that between the two of them, they can rectify this situation immediately. I have also copied Deidre Frederick and Connie Boyle of Arthur J. Gallagher, our insurance carrier for their documentation that the Ford Explorer does NOT belong to Colwyn and the 94 Chevy is safely stored in our garage and not operable at this time. If documentation was submitted to PennDOT such as a vehicle transfer or other paperwork, by Gary Brice, I will have to notify PennDOT to void all transactions as Gary Brice does not have the authority to make such decisions or transfers for the Borough of Colwyn. We must have information on the Command Vehicle that we no longer are in possession of, and of the new command vehicle that was traded in its place. As you know, Chief Gary Brice indicated at the last council meeting that he traded our 1994 Chevy Command Car for the one that is currently parked in its place at the firehouse. The Command Vehicle is owned by Colwyn Borough and is insured by Colwyn Borough. No one at the fire house is authorized to make vehicle transactions to PennDot. If the vehicle is in the possession of another fire company, and is still in our name, we are increasing our liability as unauthorized persons may be operating our vehicle. The new Command Vehicle that was traded in exchange for the 1994 Chevy is not registered or insured by Colwyn Borough.
