17 A.ELIGIBIITY REQUIREMENTS: 1. Bidder shall furnish the Registration details of the firm which shall show the existence of the firm which shall not be less than 3 years in erstwhile Andhra Pradesh. (Registration Certificate and other details regarding their organization, to be enclosed). 2. The bidders can be Proprietary, Partnership, Private Limited or Public Limited companies. 3. The bidder should take up the assigned printing work of Ledger and Pass books at their own/lease press. They should enclose necessary documents as proof. Photograph of the premises showing the printing machinery and other machinery available, should be enclosed. 4. The firm should possess suitable skilled experienced Personnel with them for execution. List of persons shall be submitted. (Fill as in Annexure I). 5. The firms who are registered under TOT are ineligible, The bidder should possess VAT Registration / Sales Tax certificates from the appropriate authorities, latest copy of the returns filed should be enclosed.(photocopies of Certificates to be enclosed.) 6. The firm should not have abandoned any work of Government of India or Andhra Pradesh / any Government departments in the past. The bidder should submit an affidavit certified by a notary stating that the firm was not Black Listed by any Government organization/institution. 7. The firm should have a turnover of Rs.3 Crores in any of the financial year , , and (Chartered Accountant Certificate to be kept) B. INSTRUCTIONS TO BIDDERS: 1. The Expression of Interest (EOI)er(s) shall submit Technical Bid with all documents indicated in Annexure-I in a separate sealed cover duly super scribing Technical Bid for selection of printing firm towards printing and supply of ledger and pass Books to Rythu Mitra Groups by the Director of Agriculture, Guntur, AP and Price Bids as per Annexure III in a separate sealed cover duly superscribing Price Bid for selection of printing firm towards printing and supply of LEDGER AND BOOKS TO RYTHU MITRA GROUPS by the DIRECTOR OF AGRICULTURE,GUNTUR,AP with name and address of the Expression of Interest (EOI). Both covers are to be placed in a third cover along with covering letter and EMD demand draft as stipulated under Item No.2 of the Instructions for Submission of Expression of Interest (EOI) Schedule duly superscribing Expression of Interest (EOI) Schedule for selection of printing firm towards printing and supply of Ledger and Pass BOOKS. 17

18 2. Earnest Money Deposit (EMD) for an amount of Rs.5,00,000/- (Rupees five lakhs only) shall be paid in the form of Demand Draft drawn in favour of A.P.S.A.I.D.C. Ltd., payable at Hyderabad along with a covering letter. Technical Bid without EMD will be rejected. 3. The Expression of Interest (EOI)er(s) shall submit duly notarized declaration along with Expression of Interest (EOI), as per the proforma furnished under Annexure-IV, here to on Rs.100/- Non-Judicial stamp paper. 4. The authorized person representing the firm who is signing on the Expression of Interest (EOI) documents and also participating in the Expression of Interest (EOI) opening shall invariably attach a copy of authorization from the competent authority of the firm as per the By-laws of the firm / Company. 5. The last date for submission of Expression of Interest (EOI) schedule is up to 2.30 pm on The technical bid will be opened at 3.00 p.m. on The EMD of un-successful Expression of Interest (EOI)er(s) shall be returned on finalization of Expression of Interest (EOI)s. 7. The EMD of successful Expression of Interest (EOI)er(s) shall be retained by the Corporation and refunded only after satisfactory completion of the contract. The EMD shall be adjusted against the Performance Guarantee for the successful Expression of Interest (EOI)er. This deposit will not carry any interest. 8. The EMD shall be forfeited in the following cases: i) If the Bidder withdraws the Bid during the interval between the Bid Due Date and till the date of finalization of successful bidder. ii) If any information or document furnished by the Bidder turns out to be misleading or untrue in any material respect. 9. The bidder should submit the Ledger Books and Pass books with data printed to the concerned Director of Agriculture office, Guntur, AP and take acknowledgement for submission for bills. C. GENERAL TERMS AND CONDITIONS: 1. The proposed Ledger and Pass Books is Agriculture Department based information released by the Director of Agriculture, Guntur, AP. 2. The Expression of Interest (EOI)er(s) have to fill the Technical bid proforma in Annexure I with proper and correct information with supporting. 3. The Expression of Interest (EOI)er(s) have to quote the prices as per the technical specifications provided by the Director of Agriculture, Guntur, as shown in Annexure -II 4. The Bids would be evaluated on the basis of the evaluation criteria set out by the Technical committee, in order to identify the successful bidder who shall be given 18

19 an order for a period of 11 months from the date of agreement for execution of the work towards printing & supply of Ledger and Pass Books for Director of Agriculture, Guntur, AP 5. The Price Bids of only those Expression of Interest (EOI)er(s) whose Technical Bids are qualified for acceptance will be opened with due intimation to them. 6. Negotiations will be held as per the decision of the Technical Committee at the address indicated in the communication letter. The aim is to reach agreement on all the points and sign a contract. 7. The agreement period will be for a period of 11 months from date of signing the agreement. No escalation charges will be paid for supply of item specified during the agreement period. 8. Performance Guarantee deposit of Rs 5,00,000/- be paid in the shape of Demand Draft drawn in favour of APSAIDC Ltd, payable at Hyderabad. This deposit will not carry any interest and shall be paid before entering into contract agreement. 9. If the successful bidder fail to execute the order within the scheduled time as stipulated in work order, the performance deposit shall be forfeited besides initiating action as per procedure, alternate arrangements will be made for procurement and any additional cost incurred in this regard will be recovered from the concerned firm. 10. Each Bidder shall submit one (1) Bid only, in response to this Expression of Interest (EOI). Any Bidder who submits more than one Bid, either individually or as a part of another bidder, will be disqualified and cause the disqualification of such other bids also. 11. Subsidiaries to other printing firms should not participate in this Expression of Interest (EOI) 12. The responsibility of quality and quantity of Books lies with supplier only. 13. The successful bidder shall supply the ordered quantity as per the terms and conditions within the stipulated time. 14. Liquidated damages will be levied at the rate of 0.5% of the total value of the work per week up to a maximum of 5% in case of default in executing the order as per schedule. 15. The Bid to be submitted by the Bidders would have to be unconditional and the Bidders would be deemed to have accepted the terms and conditions of the Expression of Interest (EOI) with all its contents including the Scope of Work. Any conditional Bid shall be regarded as non-responsive and would be liable for rejection. 16. AP State Agro Industries Development Corporation Ltd reserves the right to award the Expression of Interest (EOI) either in part or full. AP Agros at its sole 19

20 discretion and without assigning any reason thereof, reserves the right to accept/ reject any or all the bids at any stage of the Expression of Interest (EOI) process 17. The payment to the work completed shall be paid against the tax invoice raised (Inclusive of all taxes) (Showing the taxes claimed) for printing work done. Payment to the claim will be made only after the receipt of the funds from the Director of Agriculture, Guntur AP. 18. Expression of Interest (EOI) can be rejected and action for prosecution can be taken at any stage of the contract period, if it comes to the knowledge that any Expression of Interest (EOI)er is involved in any fraudulent practice or misrepresentation of the facts or tried to influence the selection process or indulged in any corrupt activities in competing with others. 19. The printer shall be liable for blacklisting and further prosecution, if they fail to adhere to the above conditions. 20. In case of any dispute or difference arising out of the agreement between the two parties relating to any aspect of the agreement, the parties should attempt to settle the disputes through mutual and amicable discussions. If the dispute is not settled through such discussions, the matter shall be referred /settled as per provisions of arbitration & conciliation Act It is further to be agreed by both the parties that all differences and disputes if not resolved as above shall be got remedied through Court of Law of Hyderabad Jurisdiction only. D. FORMAT AND SIGNING OF BID: 1. The Bid and all related correspondence and documents should be in the English language. Supporting documents and Printed literature furnished by the Bidder with the Bid may be in any other language provided that they are accompanied by certified translations of the pertinent passages in the English language. 2. The Bid, original shall be typed or written in indelible ink and each page shall be initialed by an authorized signatory of the Bidder, as applicable. All the alterations, omissions, additions, or any other amendments made to the Bid shall also be initialed by the person(s) signing the Bid. E. BID DUE DATE: 1. Bids should be submitted before Bid Due Date & time, in the manner and form as detailed in this Expression of Interest (EOI). Bids submitted by either facsimile transmission or telex will not be accepted. 2. AGROS may, in exceptional circumstances, and at its sole discretion, extend the above Bid Due Date by issuing an Addendum. 20

If the bidder desires to have any clarification, he/she shall be directed to contact the Director of Agriculture, Guntur concerned for getting the information or any other matter considered relevant, it will be facilitated. 4. It would be deemed that by submitting the Bid the Bidder has: a. Made a complete and careful examination of this Expression of Interest (EOI) document b. Received all relevant information requested from AGROS c. Made a complete and careful examination of the various aspects involved in the work proposed in the Expression of Interest (EOI) schedule. AGROS shall not be liable for any mistake or error on the part of the Bidder in respect of the above. F. OPENING OF BIDS AND CLARIFICATIONS: 1. The Submission of the Bid would first be checked for responsiveness with the requirements of the Expression of Interest (EOI). The Bid would be considered to be responsive if it meets the following conditions: a. It is enclosed with EMD through DD/ Banker cheque drawn on APSAIDC LTD., payable at Hyderabad in the sealed technical cover separately. b. Financial Bid is sealed and enclosed in the cover separately c. It is received by the Bid Due Date d. It is signed, sealed and initialled. e. It contains all the information and documents relevant to the Expression of Interest (EOI). f. It contains information in formats specified in this Expression of Interest (EOI). g. There are no inconsistencies between the Bid and the supporting documents. h. Declaration certificate ( as per Annexure IV ) 2. A Bid that is substantially responsive is one that conforms to the requirements without material deviation or reservation. A material deviation or reservation is one a). b). c). which affects in any substantial way, the scope, quality, or performance of the printing work, or which limits in any substantial way, inconsistent with the Expression of Interest (EOI), AGROS s rights or the Bidder s obligations under the Scope of Work, or Which would affect unfairly the competitive position of other Bidders presenting substantially responsive Bids. 21

22 3. AGROS would open the Technical Bids on date as specified in schedule for bid processing for the purpose of evaluation. 4. AGROS reserves the right to reject any Bid not submitted on time and which does not contain the information/documents as set out in this Expression of Interest (EOI) document. 5. To facilitate evaluation of Bids, AGROS may, at its sole discretion, seek clarifications in writing from any Bidder regarding its Bid. The request for such clarification or substantiation and the response shall be in writing or by facsimile. No material change in the substance of the Bid would be permitted by way of such clarification/ substantiation. 6. Information relating to the examination, clarification, evaluation, and recommendation of the Bid shall not be disclosed to any person not officially concerned with the process. AGROS will treat all information submitted as part of the Bid in confidence and would require all those who have access to such material to treat the same in confidence. AGROS will not divulge any such information unless it is ordered to do so by any authority pursuant to applicable law or order of a competent court or tribunal, which requires its disclosure. 7. Agros has the right to inspect the premises of all bidders where printing of Ledger and Pass Books of Rythu Mitra Groups is undertaken during the Expression of Interest (EOI) process or/and after awarding contract to successful bidder. The bidder shall submit at least 5 numbers of each book as printed samples with variable data printing and duly certified by the original manufacturer of the material to the Department along with the technical bid. 9. The bidder shall submit a letter from original manufacturer for supply of material in accordance with the Expression of Interest (EOI) specification if Expression of Interest (EOI) awarded. 10. The bidder should submit a letter from Original Manufacturer of the material that the Bidder is fully trained to Print on the substrate. 11. The bidder shall submit minimum three work orders from any Government sector clients for similar application as proof of expertise to print on the Substrate. ( Copies to be enclosed ) 12. The Bidder should have done at least one order of Govt. during the past 2-3 years (Worth Rs.3 lakhs) to single client for any type of printing. (Copy to be submitted) 13. The successful bidder should collect Beneficiary Details from the department and take up the job of variable data printing with Beneficiary Photograph or other details as per requirement of the Department in the space given by the Department. (Acceptance Letter to be submitted). 14. The bidder should complete the Printing of Books with variable data within 15 days. (Acceptance Letter to be submitted). 15. The bidder shall submit at least 5 numbers of printed samples of Ledger and Pass books 16. Note: 1. All the columns of the Expression of Interest (EOI) forms shall be duly, properly and exhaustively filled in. 24

25 2. All corrections if any must be signed by the Expression of Interest (EOI)er(s) before submission itself. For filing faulty information, the Expression of Interest (EOI) is liable for rejection. The Expression of Interest (EOI)er(s) should sign on each and every page of Expression of Interest (EOI) Schedules and on all the additional documents submitted along with Expression of Interest (EOI) Schedules. 3. The Expression of Interest (EOI)er(s) can enclose additional information, if any, relevant to the Expression of Interest (EOI) separately 4.
