6 Information pertaining to Bid submission via eprocurement platform 1. Issue of RFP The detailed terms and conditions for qualification of the Bidders and for Bid submission are indicated in the RFP. All those interested in obtaining the RFP may download the RFP from Please visit for details regarding online submission of the RFP. Bidders are required to procure a Digital Signature Certificate from any Certifying Authorities (CA) in India from the list mentioned in the below URL: The Digital Signature Certificate is mandatory for participation in eprocurement. The Bids can be submitted only upon logging-in with the Digital Signature Certificate in the eprocurement portal. The Bidder would be required to register on the eprocurement market place or and submit their Bids online. Offline Bids shall not be entertained by the Authorised Representative for the tenders published in the eprocurement platform. The Bidders shall submit their eligibility and qualification details, Technical Bid, Financial Bid etc., in the standard formats displayed in eprocurement web site. The Bidders shall upload the scanned copies of all the relevant certificates, documents etc., in support of their eligibility criteria/technical Bids and other certificate/documents in the eprocurement web site. The Bidder shall sign on the statements, documents, certificates, uploaded by him, owning responsibility for their correctness/authenticity. 2. Receipt and Opening of Bid: Bid must be submitted at the website mentioned in the RFP on or before 25 th April 2017 (Bid Deadline) 11:00 AM (IST). If it is a public holiday on 25 th April 2017, the submission and the receipt of the Bid shall be on the next working day. The Technical Bid and the Financial Bid shall be opened as per the time schedule given in Clause 3.2 of the RFP. 3. Payment Of Transaction Fee: The Bidders are required to pay a Non-refundable Transaction fee of INR 10,000 (Ten thousand only) to MD APTS, the service provider through "Payment Gateway Service on E-Procurement platform". The Electronic Payment Gateway accepts all Master and Visa Credit Cards issued by any bank and Direct Debit facility/net Banking of ICICI Bank, HDFC, Axis Bank to facilitate the transaction. A service tax as applicable and Bank Charges for Credit Card Transaction of 2.09% (inclusive of service tax) on the transaction amount payable to MD, APTS shall be applicable. The actual EMD to be submitted by the Bidder shall be as per Clause of this RFP. Hard copies: i) Bidders shall submit hard copies of the Bid as specified in Clause , as per the timelines specified in Clause 3.2 of the RFP. ii) All the Bidders shall invariably upload the scanned copies of DD/BG/PO/RTGS particulars in eprocurement system and this will be one of the key requirements to consider the Bid responsive. 4. Deactivation of Bidders If any Successful Bidder fails to submit the original hard copies of uploaded certificates/documents, within stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the Bidder, as the successful Bidder will be barred from participating in the tenders on eprocurement platform for a period of 3 years. The eprocurement system would deactivate the user ID of such defaulting Bidder based on the trigger/recommendation by the Authorised Representative in the system. Besides this, the Authorised Representative shall invoke all processes of law including criminal prosecution of such defaulting Bidder as an act of extreme deterrence to avoid delays in the Bid Process for execution of the development schemes taken up by the government. Other conditions as per the RFP are applicable. 5. Payment Of Transaction Fee: It is mandatory for all the participant Bidders to electronically pay a Non-refundable Transaction fee of INR 10,000 (Ten thousand only) to MD APTS., the service provider through "Payment Gateway Service on E- Procurement platform". Bid Processing Fee: The Bidders have to furnish Bid Processing Fee (Non-refundable) of Rs. 1,00,000/- (Rupees One lakh) plus 15% (or such tax as and when applicable) service tax through demand draft in favor of NREDCAP payable at Hyderabad. The copy of DD shall be uploaded and the original DD shall be furnished along with the tender document to NREDCAP. 7. RFP Document: The Bidder is requested to download the RFP document and read all the terms and conditions mentioned in the RFP Document and seek clarification if any from the Authorised Representative. Any offline Bid submission clause in this RFP could be neglected. The Bidder has to keep track of any changes by viewing the Addendum/Corrigenda issued by the Authorised Representative on time-to- time basis in the e-procurement platform/nredcap official website The Authorised Representative inviting Bids shall not be responsible for any claims/problems arising out of this. 8. Bid Submission Acknowledgement: The Bidder shall complete all the processes and steps required for Bid submission. The system will generate an acknowledgement with a unique Bid submission number after completing all the prescribed steps and processes by the Bidder. Users/Bidders may also note that the Bids for which an acknowledgement is not generated by the eprocurement system are treated as invalid or not saved in the system. Such invalid Bids will not be available to the Authorised Representative for processing the Bids. The Authorised Representative is not responsible for incomplete Bid submission by the Bidders. Authorised Representative reserves the right to accept or reject any or all of the tenders received without assigning any reasons therefore. 13 28 E-Procurement Conditions to be followed, by the suppliers in filling the price form. The following declarations have to be submitted by the Bidders: 1: We, the undersigned, examined the Conditions of Contract, Specification, Special Conditions of Contract, Basic Parameters of the proposed Scheme and subsequent Addendums/Corrigendum for the above mentioned works. We have examined, understood and checked these documents and have ascertained that there is no ambiguity in the Procurer s requirements. We accordingly offer to complete the work in conformity with such documents for the price as given in the Financial Bid submitted and attached at the commercial stage i.e. commercial template 2: Note: Financial Bid attached at commercial stage i.e. under commercial template only will be considered for commercial evaluation. 3: As per the conditions in the folder management, we have extracted the file uploaded and verified the contents of the Zipped files to avoid disqualifications 4: We have also read the Note in the folder management; the documents attached to the commercial Bid stage will be encrypted and stored. Documents uploaded in Common folder and attached to the Technical Bid stage shall not be encrypted. 29 Uploading 1. Financial Bids shall be uploaded at the commercial stage available on the eprocurement platform which has an encryption facility 2. The Bidder SHALL NOT submit two versions of the same Financial Bid. The Authorised Representative will only open the file specified in the PQ Template or Technical Template 3. 14 1 Introduction and Background 1.1 Introduction New and Renewable Energy Development Corporation of A.P. Ltd. (NREDCAP) intend to select Successful Bidders for supply and installation of around 3000 Nos. of 3HP / 5HP Surface/Submersible AC model Solar Pumping Systems anywhere in Andhra Pradesh state for agricultural purpose on Turnkey basis, as per MNRE technical specifications of and other applicable guidelines, under the e-procurement process Bidders declared as Successful Bidder based on this RFP shall sign Tri-partite Agreement (TPA) with NREDCAP and the DISCOM in line with terms and conditions of this RFP and the TPA NREDCAP and the DISCOM shall enter into Tri-partite Agreement (TPA), with the Successful Bidders selected based on this RFP, for the tenor as specified in the TPA The Bid process shall be carried out for design, supply, installation, commissioning and operations & maintenance of Solar Pumpset Systems in the state of Andhra Pradesh. The evaluation of Bids shall be done separately as per the provisions of the Section 4 of this RFP. 1.2 Background Andhra Pradesh has more than 300 sunshine days with average solar insolation of nearly 5.0 kwh/m 2. In order to implement energy efficiency off grid solar applications, NREDCAP, the nodal agency and authorized representative for Renewable Energy in the State proposes to install solar powered agricultural Solar Pumpset System(s) for all new agricultural connections in the State The Authorised Representative proposes to implement 3000 Nos. of Solar Pumpset Systems in various districts in the state of Andhra Pradesh. 15 2 Definitions Any capitalized term, used but not defined in this RFP, shall have the meaning ascribed to such term in the TPA. In absence of availability of definitions in the foregoing references, the capitalized terms shall be interpreted in accordance with the Electricity Act 2003, the Appropriate Commission (Terms and Conditions of Tariff Regulations, Grid Code or any other relevant electricity law, rule or regulation prevalent in India, as amended or re-enacted from time to time, in that order.) or the Ministry of New and Renewable Energy (Notifications, policies, guidelines as notified or amended from time to time) Following terms used in the document will carry the meaning and interpretations as described below: Affiliate shall mean a Company that, directly or indirectly, i. controls, or ii. is controlled by, or iii. is under common control with, a Company developing a Project/Solar Pumpset System(s) or a Member in a Consortium developing the Project/Solar Pumpset System(s) and control means ownership by one Company of at least 26% (twenty six percent) of the voting rights of the other Company; Allocated Quantity has the same meaning as assigned to in Clause of the RFP Allocated %age has the same meaning as assigned to in Clause of the RFP Authorised Representative shall mean the body authorised to carry out the Bidding process for the selection of the Successful Bidder(s). As per this RFP, NREDCAP is the Authorised Representative. Authorised Signatory shall have the same meaning as assigned to in clause of the RFP Average Annual Turnover shall have the same meaning as assigned to in Clause of this RFP Bank Guarantee shall mean the guarantees required to be furnished by the Bidder in accordance with the provisions of Clause 3.7 of this RFP Bid shall mean the Prequalification Bid submitted by the Bidder in accordance with provisions of Clause (A), Technical Bid submitted by the Bidder as per the Clause (B) and Financial Bid submitted by the Bidder as per Clause 3.6 and Clause (C) of this RFP, in response to this RFP, in accordance with the terms and conditions thereof Bid Processing Fee shall have the same meaning as per Clause of this RFP Bidder shall mean Bidding Company or a Bidding Firm or a Bidding Consortium submitting the Bid. Any reference to the Bidder includes Bidding Company /Bidding Firm/Bidding New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) 2

16 Consortium, Member of a Bidding Consortium including its successors, executors and permitted assigns and Lead Member of the Bidding Consortium jointly and severally, as the context may require; Bidding Company shall refer to such single Company that has submitted the response in accordance with the provisions of this RFP; Bidding Firm shall refer to such single partnership Firm or sole proprietorship Firm that has submitted the Bid in response to this RFP. Bidding Consortium or Consortium and Bidding Consortium of Companies/Bidding Consortium of Firms/ Hybrid Consortium shall refer to a group of Companies and/or Firms that have collectively submitted the Bid in response to this RFP in accordance with the provisions of this RFP; Bidding Consortiums shall not have more than three (3) Members and Bidding Consortiums comprising of more than three (3) Members shall be summarily rejected. Bid Deadline shall mean the last date and time for submission of Bid in response to this RFP as specified in Clause 3.2 of the RFP Bid Parameter shall have the same meaning as provided in Clause 3.6 of this RFP Bid Validity shall have the same meaning as provided in section 3.12 of this RFP Chartered Accountant shall mean a person practicing in India or a Firm wherein all the partners practicing in India are Chartered Accountant(s) within the meaning of the Chartered Accountants Act, 1949; Company shall mean a body corporate incorporated in India under the Companies Act, 1956 or the Companies Act, 2013, as applicable; Conflict of Interest A Bidder may be considered to be in Conflict of Interest with one or more Bidders in the same Bid process under this RFP, if they have a relationship with each other, directly or indirectly through a common Company/ Firm/Promoter, that puts them in a position to have access to information about or influence the Bid of another Bidder Date of Commissioning (DOC) shall mean the date on which the Solar Pumpset System(s) is declared to be operational, provided that DOC shall not be achieved and Solar Pumpset System(s) shall not be operational until such Solar Pumpset System(s) has satisfied the conditions as per the TPA DISCOM shall mean power Distribution Companies of Andhra Pradesh. In this RFP, DISCOMs shall refer to APSPDCL and APEPDCL collectively Earlier Tender shall mean the previous tender with number RFP (Bid) No. NREDCAP/SE/SPV Pumps/2016 dated 01 December 2016 run by NREDCAP for selection of Developers in the State of Andhra Pradesh for Design, Supply, and Installation & Commissioning of SPV Water Pumping Systems New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) 3

17 Effective Date shall mean the date of execution of Tri-partite Agreement (TPA) by all the Parties to the Agreement; EMD shall have the same meaning as provided in Clause of this RFP Financial Bid shall mean the documents and formats as specified in Clause (C) of the RFP Financial Eligibility Criteria shall mean provisions of Clause of this RFP Firm shall mean a partnership firm registered under the Indian Partnerships Act, 1932 and as amended from time to time. Firm shall also mean Sole Proprietorship Firm. General Eligibility Criteria shall mean provisions of Clause of this RFP Group Company of a Company means (i) a Company which, directly or indirectly, holds 10% (ten percent) or more of the share capital of the Company or (ii) a Company in which the Company, directly or indirectly, holds 10% (ten percent) or more of the share capital of such Company or (iii) a Company in which the Company, directly or indirectly, has the power to direct or cause to be directed the management and policies of such Company whether through the ownership of securities or agreement or any other arrangement or otherwise or (iv) a Company which, directly or indirectly, has the power to direct or cause to be directed the management and policies of the Company whether through the ownership of securities or agreement or any other arrangement or otherwise or (v) a Company which is under common control with the Company, and control means ownership by one Company of at least 10% (ten percent) of the share capital of the other Company or power to direct or cause to be directed the management and policies of such Company whether through the ownership of securities or agreement or any other arrangement or otherwise. However, above mentioned provisions are not applicable in case of Public Sector Undertakings/Enterprises; Provided that a financial institution, scheduled bank, foreign institutional investor, Non-Banking Financial Company, and any mutual fund shall not be deemed to be Group Company, and its shareholding and the power to direct or cause to be directed the management and policies of a Company shall not be considered for the purposes of this definition unless it is the Member of the Consortium developing the Project; KW shall mean Kilowatts Lead Member of the Bidding Consortium or Lead Member shall mean a company which meets the eligibility criteria as per clause 3.5.1, and so designated by other Member(s) in Bidding Consortium. Definition remains the same, mutatis mutandis to both Bidding Consortium of Companies as well as Bidding Consortium of Firms as well as Hybrid Consortium. Letter of Award or LoA shall mean the letter issued by the Authorised Representative to the Successful Bidder for award of the Project; New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) 4

18 Local Category represents the Bidders registered in the state of Andhra Pradesh and declare to participate under the Local Category as specified in Format 6.1 of the RFP Bidding Company participating under the Local Category Incorporated in the state of Andhra Pradesh. Member in a Bidding Consortium of Companies shall be a Company and Member in Bidding Consortium of Firms shall be a Firm and a Member in a Hybrid Consortium shall be a Firm/Company Minimum Technical Score shall mean provisions of Clause of this RFP MNRE shall refer to Ministry of New and Renewable Energy, Government of India MW shall mean Megawatts Open Category represents Bidders from anywhere in India. Parent shall mean a Company, which holds more than 50% equity either directly or indirectly in the Supplier implementing the Project; Performance Guarantee (PG) shall mean the Bank Guarantee furnished by the SPD to DISCOM, to assure timely and satisfactory completion of a Project by the SPD as described in the RFP. Please refer to Clause 3.7 of the RFP Quoted Price shall mean such firm price quoted by the Bidder under Format 6.6 of this RFP that will be payable for design, supply, installation, commissioning, operation and maintenance of the Solar Pumpset System(s) as per the provisions of this RFP and TPA Qualified Bidder shall mean the Bidder (s) who, after evaluation of their Technical Bid(s) as New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) 5

19 per Clause of the RFP meet the Qualification Requirements and hence stand qualified for opening and evaluation of their Financial Bid(s) Qualified Bidders in Earlier Tender shall mean the Bidder(s) who have participated and were declared as Qualified Bidders pursuant to the evaluation process followed by the Authorized Representative the Earlier Tender RFP (Bid) No. NREDCAP/SE/SPV Pumps/2016 dated 01 December List of Qualified Bidders in Earlier Tender is attached in Annexure-E of this RFP Qualification Requirements shall mean the General Eligibility Criteria, Technical Eligibility Criteria and Financial Eligibility Criteria including the conditions pertaining to computation of Technical Score/Minimum Technical Score as specified under this RFP RFP/RFP Documents shall mean the RFP document issued by Authorised Representative including the TPA and all attachments vide RFP No. NREDCAP/SE/SPV Pumps/2017 dated 10 April 2017 for Selection of suppliers for Design, Supply, Installation, Commissioning, Operations and Maintenance of Solar Pumpset Systems in Andhra Pradesh State and shall include any modifications, amendments, alterations or clarifications thereto. Scheduled Date of Commissioning (SDOC) shall mean the date which is 30 (thirty) for Purchase Order of less than 20 Solar Pumpset System(s)/45 (forty five) days for Purchase Order of 20 or more Solar Pumpset System(s) from the date of issue of Purchase Order by the DISCOMs to the Supplier, on which date the Supplier is required to commission the Solar Pumpset System(s) in accordance with the provisions of the TPA Successful Bidder shall mean the Bidder selected pursuant to this RFP to design, supply, install, commission, operate and maintain the Solar Pumpset System(s)s as per the terms of TPA; Please refer to provisions of Clause for L1 Successful Bidder, L2 Successful Bidder, L3 Successful Bidder and so on. Solar Pumpset System/Pumpset System/Project shall mean the Solar PV Water Pumping Systems comprising of SPV modules, VFD/Inverter, Remote Monitoring Arrangement, AC Surface/Submersible Pump, Mounting Structure, Manual Tracking, Cables, HDPE Pipe etc. as per the MNRE specifications of (Test Reports), inclusive of CMC and Insurance for 5 (five) years from the DOC of the Pumpset System. 20 with minimum PV Array of 2700 wp 3 HP A/C minimum PV Array of 3000 wp 3 HP A/C with minimum PV Array of 4800 wp 5 HP A/C minimum PV Array of 4800 wp 5 HP A/C Technical Bid shall mean the documents and formats as specified in Clause (B) of the RFP Technical Eligibility Criteria shall mean provisions of Clause of this RFP Tendered Quantity shall refer to Clause of the RFP Technical Score shall have the same meaning as assigned to in Clause of the RFP Test Certificate/Test Report shall have the same meaning as assigned to in Clause 3.4 (d) and Clause point (3) of the RFP TPA shall mean the Tri-partite Agreement signed between the Successful Bidder, NREDCAP and DISCOM according to the terms and conditions of the TPA enclosed with this RFP; Ultimate Parent shall mean a Company, which owns at least more than fifty percent (50%) equity either directly or indirectly in the Parent and Affiliates; New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) 7

21 3 Bid information and instructions to Bidders 3.1 Obtaining RFP document & Bid Processing Fees All those interested in the RFP can download the RFP from the website All information related to submission of response to this RFP and the Bid shall be available at the aforementioned website Prospective Bidders interested in participating in the Bid process are required to submit their Bids in response to this RFP document along with a non- refundable Bid Processing Fee of Rs. 1,00,000/- (Rupees One Lakh only) and applicable service tax as levied by the Govt. of India Bidders shall provide the above non-refundable Bid Processing Fee in the form of DD / Pay Order payable in favour of NREDCAP. Any Bidder will be eligible to participate in the Bid process only upon submission of Bid Processing Fee at the following address of the Authorised Representative as per the timelines specified in Clause 3.2 of the RFP. The VC & Managing Director, NREDCAP /2, Pisgah Complex, Nampally, Hyderabad, Notwithstanding anything to the contrary contained in this RFP, the Authorised Representative shall open the Technical Bid of the Bidder, only upon receipt of the above non-refundable Bid Processing Fee, along with the Covering Letter as per Format 6.0 (PQ) within the timelines mentioned in Clause 3.2 of the RFP. Bidders shall also upload scanned copies of the original EMD and the DD towards Bid Processing Fee on the eprocurement platform under the PQ Bid. 3.2 Timelines for Bid process The Bidders shall submit their Bids based on the conditions specified in this RFP document. No Company can participate in this Bid process as a Bidding Company and Member of Bidding Consortium of Companies or Member of Hybrid Consortium. b) Any Firm can submit only one Bid as a Bidding Firm in this Bid process. No Firm can participate in this Bid process as a Bidding Firm and Member of a Bidding Consortium of Firms or as a Member of Hybrid Consortium. Further no two Bidding Firms participating in this Bid process shall have common partners. c) Any entity cannot simultaneously participate in this Bid process under this RFP as sole proprietor, partner in a Bidding Firm or Consortium of Bidding Firms, promoter in New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) 9

23 Bidding Company or promoter in Member of Consortium of Companies or Member in Hybrid Consortium. d) No two Consortiums participating in this Bid shall have common Lead Member or other Members. e) No Bidder can participate in this Bid process under both Open and Local Categories. A Bidder shall submit a Bid only under one Category. f) Foreign companies/partnership firms are not eligible to participate in this Bid process. g) Bidders in Conflict of Interest with one another shall be liable for disqualification/rejection under the sole discretion of the Authorized Representative. Bidder shall make relevant disclosures as specified in Format 6.1 of this RFP. h) In case of Consortium, if the Consortium submits Bid under Local category, it is mandatory that the Lead Member of the Consortium must mandatorily belong to the Local category and required documentary evidence to this extent shall be submitted by the Bidding Consortium and the Lead Member. The same provisions, mutatis mutandis, shall apply for Consortiums participation under Open Category. 3.4 Project Scope and Technology Selection a) Selection of suppliers for design, supply, installation, commissioning, operations and maintenance of 3000 (three thousand) Nos. Solar Pumpset System(s) is expected through this RFP. b) Notwithstanding anything to the contrary contained herein, the Authorised Representative, in its own discretion, at any time during the Bid process, reserves the right to decrease or increase the Tendered Quantity of Solar Pumpset System(s), Tendered Quantity for Local Category and/or Tendered Quantity for Open Category without assigning any reasons whatsoever. c) Procurement, installation and commissioning of the Solar Pumpset System(s) should be done as per provisions of the TPA. d) The components/items to be supplied for installation of the Pumpset System shall be as per the components/items indicated in the Test Certificate of the authorized test centres of MNRE including the brand, capacity etc. The Test Certificate shall be submitted under Clause point (3) of the RFP ( Test Certificate ). In case the Supplier intends to alter any components/items, they should obtain a Test Certificate for such new components/items. The Bidder shall submit an undertaking to this effect under Format 6.1 and this shall also form part of the Supplier s obligations under the TPA. Noncompliance with this obligation will attract penal provisions under the TPA. The Test Certificate submitted along with the Bid in response to the RFP shall also form part of schedules to the TPA. e) Bidders can submit the Bid for any one or more of the below Solar Pumpset System(s) Models. Solar Pumpset System(s) allocation after execution of the TPA shall be in accordance with the Solar Pumpset System(s) Model proposed by the Bidder. DISCOMs are responsible for aggregation of farmer applications at regular intervals. Applications received are randomized and aggregated into a batch size of This batch of farmer applications is then categorized into Open Category and Local Category under the 80:20 (Eighty:Twenty) ratio 3. They are then further segregated into each of the Solar Pumpset System(s) Models 4. Allocated %age specified under Clause of the RFP shall be applied for distribution of Solar Pumpset System(s) amongst various Suppliers and Purchase New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) 11

After distribution of the first batch, subsequent batches will be allocated to Suppliers based on the satisfactory implementation of Solar Pumpset System(s) in the first batch 6. The Successful Bidder shall submit Commissioning Performance Guarantee of a value calculated at Rs 10,00,000/- (Rupees Ten Lakh only) for upto 200 Solar Pumpset System(s) and additional Rs.5,00,000/- (Rupees Five Lakh only) for every 100 Pumpset System(s) allocated as per provisions of Clause of this RFP subject to a minimum of Rs. 5,00,000/- (Rupees Five Lakhs). (If the allocated quantity is less than 200 Solar Pumpset System(s), CPG for a value of Rs. 10,00,000/- has to be submitted). Liquidated Damages of 1% of CPG corresponding to for each week of delay for a maximum of 4 (four) weeks is payable for delay in commissioning of the Solar Pumpset System(s). The Commissioning Performance Guarantee will be returned within fifteen (15) days of successful commissioning of each Solar Pumpset System(s) under each PO. 7. Please refer to the TPA for detailed provisions pertaining to distribution of PO and commissioning of Solar Pumpset Systems Successful Bidders/Suppliers shall open Service Centres/authorized Service Centres in the concerned district on or before the commissioning of the first Solar Pumpset System(s) allotted to the Bidder as per the allocation process specified in the TPA. 6 Operations & Maintenance The Service Centre shall be in satisfactory operation during the entire CMC Period failing which the Supplier shall be liable to pay penalties calculated at Rs.2,00,000 (Two Lakhs only) per annum per service centre not established which will be recovered from the O&M Performance Guarantee furnished by the New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) 12

26 S.No. Scope Details Bidder Further, the Supplier shall have the obligation to ensure satisfactory operations and maintenance of the Solar Pumpset System(s) for a period of five (5) years from the DOC of the Solar Pumpset System(s), failing which the DISCOM shall have the right to deduct such amounts incurred towards providing operations & maintenance from an alternate service provider from the O&M Performance Guarantee furnished by the Supplier. Subject to satisfactory compliance with the O&M requirements set forth in the TPA, 20% (twenty percent) of the O&M Performance Guarantee shall be returned to the Supplier at the end of each year from the Effective Date of the TPA. Upon successful commissioning and achievement of DOC of the Solar Pumpset System(s), payments to the Supplier shall be disbursed as follows i. NREDCAP will release the eligible MNRE subsidy upon receipt of such subsidy from the MNRE. ii. Any penalty incident on NREDCAP/DISCOM by MNRE on the subsidy to be received, shall be transferred to the Supplier and such lower amount of subsidy shall be paid to the Supplier. 7 Payment to the supplier iii. DISCOMs will release the farmer s contribution and the remaining amount as applicable. iv. If the DISCOMS make the payment within 15 days of receipt of invoice from the Supplier, a rebate of 2% of invoice value shall be applicable on the payment. No rebate shall be applicable for payments beyond the 15 days timeline. v. The Supplier shall without fail, send the invoice to the designated DISCOM office by Registered Post and the date of receipt of the Registered Post shall be construed for the purpose of computation of days for applying rebate. Any Bidder who meets the Qualification Requirements stated herein shall be Qualified Bidder for the purpose of evaluation under this RFP. Open Category (Tendered Quantity: 2400 Solar Pumpset System(s)) Local Category (Tendered Quantity: 600 Solar Pumpset System(s)) Qualification Requirements shall include: 1. Minimum Eligibility Criteria comprising of General, Technical and Financial Eligibility Criteria as per Clause of the RFP Bidders participating under the Local Category are not required to achieve Minimum Technical Score but shall mandatorily meet the above Qualification Requirements failing which they shall not be considered as Qualified Bidder. (B) Qualified Bidders in Earlier Tender listed in Annexure-E of this RFP are not required to submit the Formats 6.2 A, 6.2 B, 6.2 C, 6.2 D, 6.4 A, 6.4 B, 6.4 C, 6.5 and the documentary evidence to meet the Qualification Requirements provided however they compulsorily meet the following conditions: i. The Bidder s compliance to the Qualification Requirements continues to hold true entirely as on the Bid Deadline of this tender and there is no change in the information provided in Format 6.4A, 6.4B, 6.4C, 6.5 and the corresponding documentary evidence submitted in the Earlier Tender ii.
