Quotations with specifications, descriptive literature are invited by The Chief Administrative Officer, STPI-HQ, 9 th floor Jai Singh Road, New Delhi towards providing Comprehensive Annual Maintenance Service for AC(Air Conditioners) as per details at Annexure-I,. Quotation should reach to this office on or before 29 th May, 2017 at 15:00 hrs in a sealed cover duly super scribed as under : Tender for comprehensive annual maintenance contract (CAMC) of AC (Air Conditioners) Tender no. : No. 8(47)/II/STPI-HQ/2016 dated, 5 th.may.2017 Closing date : 29 th May, 2017 at 15:00 hrs Bid Opening date : 29 th May,2017 at 15:30 hrs Scope of work: The scope of work for the Successful Bidder will be as under: 1. Bidder shall be responsible to ensure equipment should remain in proper working condition throughout the contract period. The Bidder shall provide an escalation matrix for the STPI complaints. All the complaints shall be recorded and Bidder shall provide a complaint number to end user. Bidder will manage to provide proper solution to end user w.r.t. SLA (Services Legal Agreement) defined in Agreement. Bidder shall provide the desired reports to STPI as and when asked to do so. 2. The routine service will cover checking of operational performance of all the parts, Condensing Unit, Cooling Unit, Canvass Connection with Zipper, Al. Power coated S/A & R/A Grill, Volume Control Damper, Copper Piping (Individual Circuit), Electric Cabling, Drain Piping (Insulated), MS Fabrication work for IDU & ODU. 3. Clearing of blower, condenser, fan relay, thermo-stat switch, selector switch, remote control etc. No. of routine services must be indicated specifically. The contract will cover all the parts and unit of the Air Conditioner viz. Compressor, Fan Motor; Gas refilling, Capacitor, Rely, Thermo state switch, Selector switch and Remote control etc. 4. All original spares would be supplied and if in any case spares of the make are not available in the market, the same quality spares would be supplied. Break-down call would be attended same day, otherwise next day, if the complaint lodged in late hours, but in any case the complaint must be attended within 24 hours from the time lodge of complaint. 1

It shall be the responsibility of the Bidder to make equipment work satisfactorily throughout the contract period and also handover the equipment to this office in working condition on the expiry of this contract. Instruction to Bidders for submission of bid: 1. The tender document can be downloaded from or CPP Portal. 2. Bid should be submitted in two bid system i.e. technical bid (Form-A) and the financial bid (From-B) sealed by the bidder in separate covers and both these sealed covers are to be put in a one envelope which should also be sealed duly superscribed, Tender for comprehensive annual maintenance contract (CAMC) ) of AC Maintenance. Sealed bid should be addressed and submitted to The Chief Administrative Officer, Software Technology Parks of India, 9th floor, NDCC II building, Jai Singh Road, New Delhi on or before 29 th May, :00 Hrs. Bids received without seal will not be considered. 3. Bids should be submitted for all the items mentioned in annexure-i General Terms and Conditions: 1. The contract will be initially awarded for one year which may be extended for another one year on the basis of preformation with same terms & conditions at the discretion of STPI. 2. All pages of bid should be signed and stamped by the vendor/authorized person. 3. Successful Bidder has to submit Performance Bank Guarantee 5 % of the annual contract value within one week after issuance of work order. Which will be returned after 60days of the successful completion of the awarded job, without any interest. 4. Liquidity damages (LD) shall of 1% per instance per day subject to the maximum limit of 5% of total AMC value for the particular quarter, after this STPI reserve the right to either forfeit the PBG or release no payment equal to the AMC amount of a quarter. 5. All cutting/corrections must be signed by the Bidder. Otherwise bid will be rejected. 6. Bid validity should be 90 days from the last date of bid submission. 7. More than one bid shall not be accepted from one party. 8. Conditional bids will not be accepted. 9. The bid should be duly sealed and addressed to The Chief Administrative Officer, Software Technology Parks of India, 9th Floor, NDCC-II Building, Jai Singh Road, New Delhi and should reach on or before29 May, :00 Hrs. 10. STPI may, at its discretion, extend the deadline for submission of proposals or cancel the requirement in part or in whole. 2
3 11. STPI reserves the right to reject any or all Bids without assigning any reason thereof at any time before award of contract. 12. Bidder may visit STPI office for inspection of the equipment during office hours i.e. 10:00 A.M to 05:00 P.M. Eligibility criteria for submission of bid: 1. The Bidder should have average annual turnover of minimum of Rs. 2.5 lacs in the last three consecutive financial years. Copy of audited profit and loss account/ca certified statement to be furnished alongwith the bid.. 2. Bidder should have executed/completed at least 3 work orders of similar services (Not less than Rs. 50,000) during last three years (Up to the last date of the bid submission). Copies of work orders to be furnished alongwith the bid. 3. Bidder should not have been blacklisted by Central/State Govt. /Autonomous body/psu. Declaration to be furnished in Annexure-II. 4. Bidder should have office/presence in Delhi/NCR from where services have to be provided. Offices address declaration to be furnished. Opening of bids: Bids received up to 29 th May, 2017 at 15:00 Hrs. will be opened on 29 th May, 2017 at 15:30 Hrs. at STPI-HQ, 9 th floor Jai Singh Road, New Delhi Evaluation criteria: 1. The technical & financial bids will be evaluated as per the RFP. Award Criteria: 1. The L1 Bidder shall be selected on the Grand total basis of from-b (Financial Bid). The contract/work Order shall be awarded to L1 Bidder. No additional payment whatever will be made other than the evaluated L1 value. 2. In case two or more Bidders quote same rate, then Bidder having higher experience shall be considered as L1. Payment Terms: The payment shall be released after submission of invoice in triplicate after completion of each quarter after all deduction like penalty, tax etc. 3
4 Termination By default: STPI may, without prejudice to any other remedy for breach of contract, by written notice of default sent to vendor, terminate the Contract in whole or part: (a) If the vendor fails to provide services /rectify the fault within the time period specified in the contract or any extension thereof granted by the STPI. (b) If the vendor fails to perform any obligations under the Contract. (c) Any other default by vendor. Rejection of the bid: 1. If bids is not as per terms and condition of tender. 2. The Bidder will have to furnish the requisite document supporting the qualification/eligibility criteria and credential as specified in the bid document (as specified in Form A etc.), failing which the bid is liable to be rejected. 3. The bids received after specified date & time will not be considered. 4. The bids received through /Fax / Telex/photocopy will not be considered. 5. Conditional financial bid Forfeiture of Performance Bank Guarantee Performance Bank Guarantee is to be forfeited and credited to the purchase organization in the event of a breach of contract by the supplier, in terms of the relevant contract. Blacklisting: Company/Firm blacklisted by Govt. / Autonomous Body/PSU/Corporate organization are not eligible to Bid. If at any stage of bidding process or during the currency of contract, such information comes to knowledge of STPI, the STPI shall have right to reject the bid and forfeit the PBG or terminate the contract, as the case may be, without any compensation to the Bidder. Arbitration: All disputes or difference whatsoever arising between the parties out of or relating to this RFP document shall be settled through arbitration proceedings as per Indian Arbitration Act. In such case, Sr.Director, STPI will be the competent authority for appointment of the Sole Arbitrator. Force Majeure: If, at any time, during the continuance of the agreement, the performance in whole or in any part by either party of obligation under the agreement shall be prevented or delayed by reasons of any war, hostile acts of the enemy, civil commotion, subrogate, fire, floods, earthquakes, explosions, epidemics, strikes and quarantine restrictions by acts of God,(herein after referred to as eventualities) then provided notice of the happening of any such eventualities is given by either party to the other within two days from the date of occurrence thereon, neither party shall, by reason of such eventualities be entitled to terminate this contract agreement nor shall either party have any claim of damages against the other in respect of such non performance or delay in performance. Performance of the contract agreement shall, however be resumed as soon as practicable after such eventuality has come to an end. 4
