3 SECTION 1 GENERAL These disciplinary regulations contain provisions more specific than those issued in and pursuant to the Imprisonment Act and Remand Imprisonment Act, conceming movement within the prison area; keeping premises locked; prison vvards; visits and the arrangement of phone use and free time, Possession of property; and other matters related to the maintaining of order and the organisation of operations at the prison. Prisoners must comply with the disciplinary regulations. A disciplinary punishment may he imposed on a prisoner for violating the regulations provided that the regulations expressly State that a disciplinary punishment may he imposed for such violation. A disciplinary punishment may also he imposed on a prisoner for failure to comply with a request or an order issued by an official of the Criminal Sanctions Agency, vvithin his competence, in order to maintain order or safety in the prison. Such a request or order may he issued to ensure compliance with the disciplinary regulations. SECTION 2 MOVEMENT VVITHIN THE PRISON AREA Prisoners may move about and spend time at locations for activities or work assigned to them, in their accommodation ward and at locations designated for outdoor exercise, meals and free time, at times specified in the daily schedule of each ward. Any unauthorised movement elsevvhere in the prison or in the prison area is prohibited. A disciplinary punishment may be imposed on a prisoner for unauthorised movement in the prison area. Within the perimeter of the prison, prisoners may not have items in their possession vvithout permission from an official of the Criminal Sanctions Agency. Any conduct violating these regulations may result in a disciplinary punishment. Unauthorised contact with other prisoners or outside of the prison or an attempt thereof is forbidden. Prisoners may not shout from the Windows or send other types of messages within the perimeter of the prison without permission from a member of staff. Any conduct violating these regulations may result in a disciplinary punishment. Prisoners may not open the electric devices or sockets in the prison or use them in violation of their intended use. Any conduct violating these regulations may result in a disciplinary punishment. Prisoners may not open or detach the fixed fumiture or structures of the cells. It is also forbidden to remove seals placed by prison staff from structures, fumiture and the prison s electronic equipment. SECTION 3 DRESS CODE VVITHIN THE PRISON AREA Prisoners must be appropriately dressed within the prison area. Inappropriate clothing includes, for example, clothing that exposes the bottom or top part of the body. A disciplinary punishment may be imposed for inappropriate clothing. Prisoners shall use the protective clothing and equipment assigned by the prison staff when engaged in activities. 3(10)

4 SECTION 4 KEEPING PREMISES LOCKED AND HEADCOUNT Cell doors are locked at times indicated in the daily schedule. Prisoners are required to be present in headcounts conformant to the ward s daily schedule. If a prisoner remains without acceptable grounds in an area other than their own room or an area designated for the headcount when the cell doors are being closed, that prisoner may be subject to a disciplinary punishment. Prisoners must close their cell doors when leaving the cells. SECTION 5 WORK AND FREE TIME ACTIVITIES The prison s library Services are available during the times mentioned in the prison s daily schedule and in a manner specified in more detail therein. The library visits of prisoners unable to access the library are handled with a form. Free time activities arranged at Turku prison include exercise, crafts and carpentry. In addition, there are seasonal FRC, AA, NA and Bible reading groups at the prison. Turku prison has a church, and spiritual work is run by the prison s minister. Participation in the free time activities is done by signing up for the activities according to instructions obtained from ward s staff and according to the wards daily schedules. Workplaces for work activities include, depending on the unit, carpentry, surface fmishing, book binding, upholstery and household work, i.e., cleaning or laundry duties and, on the women s ward, loomery and sewing shop. In addition, work activities include fumiture repair and restoration work and handcraft and art. Also seasonal instruction is arranged at the prison, for example, with extemal educational institutes. Prisoners may be granted permission for studying on their own in their cells. In addition, substance abuse rehabilitation and activities targeting life management and criminal lifestyle are arranged at the prison. SECTION 6 PURCHASES AT THE COMMISSARY ( = CANTEEN) Prisoners may, once a week at times indicated in the ward s daily schedule, purchase products in the prison s canteen according to the canteen s assortment. In wards where access to the canteen is not possible, the purchasing is done with a form. The prison s finance manager will provide the prisoners with products conformant to the order lists with the assistance of the guards. SECTION 7 VISITS Section 7.1 Supervised visits Visits are arranged on Saturdays and Sundays. Prisoners may visit people close to them once a week, either on Saturday or on Sunday. The visits are arranged between 9 a.m. and noon and the 4(10)

5 time of meeting is determined according to the prisoner s ward placement (see Section 12, Prison Wards, for more information). The duration of a visit is 40 minutes. The prisoner may be visited by a spouse and the children belonging to the same family or a maximum of two (2) other visitors. The prisoner must well in advance, by noon on the Wednesday preceding the visit, State the names and times of birth of the visitors using a visit form. The prisoners must specify their ward in the visit form. The form is submitted to the official processing the visitor register. An insufficiently filled in form is retumed for supplementing. The prisoners must see to informing the visitor of the assigned time of visit. Visitors must register and be present at the main gate of the prison no later than 10 minutes before the beginning of the visit. The visitors must show proof of identity, and a Security check may be conducted on them. The visiting areas are also under camera surveillance, which is stated with a camera symbol on the wall of the visiting room. During the visit, neither the visitor nor the prisoner may have note-taking supplies with them or pass written messages without the permission of the prison staff. No touching is permitted during the visit. Visits are arranged in the prison s child visit room also for underage prisoners and their custodians, parents or grandparents. The visits do not have a particular ban on touching. If a prisoner breaches the terms of the visit, the visit may be interrupted and/or he or she may be subject to a disciplinary measure. Section 7.2 Supervised visits with children Supervised visits with children are arranged for children or grandchildren aged 15 or younger. During the visit, the child may touch the parent/grandparent. The meetings are signed up for in the same way as the supervised meetings referred to in Section 7.1. Section 7.3 Unsupervised visits (=family visits) At Turku Prison, there are two rooms for unsupervised family visits. Family visits are arranged very day and they start no earlier than 9:30 a.m. and end no later than 2:30 p.m. Family visits are granted approximately once a month and they are primarily intended for prisoners who are not granted prison leave. Family visits are applied for with a separate form. Family visit facilities are smoke-free, and smoking is not allowed during the visit for the visitor or the prisoner. A maximum of 5 people can be accommodated at any time in the family visit room. Section 7.4 Receiving goods at visits Prisoners may receive or hand over a minor amount of supplies on visiting days, but not during the actual visit. If a prisoner wishes to hand over goods to the visitor, the prisoner must contact the staff in good time before the agreed visit. The prisoner may receive at most 2 magazines and newspapers. The number and type of items handed over to the prisoner must be such that they can be inspected without breaking them. 5(10)

6 What a-reasonable number of property to be received shall be determined on the hasis of the amount of property in the prisoner's personal possession and in Storage as well as the Storage capacity and spaces for items in the room and fire safety considerations. Visitors may hand over items only to the person they are visiting and the items must be marked with the names of the visitor and the prisoner. The prison does not accept cash, except for money intended for paying converted fines. Money may be transferred to the prisoner s personal account. SECTION 8 USING THE TELEPHONE Bach prisoner is provided with a personal telephone code. This code is intended for the prisoner s personal use and may not be given to anyone else. Prisoners are required to inform the staff in advance of the numbers and people they wish to call by filling in a form reserved for this purpose. The numbers will be saved in the telephone system. A maximum of 20 numbers per prisoner are permitted. Prisoners who provide false information regarding the telephone numbers or the persons to be called, who give their personal code to someone else or use another prisoner s personal code, may be subject to a disciplinary punishment. SECTION 9 SENDING MAIL The name of the sender must be indicated clearly in ali letters, other postal items and messages sent from the prison. This rule does not apply to letters addressed to authorities that supervise the prison operations or to human rights supervisory bodies. A disciplinary punishment may be imposed on a prisoner who puts a postal item without the sender s name in the post box of the ward, unless it is addressed to supervisory authorities. Similarly, a disciplinary punishment may be imposed on a prisoner for attempting to transport, or having another prisoner transport, a letter, postal item or message past the prison s mail inspection. Prisoners can also be sent s to the prison. The message will be printed and sent to the prisoner in paper form. The message may not exceed the length of two pages. Attachments will not be received. The body of the message must indicate the name of the sender and the recipient. The sender must write the name of the recipient, i.e., the prisoner s first and last name, in the subject field. In addition, the sender must write his or her own first and last name in the message s body. SECTION 10 CLEANLINESS Prisoners may affix pictures, posters and other objects to a board provided on the wall of the accommodation room. Smoking is prohibited except in the cell, outdoors or in a place separately allocated for smoking. 6(10)

7 Electrical devices must be switched off when not in use. Cell fumiture must be kept in good condition and the order specified in the fumiture list. A disciplinary punishment may be imposed on a prisoner for violating the above regulations. The goods must be kept in cupboards and designated Storage spaces. Personal electronic devices can be stored on the cell table. The rest of the property must be stored in Storage containers. SECTION 11 POSSESSION OF PROPERTY Section 11.1 Items and substances not allovved in the Possession of prisoners According to Chapter 9 of the Imprisonment Act and Chapter 5, Section 1(1)(1) of the Remand Imprisonment Act, prisoners are denied possession of items and substances that endanger personal safety. These include firearms, edged weapons, explosives, gas sprays, aerosol products and toxins. They also include Chemicals that may be used to manufacture explosives, such as hair dyes containing hydrogen peroxide or lithium batteries. Further, they include scissors with sharp tips, hypodermic needles and syringes, unless these are provided by the prison's health care personne!. According to Chapter 9 of the Imprisonment Act and Chapter 5 section 1(1 )(2) of the Remand Imprisonment Act, prisoners are denied possession of items and substances especially suited for damaging property. These include, for instance, tools suited for damaging property. According to Chapter 9 of the Imprisonment Act and Chapter 5, Section 1(1)(3) of the Remand Imprisonment Act, prisoners are denied possession of items or substances that cause a Special detriment to the general order of the prison. Such items or substances causing a Special detriment include 1) Devices suited for saving data/images. Such devices include Computers, cameras, video cameras, MP3 players and some game consoles. Any devices containing a hard drive, and separate memories, are prohibited. 2) Devices that enable electronic Communications. These include mobile phones and their accessories, such as chargers, radio telephones, and some game consoles. Prohibited items include objects used for establishing an electronic connection, such as SIM cards, USB modems (dongles) as well as satellite dishes and individual antennae. Items closely associated with electronic Communication are also prohibited. 3) devices suited for listening to and monitoring the radio traffic of public authorities or other surveillance of the activities of public authorities. Such items include, for example, radiotelephones, motion sensors, radio traffic indicators and headphones operated by radio waves. Prohibited items also include binoculars and other optical devices suitable for surveillance. 4) Substances and objects that cause harm to health or cleanliness or the risk of fire. These include tattooing and piercing Instruments, animals, plants and candles. 7(10)

8 5) Objects that otherwise endanger the public order of the prison. Such items include replica guns, combat and escape devices, and objects equipped with the insignia of criminal organisations and groups. The Conversion of objects in a prisoner s Possession to make them better suited for acts of violence is prohibited. This means, for instance, sharpening an object such as a toothbrush suitable for use as a striking vveapon, or making a handle on a pen. If any of the items or substances described above are found in the possession of a prisoner, a disciplinary punishment may be imposed on the prisoner. Section 11.2 Items and substances subject to inspection According to chapter 9 of the Imprisonment Act and Chapter 5 section 1(1 )(4) of the Remand Imprisonment Act, prisoners are not allovved to be in possession of objects or substances that cannot be inspected with a sufficient degree of reliability. Such items include "bumed" CDs, nutritional supplements, organic products and vitamins. These also include hygiene and cosmetic products, food items and tobacco products and supplies brought in from outside the prison. Hygiene and cosmetic products, foods or tobacco products and supplies must be acquired from the commissary or othenvise via the prison. If prisoners take such products outside the prison and are vvithout immediate supervision of Criminal Sanctions Agency s personnel, they may not keep the products as they retum to the prison. It must be possible to inspect items without damaging them. In terms of structure, any items in a prisoner s possession must be such that they are not suitable for use in concealing prohibited objects or substances. Giving a prisoner possession of an electrical device requires that the device has been granted type approval, its casing is intact and it has an identification number. Seals and identifiers attached to an object upon inspection may not be removed or damaged. A disciplinary punishment may be imposed on a prisoner for removing or damaging the seals. A disciplinary punishment may be imposed on a prisoner for attempting to transport goods into the prison by evading inspection. Section 11.3 Other facto rs affecting the possession of items and substances Prisoners are allovved to have a reasonable number of utility items in their possession. The number of utility items in a prisoner s possession must be such that the items can be stored in the space reserved for them in the cell. The cells are fumished, and prisoners are not allovved to bring their ovvn fumiture or interior textiles, such as carpets or curtains. Civilian property may be brought to the prisoner being visited during visits. The provisions on the possession of property do not apply to items and substances given to prisoners before the entry into force of the disciplinary regulations. If a prisoner is transferred to another 8(10)

9 prison, the provisions on the possession of items and substances in force at the destination prison at the time of the transfer shall he observed. SECTION 12 PRISON VVARDS CELL BUILDING 103 GROUND FLOOR Female prisoners ward and isolation ward Visits on Saturdays from noon to 12:40 p.m. Persons in the isolation ward for disciplinary or investigative reasons may only call their lawyer or, in exceptional cases, others, with the permission of the criminal sanctions supervisor. Restricted right of possession. FIRST FLOOR Activity and remand prisoners ward Visits on Saturdays from 11 a.m. to 11:40 a.m. SECOND FLOOR Activity and Swedish-speaking prisoners ward Visits on Saturdays from 10 a.m. to 10:40 a.m. THIRD FLOOR Special ward with activities in small groups Visits on Saturdays from 9 a.m. to 9:40 a.m. CELL BUILDING 104 GROUND FLOOR The prison s entry, isolation and day-to-day support ward and clinic Visits on Sundays from 11 a.m. to 11:40 a.m. Persons in the isolation ward for disciplinary or investigative reasons may only call their lawyer or, in exceptional cases, others, with the permission of the criminal sanctions supervisor. Restricted right of possession. FIRST FLOOR Substance abuse rehabilitation, activity and juvenile ward Visits on Sundays from 10 a.m. to 10:40 a.m. SECOND FLOOR Special ward with activities in small groups Visits on Sundays from 9 a.m. to 9:40 a.m. 9(10)

10 HOLDING CELL WARP If necessary, also isolation cells in the Turku psychiatric prison hospital can be used as holding cells. Restricted right of possession. WARP FOR PRISONERS TO BE RELEASED Visits on Sundays from noon to 12:40 p.m. SECTION 13 INTOXICANTS AND PHARMACEUTICALS Prisoners may not possess, relay, use or manufacture alcohol, any other intoxicating substances, doping substances referred to in Chapter 44, section 16 of the Criminal Code, or any items intended for the use or handling of narcotic substances. For the possession, supply, use or manufacture of the substances and items referred to above, a disciplinary punishment may be imposed. A disciplinary punishment may be imposed for manipulating or attempting to manipulate a test for intoxicants. Prisoners may not have pharmaceuticals in their possession without the permission of physician or nurse from the health care unit of the prison. The pharmaceuticals must be stored in the dispensers and pouches designated for them. A disciplinary punishment may be imposed for the unauthorised possession of pharmaceuticals and other abuse of pharmaceuticals and Storage in violation of regulations. SECTION 14 ENTRY INTO FORCE These disciplinary regulations will enter into force on 1 August 2017, cancelling the previously effective Disciplinary Regulations of Turku Prison, which entered into force on 27 May Tampere, 5 July 2017 Depute Director, Financial manager 10(10)
