Dear Sir, Sealed tenders are invited for providing services of photocopying work of documents on outsourcing basis for the National Fund for Basic, Strategic and Frontier Application Research in Agriculture (NFBSFARA), Krishi Anusandhan Bhawan I, PUSA, New Delhi, as per terms and conditions detailed out in the following paragraphs, from interested firms having requisite experience. Accordingly, you are requested to quote your rates in the Annexure in a sealed cover super scribing the envelope Quotations for Award of Contract for providing services of photocopying work of documents on outsourcing basis. Quotation must bear the Name & Address of contractor/firm and addressed to National Coordinator, NFBSFARA, Room No. 707, Krishi Anusandhan Bhawan I, PUSA, New Delhi and reach to the undersigned latest by 1500HR on 28 th May 2012 which shall be openend on the same date at 1530 HR in the presence of interested tenderer(s) or their authorized representative(s) who may like to be present. The tender received after the stipulated date and time shall be summarily rejected. NOTE : 1. The National Coordinator, National Fund for Basic, Strategic and Frontier Application Research in Agriculture (NFBSFARA), Krishi Anusandhan Bhawan I, New Delhi may at his/her discretion, extend this date by a fortnight and such extension shall be binding on tenderers. 1

If the date up to which the tender is open for acceptance is declared to be a holiday the Tender shall be deemed to remain open for acceptance till the next working day following the holiday but will be no change in the time for opening indicated above venue tender opening as above. Qualifying Criteria: Only registered and bonafied firms having adequate experience of at least two years in the relevant field of supply of these services to Government Ministries/Departments /Government Organizations /PSUs/Corporate Sector etc. and with a minimum annual turnover of Rs. 5,00,000/ (Rupees Five lakhs only) during the last two years in this line of services need only apply. While submitting the tender, the intending tenderers shall have to furnish to this Office proof of experience, financial standing, turnover etc. for the last two years and any other Tax as applicable. A firm having any legal suit/criminal case pending against its proprietor or any of its Directors( in the case of Private Ltd. Company) or having been earlier convicted on grounds of moral turpitude or for violation of laws in force shall not be eligible. Earnest Money Deposit : An earnest money of Rs. 5,000/ (Rupees Five Thousand only) must be deposited in the form of demand draft/pay order payable to National Coordinator, NFBSFARA at New Delhi. The particulars of the earnest money deposited must also be superscribed on the top of the envelope by indicating the draft/receipt number and date, failing which the tender will not be opened. EMD will be refunded after award of contract without any interest thereon and the forfeiture of the same will be as per the rules. Quotations received without EMD will not be considered. Performance Security Deposit: The successful tenderer before executing the order shall deposit an amount of Rs. 10,000 (Rs. Ten thousand only) as a security deposit for the contract. It is to be deposited by the Selected Agency/Successful tenderer only after receiving a communication from the Council. Failure to furnish Security Deposit shall be treated as breach of contract and shall entail cancellation of contract along with forfeiture of EMD. If tenderer does not accept the offer, after issue of letter of award by ICAR within 15 days, the offer made shall be withdrawn & Earnest money shall be forfeited. Settlement of Disputes: 1. National Coordinator, NFBSFARA reserves the right to reduce or terminate the period of contract or to extend its duration in the interest of the Council, for any justifiable reasons, not mandatory to be communicated to the tenderer. 2

3 2. Decision of National Coordinator, NFBSFARA will be final for any aspect of the contract and binding to all parties. Disputes arising, if any on the contract will be settled at his/her level and will not be referred to arbitration. Terms & Conditions: The award of contract to the successful tenderer will be governed by the following terms and conditions: 1. The firm should have authorized office/working premises in Delhi. A copy of certificate in this regard duly certified by MCD/NDMC may be attached. 2. Documentary proof of having executed two similar works in last two years in Government Departments/PSU/Autonomous Bodies. 3. A Clientele list shall be furnished with the quotation. 4. The firm should quote their TIN, PAN, VAT Registration No. and Service Tax No. etc. in the quotation. 5. Proof of Income Tax Return and annual turnover for last 2 years shall be enclosed with the quotation. 6. The quotation should be given on firm s letterhead giving address, telephone number and E mail address, etc. duly signed by authorized signatory. 7. The work is mainly to be carried out at the firm s workshop and no extra charges in the shape of cartage etc will be allowed. 8. No advance payment will be made. The approved firm shall submit the bill (in duplicate) at the end of the month. Income Tax/TDS as per rule shall be deducted from the bill. 9. The contract may be terminated by this office at any time without assigning any reason, if the work of the firm is not found satisfactory. In this connection, the decision of the office shall be final and binding on the firm. 10. Rejected jobs shall be redone at the cost of the contractor. 11. The contract will be initially valid for a period of one year from the date of issue of letter for awarding the contract. The period of contract is extendable subject to rendering of satisfactory services by the firm & mutual consent of both the parties. 12. The contractor shall be entirely responsible for any loss to this Office that may be caused due to the negligence or carelessness on the part of the contractor or his representative(s). The loss will be recoverable from him and the decision of the Competent Authority of this Office shall be final and binding upon. 3

4 13. The work of bulk photocopying shall be completed by or before the date mentioned. 14. Successful tenderer will be required to deposit an amount of Rs 10,000/ (Rupees Ten thousand only) as security deposit within 15 days of award of contract along with acceptance letter. The security deposit would be refundable to the party on completion of contract period. 15. All leviable taxes should be specifically and separately indicated. 16. The Office has also the right to forfeit the security deposit in full or in part in the event on failure on the part of firm to fulfill the terms and conditions of the contract. 17. The agency shall prepare the sets of documents and shall provide pin, staplers or any other material for preparing such sets etc. 18. In case of any dispute, the jurisdiction shall be Delhi Court. 19. The tenders shall remain valid for 90 days from the date of opening of quotation(s). 20. Necessary records regarding the photocopy work done shall be maintained by the Office. 21. Tender shall be duly signed by the authorized signatory on each page. 22. The Office reserves the right without assigning any reason to accept or reject any/all quotation(s) in whole or in part. 23. Details of arbitration pending with other parties if any are also annexed with the tender. 24. Acceptance of Office will be communicated by FAX/Telegram, Express letter or any other form of communication. Formal letter of acceptance and work order of the tender will be forwarded as soon as possible, but the earlier instructions in the FAX/Telegram/Express letter etc. should be acted upon immediately. 25.
