24 UNESCO DIGITAL ARTS AWARD 2003 UNESCO is pleased to announce the UNESCO Digital Arts Award 2003 at IAMAS. This award is aimed at promoting digital art as an innovative and artistic reflection on our information society. It forms a special category of the UNESCO Prize for the Promotion of the Arts, rewarding young emerging artists for outstanding creative achievements. UNESCO Digital Arts Award 2003 at lamas encourages artists to reflect on the theme: CULTURAL DIVERSITY; DIGITAL PLURALISM AND SOCIAL INTERACTION. ELIGIBILITY FOR ENTRY Entrants should be nationals of UNESCO Member States. The award focuses on supporting young, talented people involved in media art. Project Proposals should relate to the theme of the award. The age limit for submitting artists is 85 years. Submissions by artists from developing countries are especially encouraged. CONDITIONS FOR ENTRY Project proposals in the field of digital art (including web art, interactive art, media installation, digital music, performance or other media art forms) are accepted. The award will be given to project proposals, not to finished artworks. Project proposals MUST relate to the theme of the award. Only one project proposal per artist is accepted. The official language for all submissions is English. Total length of the project proposal: 5-7 pages, A4 format. 26 ABATEMENT OF NUISANCES Extract from Criminal Code Offences Affecting Public Comfort, Convenience, Health, Safety And Right Of Way, And Use Of Public Places, Water And Works Abatement of Nuisances due to Animals, Plants, or other things 452 (2) If any plant overhangs any premises, the owner of such premises, by notice in writing to the owner of the premises on which such plant is, may require him to cut down such plant, or part thereof. 453 (1) If any notice under the preceding section is not complied with, within five (5) days after it has been given, the person aggrieved may lodge a complaint before the magistrate, who shall investigate the said complaint and make such order thereon as he shall see fit. (2) Every person named in such order, who fails to obey the same within a time to be named therein, for every week of his disobedience thereof, is guilty of an offence, and liable summarily to a penalty of two hundred and fifty dollars. PUBLIC HEALTH (NUISANCES) Statutory Rule and Orders, 1978, No. 10 Extract from the Public Health (Nuisances) Regulations S. 3. Nuisances. For the purpose of these Regulations, the following shall be nuisances: (viii) any tree or other erection which interferes with the entrance of sunlight into or with free ventilation of any neighboring premises or building which is dangerous to public health and safety; S. 4. Abatement. (1) The Medical Officer (Health) or Public Health Inspector on becoming aware of a nuisance shall serve on the person committing or permitting same, or upon the owner or occupier of the premises or in respect of which the nuisance exists or is liable to occur, a notice to abate or prevent the same within a specified time and, in addition, to do such things as may be necessary for that purpose. (2) If for any reason the notice to in paragraph (1) of this section be not complied with and in addition to any proceedings which may be instituted against the person liable to conviction, the Medical Officer (Health) or Public Health Inspector shall report the matter to the Public Health Board. The Board shall cause the nuisance to be abated or prevented and may for this purpose authorise any person to enter the premises and do such things as may be necessary. 5. Expenses in connection with abatement. All expenses incurred by the Medical Officer (Health) in abating or preventing a nuisance may be recovered by the Board from the person by whose act the nuisance was caused or from the owner or occupier of the premises in which the nuisance existed. 27 CHILDREN AND THEIR RESPONSE TO DISASTERS CHILDREN depend on daily routines: They wake up, eat breakfast, go to school, play with friends. When emergencies or disasters interrupt this routine, children may become anxious. In a disaster, they ll look to you and other adults for help. How you react to an emergency gives them clues on how to act. If you react with alarm, a child may become more scared. They see our fear as proof that the danger is real. If you seem overcome with a sense of loss, a child may feel their losses more strongly. Children s fears may also stem from their imagination, and you should take these feelings seriously. A child who feels afraid is afraid. Your words and actions can provide reassurance. When talking to your child, be sure to present a realistic picture that is both honest and manageable. Feelings of fear are healthy and natural for both adults and children. But as an adult, you need to keep control of the situation. When you re sure that danger has passed, concentrate on your child s emotional needs by asking the child what s uppermost in his or her mind. Having children participate in the family s recovery activities will help them feel that their life will return to normal. Your response during this time may have a lasting impact. Be aware that after a disaster, children are most fearful that 1. The event will happen again. 2. Someone will be injured or killed. 3. They will be separated from the family. 4. They will be left alone. Advice to Parents: Teach your child how to recognize danger signals. Make sure your child knows what smoke detectors, fire alarms and local community warning systems (horns, sirens) sound like. Explain how to call for help. Teach your child how and when to call for help. Check the telephone directory for local emergency phone numbers and post these phone numbers by all telephones. 911 for Fire and Ambulance Service and 999 for Police. Even very young children can be taught how and when to call for emergency assistance. Help your child memorize important family information. Children should memorize their family name, address and phone number. They should also know where to meet in case of an emergency. Some children may not be old enough to memorize all of the information. They should therefore carry a small index card that lists emergency information to give to an adult or babysitter. Keep the family together. While you look for housing and assistance, you may want to leave your children with relatives or friends. Instead, keep the family together as much as possible and make children a part of what you are doing to get the family back on its feet. Children get anxious, and they ll worry that their parents won t return. Encourage children to talk. Let children talk about the disaster and ask questions as much as they want. Encourage children to describe what they re feeling. Listen to what they say. If possible, include the entire family in the discussion. Include children in recovery activities. Give children chores that are their responsibility. This will help children feel they are p art of the recovery. Having a task will help them understand that everything will be alright.
