Carry out research and prepare documentation on issues of importance/relevance to the interests of Member States in relation to their economic development strategies. Develop and maintain a trade and investment database, focusing on business opportunities in Canada which can assist the OECS Export Development Unit (EDU) and the business community in Member States in the planning and implementation of initiatives aimed at fostering trade and investment, Disseminate information on trade and investment opportunities and the business environment in the OECS to interested parties in Canada and, similarly, provide information to Member States on opportunities for joint venture relationships with the Canadian business community. Assist the High Commissioner in providing oversight to the Eastern Caribbean liaison Service in Toronto. Deputise for the High Commissioner where necessary and generally assist him/her in carrying out his/her diplomatic and administrative duties and responsibilities. Carry out such other duties related to the work of the High Commission as may be required and assigned by the High Commissioner or may be directed, from time to time by the Secretariat, through the High Commissioner. For harvesting of this resource, all fishers and the public are required to adhere to the following conditions: WHO Only traditional sea turtle fishers (i.e., persons who have fished for sea turtles over the years prior to 2010) are authorised to take part in the sea turtle fishery. WHEN The sea turtle fishery shall extend from October 1st, 2010 to December 31st, No person shall fish for, remove from the fishery waters, or at any time have in his possession, expose for sale, sell or purchase any sea turtle from January 1st WHAT Only Green ( Toti ), Hawksbill ( Kawet ), and Loggerhead (Kawen) sea turtles are permitted in the catch. All Leatherback ( Toti anklen; Agalou ) sea turtles that are caught shall be released. Only sea turtles that meet the legal sizes as per the Fisheries Regulations No.9 of 1994, shall be targeted. That is for Green Turtles and Loggerhead Turtles: they must weigh kilograms (75 pounds), or more; for the Hawksbill Turtles: they must weigh kilograms (60 pounds) or more. No person shall interfere with any sea turtle nest or sea turtle that is nesting. No person shall at any time, disturb, remove from the fishery waters, expose for sale, sell, purchase at any time or have in his possession any sea turtle eggs.

6 1086 Saint Lucia Government Gazette Monday October 11, 2010 Issue 41 HOW The only gear allowed for capturing sea turtles is a turtle net. Nets must not be set and left overnight. Net can only be set for up to 4 hours and are to be operated in such a way that sub-legal turtles (i.e., turtles less than the legal size) can be released alive. No spearing or harpooning of sea turtles is permitted. There shall be no fishing of sea turtles within 100 metres (300 feet) of the shore. There shall be no fishing for sea turtles on or above coral reef areas. Sea turtles must be landed whole shall be taken to a designated landing site, where sea data shall be collected by the data collector or fisheries officer. No sea turtles shall be slaughtered or sold on beaches or in other open places. Only designated landing sites and fish markets shall be used. No products (meat, shells, jewellery, souvenirs, etc) are to be made from turtle shell or their products for local sale or export. No sea turtle meat is to be sold to any restaurant or tourism establishment that caters primarily to tourists/ non-nationals. Each contravention of the above Conditions shall result in a maximum fine of five thousand dollars ($5000) as stipulated under the Fisheries Act No. 10 of 1984 and the Fisheries Regulations No.9 of The Department of Fisheries will be conducting monitoring activities islandwide to obtain an estimation of the landings during this harvest period and will be working along with the Royal Saint Lucia Police Force, the Customs Department and other enforcement agencies to ensure that all persons abide by the harvest conditions stipulated above. All harvesting activities must cease after the last day of the open period. No persons are allowed to have in their possession or expose for sale any sea turtle or sea turtle products after the closure of the harvest period. Fishers and the general public are hereby urged to observe and comply with the aforementioned conditions. Government of Saint Lucia Ministry of Physical Development and the Environment INVITATION TO BID Second National Communications (SNC) Constraints and Gaps, and Related Financial, technical and Capacity Needs and Synthesis of Second National Communication Thematic Components National Consultant Terms of Reference Background: Saint Lucia s status as a developing country signatory to the United Nations Framework Convention on Climate Change (UNFCCC) requires the periodic preparation of National Communications (NC) and their submission to the Conference of Parties (COP). The Initial National Communication (INC) was completed in 2001, whilst the Second National Communication (SNC) is ongoing and scheduled for completion in January of The Ministry of Physical Development and the Environment, through the Sustainable Development and Environment Division, functions as the Executing Agency. The dual objectives of this project are to prepare Saint Lucia s National Communication for reporting to the COP of the UNFCCC and to enhance national capacity to plan for Mitigation and Adaptation to Climate Change. The main deliverable is the Second National Communication (SNC) Report, which entails six thematic areas. These include (1) National Circumstances; (2) Green House Gas Inventory; (3) Programmes Containing Measures to Facilitate Adequate Adaptation to Climate Change (V&A Assessment); (4) Programmes Containing Measures to Mitigate Climate Change; (5) Other Information Relevant to the Achievement of the Objective of the Convention; and (6) Constraints, Gaps and Related Financial, Technical and Capacity Needs. Consultants have been contracted for the outlined thematic components, yielding separate comprehensive documents. The latter component remains outstanding and will seek to elaborate on the specific constraints, gaps and needs that have been identified in the preparation of the National Communication. The output from the aforementioned thematic areas will be incorporated into a synthesised document, for onward submission to the UNFCCC-COP. At the national level, it is anticipated that this report will inform and guide policy makers in responding to climate change impacts, understanding the cross cutting nature of climate change and the urgent need for mainstreaming climate change considerations into national development planning. Objectives: The objectives of this consultancy are as follows: To conduct a detailed analysis of Constraints, and Gaps, and Related Financial, Technical and Capacity

To prepare a synthesised Second National Communication document for submission to the UNFCCC Scope of Services Required: With regard to task 1, the following is required: Financial, Technical and Capacity Needs In accordance with national circumstances and development priorities outlined, describe and/or elaborate any constraints and gaps and capacity needs Describe any proposed and/or implemented activities for overcoming these gaps and constraints associated with implementation of activities, measures and programmes envisaged under the Convention and with the preparation and improvement of national communications on a continuous basis Provide information on financial resources and technical support for the preparation of national communications provided at the national level, by the Global Environmental Facility (GEF), Annex 11 Parties and multilateral or bilateral contributions Provide information on financial resources and technical support for the preparation of national communications provided at the national level, by the Global Environmental Facility (GEF), Annex 11 Parties and multilateral or bilateral institutions, for activities related to climate change The information contained in this section should include (i) Identification of the Party, including in-kind costs, staff resources and associated costs (ii) Resources from the GEF, and identification and discussion of the implementing agency (iii) Annex 11 Parties, through either bilateral programmes or a multilateral institutions and (iv) Other multilateral and bilateral programmes and activities Proposed projects for funding To the extent that national capacity permits, list projects proposed for financing, in accordance with Article 12-paragarph 4, of the Convention. The information in this section is specific to mitigation, aimed at reducing emissions by sources and enhancing removal by sinks. This is inclusive of (i) Specific technologies to be used (ii) Material and equipment required and (iii) Techniques or practices needed to implement such projects and where possible an estimate of costs and estimation of consequent benefit Opportunities for the implementation of adaptation measures Describe any pilot and or demonstration projects being undertaken or proposed and provide information on barriers to the implementation Identify any opportunities for adaptation Identify and detail any support programmes which provide financial and technical resources for adaptation and explain how these programmes are meeting specific adaptation needs and concerns relating to vulnerability and adaptation to climate change Technology Transfer Provide information on country specific country needs and technology needs assessment Describe the type of assistance and the level of related financial support received from developed country parties and the Financial mechanism of the Convention Where appropriate, explain how the country has utilised such assistance in support of development and enhancement of endogenous capacities. Technologies and know how Capacity Building Needs Other Than Those Identified Provide information on other relevant needs and/or areas for capacity building other than those mentioned45-50 of the Convention With regard to Task 2: Synthesised SNC Project Document The Consultant is required to obtain the Comprehensive reports of the SNC Thematic components as outlined in Section 1 Extract and summarise the most relevant information from the said comprehensive reports as per the requirements of the relevant documents ( the UNFCCC Convention; the Guidelines for the Preparation of Second National Communication, SNC Project Document) Incorporate information into a synthesised document and submit as the final document Saint Lucia s Second National Communication. Methodology The consultant is required to outline the proposed methodology to generate the requisite information as outlined in the Scope of Services Required in Section 2 and should include the proposed format for final document. Timeframe And Deliverables The consultant will be contracted for a period of three (3) months, commencing 8th November 2010 and would be required to submit the following to the SNC Project Coordinator, within the specified time frame: An Inception Report, not more than two (2) weeks after contract signature, inclusive of the following: Proposed methodology to yield the requisite information as outlined in the Scope of Work
