NOTICE INVITING TENDER NIT No. : 42/EE/BSNL/UPR/ Dated : Sealed item rate tenders are invited by the Executive Engineer (Civil), BSNL Civil Division, Udaipur on behalf of the BSNL for following work from the approved and eligible tenderers registered in the appropriate category for similar works in BSNL/DOT and also from the eligible contractors registered in the appropriate category with other Public works organizations like CPWD, State PWD (B&R), DOP, MES, Railways as per eligibility condition under para K below. a. Name of Work: Making opening in midlanding parapet to access the cycle stand terrace at BSNL colony Sector-5, Udaipur. b. Division: BSNL Civil Division, Udaipur c. Estimated Cost: Rs.1,63, d. EMD: Rs. 3, e. Time For Completion: 02 (Two) Months f. Tender Cost: Rs g. Last Date of Application Receipt: up to 4.00 P.M. h. Last Date of Tender Issue: up to 4.00 P.M. i. Date of Tender Receipt: up to 3.00 P.M. j. Date of Tender Opening: at 3.30 P.M. k. Eligibility conditions for issue of tenders to contractors shall be as below. k.(i) For BSNL enlisted contractors NIL k.(ii) For non- BSNL enlisted contractors. Nil 1.1 The contractor shall submit registration, list of works completed including date of commencement/completion and the value of work done etc. attested copy of the certificates/testimonials of their satisfactory completion obtained from an officer not below the rank of Executive Engineer in charge of the work of the Department/PSU concerned while applying for issue of the tender form, however the contractors registered with BSNL submit valid registration paper only. 1.2 Tender will be issued to eligible contractors provided they produce a proof of their valid enlistment with the appropriate authority subject to above eligible condition, tender will be issued only on receipt of application from registered contractor of appropriate class. 2. The tenderer(s), while applying for issue of the Tender Forms, shall quote their Permanent Account Number (PAN) along with certified copy of PAN card. 3. Agreement shall be drawn with the successful tenderer on prescribed Form No. BSNL W- 8 (Part II), which is available in this office.(in case Tender Documents are

2 downloaded from the BSNL Website in which rates are to be quoted should be properly bound and sealed)tenderer shall quote his rates as per various terms and conditions of the said form, which will form part of the agreement. 4. The time allowed for carrying out the work will be as per S.No.1 above from the 15 th day after the date of issue of letter of award of work, or, from the first day of handing over of the site, whichever is later, in accordance with phasing, if any, indicated in the Tender Document 5. The site for the work shall be made available. Or The site for the work shall be made available in parts as specified below: Application for issue of tender forms shall be received in the above office from AM to 4.00 PM up to as per table given in S.No.1 above and tenders will be sold to eligible tenderers on payment (non-refundable) of as per table given in S.No.1 above up to 4.00 PM on as per table given in S.No.1 above. The tender fee is not refundable and is payable in the form of Cash/Demand Draft/Banker s Cheque payable at Udaipur drawn on any schedule Bank in favour of The Accounts Officer, BSNL Civil Division, and Udaipur 7. Tender documents consisting of plans, specifications, the schedule of quantities of the various classes of works to be done and the set of terms and conditions of contract to be complied with by the tenderer whose tender may be accepted and other necessary documents, can either be down loaded from the BSNL website www. Or be seen in this office between hours of AM and P.M. from to everyday except on 2 nd Saturdays, Sundays and Public Holidays. Tender documents, excluding standard form, will be issued from this office, during the hours specified above, on payment of as per table given in S.No.1 above (non-refundable). 8. The Earnest Money in full (up to Rs. 5 Lakh) shall be deposited in the form of Demand Draft/Banker s Cheque/payable at Udaipur drawn on any Schedule/Nationalized Bank (Guaranteed by RBI) in favour of The Accounts Officer, BSNL Civil Division, Udaipur along with the tender documents. When amount of earnest money is more than Rs. 5 Lakh, part of the earnest money is acceptable in the form of Bank Guarantee also. In such case, minimum 50% of earnest money (but not less than Rs. 5 Lakh) or Rs. 25 Lakh, whichever is less, will have to be deposited in the shape prescribed above. The tender shall be accompanied by Earnest Money along with cost of tender, if not paid earlier as in the case of down loaded tender from Website in the form as detailed as per table given in S.No.1 above. Note: - Money due to contracture in any other work or earnest money of the previous call of the same work shall not be adjusted towards earnest money. 9. Completely filled Tenders, (which should always be placed in sealed envelope, in the manner detailed at Para 10 and Para 11 below whichever is applicable) will be received in the above office up to 3.00 PM on as per table given in S.No.1 above and will be opened at 3.30 PM on the same day by the EE civil or his authorized representative in his office in presence of tenderer who may be present at the time of opening of tender. After opening the main envelope -3, the envelope-1 containing the earnest money along with the cost of the tender as applicable and eligibility credentials shall be opened first. The envelope -2 containing Tender shall be opened only for those tenderers whose earnest money, cost of tender and eligibility is found

3 in order. The unopened tenders shall be return to the tenderers after the final decision on the tender is reached. 10. The tenders shall be submitted in three envelopes system as mentioned below. (In case tender document is purchased from Division/ Sub-division office.) (i) Proof for paying the cost of tender documents, proof of EMD and copies of documents showing eligibility credentials to be placed in sealed envelope no.1 (ii)the Tender shall be placed in sealed envelope no. 2 and will be superscripted as Tender (iii)the sealed envelopes 1&2 shall be placed in another sealed envelope no. 3 (iv) All the three envelopes shall be superscripted with following data on it. Name of work, Name of tenderer, Last date of receipt of tender While opening the tenders, envelope No. 1 of (EMD) shall be opened first and. If the EMD is not as per the details in Para 1 & 8 above the Envelope No.2 of (Tender document) will not be opened and the tender is liable to be summarily rejected. Note:- In case the eligibility credentials are not found in order at any stage i.e. before award of work or during execution of the work or after completion of the work, the contractor will be debarred from tendering in BSNL for THREE YEARS including any other action under the contract or existing law. 11. Hiran Magri Udaipur. will form a part of the agreement subsequently). iv) Mode of payment of tender cost/emd/and submission of tender for downloaded tender forms: - v)the Tender shall be submitted in Three envelopes system as mentioned below : -. a) The first envelope should contain the tender cost/emd/ eligibility credentials of as per table given in S.No.1 above along with pre-qualification documents such as attested copy of registration, partnership deed and documents as required for the

4 eligibility criteria for the work as per table given in S.No.1 above. In case of any ambiguity/discrepancy between the downloaded tender document and hard copy available in this office, the conditions mentioned in the hard copy as available in this office (in form of approved draft NIT) shall prevail. b) Second envelope should contain tender documents as downloaded and duly filled (Part I only). c) All the three envelopes should be clearly marked about the contents as follows: Envelope No. 1 : Containing Tender Cost, Earnest Money Deposit and eligibility credentials shall be superscripted as: A. Envelope No. 2 : Containing Tender be superscripted as : B - TENDER. Envelope No. 3 : Containing sealed envelope 1 and 2. d) All the above three envelopes shall be sealed and superscripted with Name of work, Name of tenderer, Last date of receipt of tender. (Refer figure below for guidance). All envelopes should also be marked as e-tender. Applicable only for internet downloaded documents. e-tender Envelope -3 shall be containing both the sealed envelope 1&2 e-tender (Envelope-I) Marked as A eligibility credentials, tender cost & EMD + e-tender (Envelope-2) Marked as B Tender Documents (PART-I) At the time of opening of tender, Envelope No.1, Marked A (eligibility credentials, Earnest Money and tender cost), as stated above shall be opened and the eligibility and the tender cost asked for, shall be checked. If found ineligible, the tender document (Envelope No.2, Marked B ) shall not be opened. Tender cost shall be non-refundable; however the EMD of ineligible tenderer shall be refunded. If the EMD is not as per the details in Para 1 & 8 above the Envelope No.2 Marked B (Tender document) will not be opened and the tender is liable to be summarily rejected. Note:- In case the eligibility credentials are not found in order at any stage i.e. before award of work or during execution of the work or after completion of the work, the contractor will be debarred from tendering in BSNL for THREE YEARS including any other action under the contract or existing law. vi) The tender in which rates are to be quoted should be properly bound and sealed. Lose/spiral bound submission (in case the tender is down loaded from website) shall be rejected out rightly. In case of any correction/addition/alteration/omission in tender document vis-à-vis tender document available on website shall be summarily rejected. The prospective tenderers are advised to seek any clarification from the Engineer-in- Charge about eligibility conditions (Para 1 above) prior to submission of tenders to avoid

5 disappointments later on. The rules for registration of civil tenderers for building works have now been reframed, which shall be known as BSNL Enlistment Rules 2004 (Building Works).
