The Private sector has for many years been able to carry out professional functions within Europe. This could only be done by forming an association with a company already established in the host nation. Individual professionals qualification from another country were not recognised unless they had passed the host nations examinations. 24 January 2015 Athens, Greece 1

2 The EU promoted the free movement of persons, services and goods within the Union. This has meant that Member States are required to adopted procedures to allow individuals to move and work throughout the European Union. However, the process of recognition of the individuals qualifications proved more difficult to determine between Member States. For several years the EU Commission has worked with governments and interested parties in establishing a way forward. Architects have their own EU directive. Surveyors and allied professions are contained in a general directive which is non-specific for the remaining professions under taken. 24 January 2015 Athens, Greece 2

3 The EU Commission worked over a number of years with Member State Governments, Professions and Organisations to establish how professional qualifications could be recognised. One of the systems identified is the Professional card or EPC. 4 EurGeo ELECTRONIC PROFESSIONAL CARD FOR SURVEYORS Background EGoS created the EurGeo passport system for Surveyors in 1996, which was based upon the EU s First General Directive Rome Agreement Over 200 passports were issued but there were problems. At that stage there was still a demand by original passport holders for renewal. The problem with the original EurGeo passport scheme was that the majority of Member States were unable to recognise it and therefore the majority of Members of EGoS were unable to sign-up to the scheme. The scheme was held in abeyance. 24 January 2015 Athens, Greece 4

5 In 2001 the passport was readdressed and a proposal for the passport to be made available as an electronic system was considered. Although this was considered by the members to be preferable the majority of members were still unable to support the system and work on promoting the system ceased. In more recent times the EU Commission has pressed the Professions to develop their own process for recognition of Professional Qualifications. The EU Commission, published the General Directive for Professional qualifications 2005/36/EC followed by a number of amendments. 24 January 2015 Athens, Greece 5

6 Engineers had produced a professional registration card for use by structural engineers that had been used for a number of years and this had been recognised by some Engineering Organisations in 30 countries including European Member states and known as EurIng The Professional card system, therefore, has been identified by the EU in their recent studies published in December 2011 & more recently October 2013, as an acceptable vehicle to register the individual and their professional qualifications and their ability. 24 January 2015 Athens, Greece 6

7 It is the responsibility of European Organisations, such as EGoS, to develop a system for the recognition of professionally qualified Surveyors. EGoS considers it is reasonable to adapt the existing EurGeo passport system into an electronic Professional card for use by all Surveyors. It is also necessary for other organisations, such as FIG, to support and promote the professional card and making it available to as many EU member countries as possible. The EU has arranged through the member state governments for professional organisations to register their system and for any additional top-up course. 24 January 2015 Athens, Greece 7
