1 PEOPLE'S REPUBLIC OF CHINA MISSION TO THE UNITED NATIONS 350 EAST 35TH STREET, NEWYORK, NY Please check against delivery Statement by Counsellor Guo Xuejun of the Permanent Mission of China to the UNv on Organization of Work at the second part of the resumed seventieth session of the Fifth Committee (May 2,2016) Mr. Chairman, The Chinese delegation wishes to thank you and other members of the bureau as well as the Secretariat for the preparation for this second resumed session. The focus of this resumed session is the UN peacekeeping budget. Peacekeeping operations represent an important means at the UN's disposal to maintain international peace and security. According to the statistics provided by the Secretariat, so far hundreds of thousands of peacekeepers from more than 120 member states have participated in 71 peacekeeping operations and more than 3000 peacekeepers payed the ultimate price in fulfilling their duties. The

2 Chinese delegation wishes to take this opportunity to pay the highest tribute to them[ China firmly supports UN peacekeeping operation. It is the second largest contributor to the peacekeeping budget and a major troop contributor. Currently, over 3000 Chinese peacekeepers are active in various PKOs. My delegation wishes to reiterate China's intention to keep increasing support for the UN peacekeeping. China has announced that it will join the newly established Capability Readiness System and willset up a permanent standby formed police unit and contribute 8000 troops to the UN peacekeeping standby force. In the coming five years, China will train 2000 peacekeepers for other countries and implement 10 mine clearance assistance projects, including providing relevant training and equipment. China will provide to the AU 100 million US dollars in free military assistance and deploy its first helicopter squad to the UN peacekeeping in Africa. Mr. Chairman, With regard to the organization of this session, China supports the statement made by Thailand on behalf of the G77 and China. I would like to make the following additional remarks: First, we believe that we should, in view of real needs, take a practical, scientific and prudent approach to peacekeeping budgeting. We do not favor arbitrary reductions. For funds that are necessary, not one cent should be cut. At the same time, we advocate enhanced efficiency in fund utilization. The UN should put to good use the

3 money of the taxpayers of member states. For money that shouldn't be spent, not one cent should be approved. The Secretariat should take measures to fully implement the recommendations of the Board of Auditors. Secondly, we believe that the concerns of the host countries, TCCs and PCCs should be fully accommodated. The imperatives of respecting the sovereignty of the host countries, hearing their views and focusing on their needs should be reflected both in the mandate of peacekeeping operations and in the formulation of the peacekeeping budget. TCCs and PCCs have made enormous contributions to the UN peacekeeping and the UN should reimburse them of their peacekeeping expenses and give priority to their candidates in the recruitment of peacekeeping staff. Thirdly, we are seriously concerned at the postponement by the first resumed session of the discussion of the budget for the implementation of the 2030 Agenda for Sustainable Development and hope that the fifth committee would discuss and approve the relevant budget as early as possible. Fourthly, we regret that the necessary documents have not been distributed in time and hope that this session could, by drawing reference from the successful experience of the first resumed session, complete its work on time.
