1 Immigration Procedure for Non-EU students International Student Registration v. november 2011 (Except for Australia, Canada, Japan, Monaco, New Zealand, South Korea, USA and Vatican City.) Dear Student, To be able to study in the Netherlands for a period over three (3) months, you need an entry visa (MVV) and a residence permit (VVR). Saxion will arrange this for you. In order for Saxion to apply for these documents you need to submit -as soon as possible, but no later than 15 July- the following: 1. Payment of the total package fee (including housing, visa and insurance). 2. Proof of Financial Means of EUR 4,500.- (Appendix 1) 3. Two (2) clear copies of your valid passport (the personal data page + all stamped pages) 4. Two (2) recent and undamaged passport pictures* with your name and date of birth written on the back 5. Immigration Application Form (Appendix 2) 6. IND Passport Picture Form (Appendix 3) 7. Regular Residence Permit Application (Appendix 4**) 8. For Chinese students only: Original NUFFIC (former NESO) certificate (you can apply through: *We added the photo matrix guideline in which you can find the Criteria for accepting passport photos in Dutch travel documents as an addition to Appendix 3 (Note: You do not have to attach the passport photo to the form, we will do this for you). ** For your convenience we have already ticked the appropriate boxes on the authorization form. Please read the forms carefully, print them on separate pages, then complete and sign them yourself with a black pen. Important Notice: without the above, Saxion cannot apply for your entry visa, nor for your residence permit. Please check beforehand with the Embassy (either by phone or on the website) which documents you need to submit, as this may differ per country. The entry visa sticker will be put in your passport. It is mentioned that after arrival in the Netherlands, you have to report to the Aliens Police within 3 days. Please ignore this, as Saxion has special arrangements with the local authorities for this matter.

2 Appendix 1 Proof of Financial Means In order to get an approval for your entry visa and residence permit, you need to prove that you have sufficient financial means for the living costs for your period of study. Besides paying the package fee (including housing, visa and insurance), you need to proof that you have access to at least EUR 4,500.- There are 4 options to proof your financial means: 1. If you are a self-supporting student: you need a bank statement from an account in your name from a Dutch bank or an internationally known bank, which shows that you have at least EUR 4,500.- in your account. Note: in case you have a deposit account, it needs to mention the period that the money is freely at your disposal, i.e. during your period of study in the Netherlands. 2. If you are a self-supporting student: you can also transfer EUR 4,500- to Saxion bank account together with your requested package fee. Saxion will refund you this amount when you are in the Netherlands. 3. If you receive a student grant/scholarship: a document from the organization from whom you receive the grant/scholarship and its duration. 4. If you have a sponsor (e.g. your parents): a written statement by your sponsor which states the amount and the duration of the sponsorship, plus a bank statement of at least EUR 4, See below the requirements + the financial statement. Note: Saxion International Student Registration acts as an intermediary and has no influence whatsoever on the outcome. In case the submitted documents do not meet the requirements you may be asked to prove your financial means in a different manner. Option 4. Requirements if someone else is sponsoring you (e.g. one of your parents): Please complete the financial statement (see next page) and have your sponsor sign it. Furthermore we need a copy of his/her passport or identity card together with one of the following documents: A. Original official letter from the bank or B. Copy of a recent bank statement: - the name of the sponsor - his/her account number - the current bank balance - the name and address of the bank - not older than 3 months - the current bank balance freely available to him/her In case sponsor only has an internet account without bank statements: For this option you must enclose the following 2 documents: 1. Print of the internet account & 2. Original official letter from the bank, both stating: - the name of the sponsor - his/her account number - the current bank balance - the current bank balance freely available to him/her

Your photo should meet the requirements of the Dutch passport regulations. It is therefore best if your photo has been made by an acknowledged photographer. If your photo does not meet the requirements of Dutch passport regulations the residence card cannot be made. Therefore it is of great importance to send the correct type of photo Coloured backgrounds such as red or blue will NOT be accepted! *Picture requirements On this website you can check if your passport picture meets the Dutch requirements; * The passport photo must be 35 by 45 mm (width x height) - Width: from ear to ear, between 16 mm and 20 mm. - Height: from chin to crown, between mm. - Undamaged (no staples) - Not a reproduction (copy) - In colour - Not manipulated - A true likeness - Printed on high-quality, smooth photo paper - Natural representation - Minimum 400 dpi resolution - In focus, sufficient contrast, discernible fine facial features - Background colour must be light blue, grey or white! How to use this Photo card: 1. Attach your photo to the form with a paperclip with the background facing forward to avoid damage to the picture. 2. The photo you attach will be placed on your residence permit card. 3. Place your signature inside the box in the left hand corner below. 6 Appendix 4 Regular Residence Permit Application (Part to be completed by student) TEV Deel B To be signed by applicant I herewith apply for a residence permit for the maximum period of validity for myself. I am aware that the personal details provided will be processed pursuant to the Aliens Act 2000 and will be passed on to the authorities that require this information to implement this Act. I will immediately notify the IND of any changes in the situation that relate to the right of residence. I grant permission to the educational institution mentioned in box 2 to notify the IND in case I am no longer studying there. Hereby I give my power of attorney to the institution mentioned here below to take the further necessary legal actions. You must always notify the IND immediately of any changes to your personal situation or to the situation of your sponsor and which affect your right of residence. 8 Tuberculose / Tuberculosis Om een verblijfsvergunning te verkrijgen, moet u (of de persoon die u vertegenwoordigt) bereid zijn een onderzoek naar en - indien nodig - behandeling van tuberculose (TBC) te ondergaan. Wanneer u samen met uw aanvraag de ingevulde intentieverklaring TBC-onderzoek bij de IND indient (en u ook aan alle overige voorwaarden voldoet), verleent de IND u zo snel als mogelijk een verblijfsvergunning. U krijgt deze vergunning onder de nadrukkelijke voorwaarde dat u ook daadwerkelijk binnen drie maanden een TBC-onderzoek ondergaat. Mocht na afgifte van een verblijfsvergunning blijken dat u - ondanks ondertekening van de intentieverklaring - niet binnen de termijn van drie maanden een TBC-onderzoek heeft ondergaan, zal dit tot intrekking van de verleende vergunning kunnen leiden. Lever de ingevulde en ondertekende Intentieverklaring mee met uw aanvraag voordat u een afspraak maakt bij de Gemeenschappelijke Gezondheidsdienst (GGD). Door het ondertekenen van deze verklaring verklaart u bereidt te zijn een onderzoek naar en zo nodig behandeling van Tuberculose te ondergaan. Bij deze afspraak moet u het verwijzingsformulier zo volledig mogelijk ingevuld (deel A) meenemen. In order to obtain a residence permit, you (or the person whom you represent) must be prepared to undergo a tuberculosis examination and, if necessary, treatment for tuberculosis. If you submit this Declaration of Intent for a Tuberculosis Examination to the Immigration and Naturalisation Service (IND) together with your application (and if you also meet all other conditions), the Immigration and Naturalisation Service (IND) will grant you a residence permit as soon as possible. You will be granted this permit on the specific condition that you actually undergo a tuberculosis examination within three months. Failure on your part despite your signing of this Declaration of Intent to undergo a tuberculosis examination within the three-month period following the issuance of a residence permit may result in cancellation of the granted permit. Submit the completed and signed Declaration of Intent together with your application before you make an appointment with the Municipal Health Service (GGD). By signing this declaration, you declare that you are prepared to undergo a tuberculosis examination and, if necessary, treatment for tuberculosis. You must bring the Tuberculosis Examination Referral Form, completed as much as possible (Section A), to the appointment with the Municipal Health Service (GGD). The examination requirement does not apply to citizens of the following countries: EU or EEA Member States, Australia, Canada, Israel, Japan, Monaco, New Zealand, Surinam, the United States of America, and Switzerland (including Liechtenstein). The examination requirement also does not apply to holders of a valid residence permit for an EEA Member State, an EU Member State or Switzerland, or if you hold an EG residence permit for longterm residents issued by another EU Member State or if you are a family member of a long-term resident and you have already been admitted to another EU Member State as a family member of such long-term resident. I do not need a tuberculosis examination as I am a national of one of the following countries: Australia, Canada, Israel, Japan, Monaco, New Zealand, Surinam, Switzerland, United States of America or a country of the EU/EEA. I do not need atuberculosis examination as I am in possession of a valid residence permit as a (family member of a) long-term resident for an EU/EEA country or Switzerland. X I am aware of my obligation to undergo a tuberculosis examination within three months after the date on which the application for a residence permit was filed. Failure on my part to comply with this requirement will have consequences for my right to stay in the Netherlands.

9 EXCEPTIONS The Passport Regulations permit the following exceptions: PHOTOMATRIX GUIDELINES 2007 RELIGIOUS OR PHILOSOPHICAL REASONS If the applicant can demonstrate religious or philosophical reasons for covering the head, all the acceptance criteria described in the Guidelines are applicable, except: - category 4 APPEARANCE OF FACE head uncovered. Criteria for accepting passport photos in Dutch travel documents The photo is intended to identify the applicant. Applicants for travel documents are therefore required to submit a colour passport photo that shows a true likeness of themselves. A photo will be accepted only if it meets all the criteria specified below, unless one of the exceptions in the Passport Regulations applies. 1 SIZE A. Face not entirely A. Face not entirely The passport photo must be 35 by 45 mm (width x height). Width: from ear to ear, between 16 mm and 20 mm. Height: from age 11: from chin to crown, between 26 and 30 mm. up to age 11: from chin to crown, between 19 and 30 mm. You can check the size using the accompanying transparency. PHYSICAL OR MEDICAL REASONS 2 PHOTO QUALITY Applicants who are unable to comply with all the acceptance criteria for physical or medical reasons qualify for exemption. The applicant may be required to submit a declaration signed by a competent doctor or medical organisation. APPLICANTS YOUNGER THAN AGE SIX If the applicant is a child younger than six years, minimum requirements apply to the passport photo. The minimum requirements are all the acceptance criteria in the Photo Matrix Guidelines except: - category 5 POSTURE eyes on a horizontal line, head not tilted to one side, and shoulders straight ; - category 6 EXPRESSION neutral expression, looking straight at the camera, and mouth closed. 3 A. Insufficient contrast (pale) E. Out of focus The photo is in focus and is a true likeness and natural representation of the applicant. The photo shows sufficient contrast and fine features of the face, and the facial colouring is natural. By high-quality, smooth photo paper, we mean paper intended for printing photos. The paper contains no raised surfaces or any other tangible or irregularities that might distort the appearance of the applicant. The photographer needs to know that the photo must be 400 dpi and judge whether the photo looks as if its minimum resolution is 400 dpi. The photo appears in black and white on the travel document, but is stored in colour on the microchip. For more information about passport photos and travel documents, go to A. Hair that falls over the eyes (or parts of the eyes such as the eyelids) or otherwise hides part of the face can be an obstacle to human or electronic facial recognition. The width of the face (from ear to ear) cannot be determined if the sides of the face are covered. This does not mean that the ears themselves must be. This means that eyes may not be hidden in any way by eyeglasses and /or lensses. Reflection in the lenses or on the frame must be prevented as far as possible. If it is not possible to prevent reflection, the applicant must take off the glasses. No shadows, especially around the eyes and no reflections from accessories such as ribbons and earrings should be on the face. 8 EXPOSURE Head covering is permitted only for religious, philosophical, or medical reasons (see Exceptions). 5 POSITION A. Reflection (white spots) The face and the background must be uniformly lit. Underexposure or overexposure, shadow, and reflection must always be prevented. Head too low Neutral facial expression Looking straight at the camera Mouth closed If the applicant s face is to be recognised successfully by human or electronic means, the applicant must be photographed looking straight at the camera with a neutral expression and a closed mouth. Head fully Head centred The applicant must appear in the middle of the photograph. The head must be fully. Only if an applicant has a high hairstyle may some of the hair not be shown. Applicants may not smile broadly or open their mouths which does not mean that they have to look surly or sullen.
