12 Plenary Session MAY 24 3:15-5 P.M. ATLANTA AB PLENARY PANELISTS Jeanne M. Atkinson Executive Director Catholic Legal Immigration Network, Inc. Jeanne M. Atkinson is the Executive Director of the Catholic Legal Immigration Network, Inc. Her passion for immigration was sparked while interning with Catholic Charities in 1987, during which time she focused on legalization. She served as the long-time Director of Catholic Charities Immigration Legal Services program for the Archdiocese of Washington, where she directed their highly active and successful legal services program, as well as the Catholic Charities Refugee Center. Jeanne was a partner in establishing the Family Justice Center in Montgomery County and is a member of the board of directors of Catholics for Family Peace. She holds a J.D. from American University s Washington College of Law and is a member of the Pennsylvania bar. Stephen W. Manning Partner Immigrant Law Group PC Stephen W. Manning is a founding partner of Immigrant Law Group PC and the founder and director of the Innovation Law Lab, a non-profit that combines technology and litigation to create next generation activism against mass incarceration of refugees and immigrants. He is an adjunct professor at Lewis & Clark Law School. Stephen has received multiple awards including the 2015 Founders Award for the person who had the most impact on immigration policy and the 2010 Jack Wasserman Memorial Award for Excellence in Immigration Litigation. He is a former Commissioner for the City of Portland s Human Rights Commission. He is on the Board of Directors of Health Bridges International and is a volunteer with CARA Family Detention Pro Bono project.

13 In 2014, tens of thousands of children and families from Central America began arriving at our southern border. Our speakers will discuss how the circumstances in Central America negatively affect women and children and hurt their ability to obtain legal protection in the U.S. Advocates also will address how to respond to hostile political rhetoric, detention of mothers and children, and enforcement actions. Michelle Mendez Staff Attorney Catholic Legal Immigration Network, Inc. In addition to her training and legal support duties, Michelle Mendez oversees s role in the CARA Pro Bono Project. Prior to joining, she was a Senior Managing Attorney in the Immigration Legal Services Program at Catholic Charities for the Archdiocese of Washington. Michelle is also an Adjunct Professor at Catholic University of America s Columbus School of Law, where she co-teaches the Immigration Litigation Clinic and is part of the Shemer Bar Review faculty who teach Maryland bar exam essay writing. She was the American Immigration Lawyers Association 2015 Joseph Minsky Young Lawyer Award Recipient and was recognized as a 2014 Very Important Professional in Maryland by The Daily Record. Cecilia Menjívar Foundation Distinguished Professor Department of Sociology, University of Kansas Cecilia Menjívar is Foundation Distinguished Professor in the Department of Sociology and the co-director of the Center for Migration Research at the University of Kansas. Her research interests fall into two main areas: the effects of the legal regime on various elements of immigrants lives, and the effects of living amid violence, especially on women. Her work on immigration focuses on migration from Central America to the United States. Her work on violence is centered on Latin America, mostly Central America. A thread that connects these areas is her interest is how state power is manifested, through legal regimes and formal institutions and bureaucracies in everyday life.

14 CARA pro bono project HELPS WOMEN AND CHILDREN in family detention Women have suffered through so much but still smile. If you show them love, they show it back. Volunteer, CARA Family Detention Pro Bono Project The CARA Family Detention Pro Bono Project was born in response to a growing humanitarian crisis. Amid a dramatic increase in the number of women and children arriving at the border from Central America in 2014, Immigration and Customs Enforcement began putting families into detention centers, far from their U.S.-based families and far from towns where they might find lawyers to help. In a little more than a year, hundreds of volunteers attorneys, translators, teachers, social workers, medical professionals and others have helped thousands of families begin the process of seeking asylum. The CARA staff and volunteers have also formally challenged the conditions at the detention centers, from inadequate medical care to coercion and lack of appropriate language services. CARA staff and volunteers taught thousands of women about their legal rights and obligations, empowering them to advocate on their own behalf. In collaboration with the sponsoring organizations, CARA kept up public pressure against family detention. Regular news coverage about the families and events such as an Easter Monday prayer rally at the White House helped ensure the families in detention are not forgotten. 26 salutes DINAH SUNCIN for nearly 40 years of service to our network recently bid a fond farewell to its longest serving employee, Dinah Suncin, who retired in December Dinah, who was the face of to our affiliates for many years, began her immigration career in the early 1970s, working as a court interpreter for the Immigration and Naturalization Service in San Francisco, the city of her birth. Living in El Salvador for three years and witnessing poverty and political oppression first-hand motivated her desire to help immigrants. In the immigration court, she met Jim Hoffman, a Board of Immigration Appeals (BIA) Full Accredited Representative who worked for s precursor, the immigration

27 division of United States Catholic Conference. Jim recruited Dinah for the Catholic conference s Migration and Refugee Services in She trained to become a BIA representative and was soon representing clients in the San Francisco immigration court. She loved the casework and found it deeply satisfying when a client received suspension of deportation or some other form of relief. was founded more than a decade later, in Dinah recalls when then-msgr. Nicholas DiMarzio, executive director of MRS, created the concept of as a national organization that would train staff and help develop programs in the Catholic network. At that time the network consisted mainly of refugee resettlement organizations that also assisted refugee clients with green card and naturalization applications. They needed immigration legal training and more BIA accredited staff. s Religious Immigration Services, which helps bring foreign born priests, sisters and others to work for the church in the U.S., was a strong selling point for the bishops. At the same time, legalization for many undocumented immigrants was in full swing. The Immigration Reform and Control Act of 1986 offered amnesty for nearly 3.2 million undocumented immigrants who lived in the U.S. The Catholic Church was at the forefront in helping people apply. With a caseload of legalization clients, Dinah recalls it was a very challenging, trying period that took a toll on everyone. When was created, Dinah s job shifted away from direct services to an administrative and managerial role. Dinah credits Don Kerwin, s executive director for more than 15 years, with developing the organization into what it is today. She described as her most memorable experience at when Don tasked her to organize the first Convening in Despite initial glitches, it became Dinah s bailiwick until her retirement. Many know Dinah from the Convening registration table, where she welcomed our affiliates for more than 15 years. Dinah is looking forward to relaxing with family and friends this year! Hopeful for the future, Dinah has always encouraged naturalization and hopes more immigrants will become citizens. People have to be educated and engaged, so they can vote and have a voice, she says. She feels proud to have been a part of, and is very grateful for Dinah s many years of dedicated service to our network and the immigrant community.

At Easter, co-sponsored a prayer rally at the White House, protesting the detention of families. Marsha Sukach was featured in Bender s Immigration Bulletin after she won asylum for a Honduran journalist. Cristina Martinez won a remand, which suggested that the Refugee Act may extend protection to victims of severe child abuse. Ben Arrow persuaded the board to find an immigration judge s adverse credibility determination to be clearly erroneous when the judge hostilely seized on semantics in a domestic violence survivor s asylum case. In their pending case, Noah Hertz-Bunzl and Boaz Cohen visited their client in detention when he was on the brink of giving up hope. Aaron Frankel has been instrumental in placing and supervising these cases. Monica Levy, Jamie Porco, Michael Calb and Anna Shoenfelder have all also contributed to this important work. 44 Expanding immigration SERVICES IN THE SOUTHEAST with s Fellows The immigrant population of the southeastern United States has grown rapidly recently, yet the number of legal service providers there has not increased. With 158 immigration legal service providers, there is just one provider for every 11,582 immigrants who lack legal status. Thanks to three donors, created the Fellows program, which funds an additional full-time immigration legal representative in each of 12 BIA-recognized programs throughout the southeast, to expand immigration outreach, education and legal services. 45 Volunteers provide ACCESS TO JUSTICE through the BIA Pro Bono Project A man with mental disabilities who never had a lawyer for proceedings leading to his removal order is one of 2015 s success stories for the BIA Pro Bono project. A volunteer from Harrisburg, Pennsylvania, represented him on appeal. The appeal focused on the immigration judge s failure to consider the man s competency to participate in deportation proceedings without a representative. Ultimately, the court agreed, ending the removal effort, and the man was released from detention. This is one of many stories in which vulnerable immigrants have succeeded in their appeals with help from the project. The BIA Pro Bono Project matches vulnerable immigrants with pro bono counsel to defend their cases before the Board of Immigration Appeals. The Department of Justice found that immigrants who were represented through the project were up to four times more likely to succeed before the BIA. s BIA Pro Bono Project is always looking for new volunteer attorneys. 48 The work of Lily Gutierrez continues to inspire created the Lily Gutierrez Memorial Fund in memory of this former staff member, who devoted her life to serving newcomers. The fund provides training scholarships to member agencies whose budget limitations may prohibit them from attending Convening. Lily was a vital part of the Catholic Church s work with immigrants for four decades. Her first work with immigrants was processing paperwork for participants in the bracero program. Lily later led the El Paso resettlement program, working with thousands of Vietnamese refugees as the Vietnam War came to a close. Then a nationally known expert on the resettlement process, she led the placement of refugees in southwestern Texas and became a familiar face at ports of entry.
