Immediate Objectives: a) To assist relevant representatives and departments CMOM in resolving the problem of refugees and IDPs through the provision of adequate support services to refugees, IDPs and their family members; b) To increase the employment of refugees and IDPs in the City Municipality of Mladenovac; c) To improve living conditions of extremely vulnerable individuals in the target area through provision of adequate social services and other type of social assistance according to the specific needs of elderly people, children and persons with disabilities and other vulnerable individuals and families; d) To strengthen the capacities of Mladenovac municipal representatives as well as local social -security a) Increase of Mladenovac municipality capacities in the provision of access to an efficient, equal and quality social security service in a decentralised environment achieved and output is 8 long-term unemployed IDPs and representatives of local population recruited as home care assistants within the Home Care Service (HCS) in the City Municipality of Mladenovac; b) Employment rate among refugees and IDPs decreased as well as improved economic position of refugees and IDPs and their families and the output is at 4 middle-aged unemployed IDPs with long term unemployment record recruited as home care assistants within the HCS; c) Employment rate among middle age unemployed local population decreased as well as their improved economic position and ir families and output is 4 middle-aged unemployed representatives of local population with long term unemployment record recruited as home care assistants within the Home Care Service; d) :At least 94 elderly and disabled persons in target area significantly improved their living conditions through provision of individual and specific HCS assistance by the 8 newly employed home care assistants and output is 94 vulnerable elderly and disabled persons will receive specific social service at their home provided by 8 home care assistants during a 10 month period; e) At least 15 representatives IDC, CSW and relevant municipal departments significantly increased their skills and capacities while implementing proposed. f) and g) are focused on the cooperation between relevant stakeholders and Monitoring and evaluation activities as well as intensive consultative process. 16

Education centre together with the national (Centre living Upright and Employers Union) and European partners (ASB) will focus on the influencing the Serbian public particularly employers to commit itself to build a democratic pluralistic society, achieve equality among people and promote European values. 1) The overcoming of discrimination in the Serbian society by promotion of full and effective participation and inclusion in society of person with disabilities as part of human diversity. 2) The building of social cohesion through social inclusion, integration and participation of persons with disabilities in employment. 1) Public awareness risen through conducted press conferences, public events, designed and promoted web-portal, logo and promotional material on importance of non-discriminative policies and establishment of accessible facilities for people with disabilities on labour market. 2) Increased capacity of employers through technical assistant and consultancy to contribute to the working environment accessibility for people with disabilities on labour market. 17

Immediate Objectives: a) to support IDPs and refugees moving from private accommodation and collective centres to social housing in a protected living environment; b) to support IDPs and refugees through the development of accommodation solutions as are pre-fabricated housing and provision of building material; c) to support IDPs and refugees in developing sustainable livelihoods through business start-up activities and d) to include extremely vulnerable and marginalised domicile families in the resolution ir socio-economic status. a) At least 44 apartment units for social housing in protected environment constructed and inhabited within 5 project municipalities (5 buildings) for 44 beneficiary families (approximately 132 individuals) currently residing in CCs, unregistered CCs or in extremely unconditional private accommodation; b) 70 beneficiary families (approximately 210 individuals) finalise the construction ir homes through the receipt of construction material and live under proper living conditions; c) 20 extremely vulnerable Roma IDP families (approximately 100 individuals) are able to move into their newly constructed pre-fabricated homes; d) 200 project beneficiaries receive training and mentoring support in business start-up and make a proper use of it; e) 100 most successful economic beneficiaries receive in-kind support for the start-up ir registered business and create self-employment; f) dissemination of best practices and lessons learned during the project available to and used by other project stakeholders and awareness on importance of caring for target groups risen; g) monitoring and evaluation activities performed during the whole duration of, providing smooth project implementation; h) established coordination between government, civil and international structures, dealing with the target group obtained. 23
