1 On Introduction of Bans and Restrictions on Transfer of Goods through the Customs Border of the Republic of Belarus Decision of the Council of Ministers of the Republic of Belarus No. 218 of March 18, 1997 [Decision contains all the later amendments and alterations. Last amendments of this Decision: Decision of the Council of Ministers of the Republic of Belarus No. 661 of June 17, 2005] With the objective to protect the national security of the Republic of Belarus, human rights and freedoms, health and morality of the population, as well as to protect the environment the Council of Ministers of the Republic of Belarus shall resolve: 1. To approve the annexed List of goods banned for transfer through the customs border of the Republic of Belarus and the List of goods restricted for transfer through the customs border of the Republic of Belarus. 2. To establish that: goods shall relate to the category of banned for transfer through the customs border of the Republic of Belarus or restricted for transfer through the customs border of the Republic of Belarus only after they shall have been included into the respective List approved by this Decision; the condition to transfer goods restricted for transfer through the customs border of the Republic of Belarus shall be the provision of single licenses for transfer (import, export, transit) in customs clearing thereof, as well as other documents pursuant to the legislation of the Republic of Belarus; goods restricted for transfer through the customs border of the Republic of Belarus, possession or use of which shall be allowed without special permits on the territory of the Republic of Belarus, may be transferred through the customs border of the Republic of Belarus by individuals without the said single licenses, if such goods may be considered as personal property and the quantity of these goods does not exceed the standard stipulated by the legislation of the Republic of Belarus. 3. The State Customs Committee, upon agreement with ministries and other republican bodies of the state administration, shall be charged to develop, within a one-month period, and to approve the nomenclature of goods banned for transfer through the customs border of the Republic of Belarus and goods restricted for transfer through the customs border of the Republic of Belarus, with the goods code being specified as per the Commodity Nomenclature of the foreign economic activity of the Republic of Belarus.

The ministries and other republican bodies of the state administration, within the framework of the authority thereof, shall have in a month time: to develop procedure of issuing single licenses for transfer (import, export, transit) of goods restricted for transfer through the customs border of the Republic of Belarus; to bring the departmental normative acts in compliance with the present Decision. 5. To consider as invalid the Decision No. 82 of the Council of Ministers of the Republic of Belarus, of February 19, 1993, "On Measures for Restricting the Transfer of Articles and Goods Hazardous for Life and Health of the Citizens through the Customs Border of the Republic of Belarus" ("SP" of the Republic of Belarus, 1993, No.6, p.72). 6. This Decision shall enter into effect in a month time after publication thereof. Approved by the Decision of the Council of Ministers of the Republic of Belarus No. 218, of March 18, 1997 List of Goods Banned for Transfer through the Customs Border of the Republic of Belarus Importing: Industrial and household wastes which cannot be recycled or used in the Republic of Belarus. Wild medicinal raw material Exporting: Plants and animals related to species included into the Red Book of the Republic of Belarus, as well as parts and derivatives thereof (except cultivated or grown in captivity) Historical and cultural values *) *) Historical and cultural values temporarily taken out of the Republic of Belarus to promote international cultural exchange based on the written permit issued pursuant to the legislation of the Republic of Belarus shall not be considered as banned for transfer through the customs border of the Republic of Belarus.

3 Importing and exporting: Printed and audio-visual materials, other information carriers containing data which may prejudice political and economic interests of the Republic, state security thereof, protection of health and morality of citizens. Ozone-depleting substances and (or) production that contains ozone-depleting substances listed in the appendixes A and B to the Montreal Protocol on the Ozone-Depleting Substances of September 16, Approved by the Decision of the Council of Ministers of the Republic of Belarus No. 218, of March 18, 1997 List of Goods Restricted for Transfer through the Customs Border of the Republic of Belarus Importing: Radio electronic means producing radio-frequency emission and high-frequency units Alcoholic and tobacco goods subject to marking with excise stamps Spirit Exporting: Precious metals and stones in any form and state including jewelry, other household ware, disks for dental prosthetics therefrom and gold-leaf Amber, pearl, fumed oak Currency value including foreign exchange Ores, concentrates and industrial products of precious metals Scrap and wastes of ferrous and non-ferrous metals including semi-products and blanks Rare and rare-earth metals (elements), goods made from them, their compounds, their scrap and wastes

4 Textile and textile goods Cultural values defined in accordance with the Regulations on the order of transfer of cultural values through the customs border of the Republic of Belarus Importing and exporting: Nuclear, chemical, biological and other types of weapons of mass-destruction, as well as components of the specified types of weapons. Arms and equipment, ammunition and explosive agents for military purposes Raw materials, materials, equipment, technologies and scientific and technical information which may be used for developing arms and equipment Materials, equipment and technologies which may be used for developing weapons of mass-destruction or delivery vehicles thereof Fire-arms of any type of military versions Explosive agents and explosive devices of industrial type Radioactive emission sources, nuclear substances and materials Hunting and sporting arms and ammunition thereto Gas weapon and ammunition thereto Plain weapon of all types Fire-arms simulators using blank charges Special devices and tools for inflicting bodily injuries or producing paralyzing effect Aerosol packages with gases of irritation, neuroparalytic or poisoning effect Drugs and psychotropic substances, as well as devices for their use Poisonous, toxic and potent substances Medicines containing drugs or psychotropic substances Precursors (chemical substances used for manufacture of drugs and psychotropic substances) Organs and human body parts (biotransplants) Technical goods designated for secrete collection of information

5 Coding equipment Animals and plants, parts and derivatives thereof subject to effect of the Convention on International Trade of all Types of Wild Fauna and Flora being under the Threat of Disappearance Ozone-depleting substances and (or) production that contains ozone-depleting substances listed in the appendixes C and E to the Montreal Protocol on the Ozone-Depleting Substances of September 16, 1987.
