3 - Reiterate EU interest in joining East Asia Summit Further support cooperation & enhancement of ASEAN capacity on mediation, reconciliation, conflict prevention, and peacebuilding through workshops, seminars, exchanges of best practices and other capacity building initiatives as well as explore cooperation with the ASEAN institute of peace and reconciliation in accordance with its ToR - Examine funding possibilities under the Instrument for Stability or other instruments (FPI & DEVCO). - Violent extremism, organised crime and trafficking could for example be the subject of a workshop Promote the exchange of experience in maritime-related issues and sharing knowledge and expertise in the sustainable joint management of marine resources - Preparations underway (with Indonesia) for track-1,5 workshop on maritime cooperation (sharing of lessons learnt, including on joint management of natural resources). This may provide inspiration and help promote a more united approach to these issues within ASEAN against the backdrop of negotiations on a Code of Conduct on the South China Sea - EU and ASEAN Maritime Cooperation Workshop to be held in Jakarta in November 2013 (cf.1.2.2) Strengthen cooperation on maritime security, such as in combating sea piracy, armed robbery against ships, hijacking and arms smuggling, in accordance with relevant universally agreed principles of international law and the United Nations Convention on the Law of the Sea (UNCLOS 1982) Convene ASEAN Senior Officials Meetings on Transnational Crime (SOMTC)-EU Consultations in the margins of ASEAN SOMTC to promote dialogue and cooperation on ways to tackle transnational - See EU-ASEAN Maritime Cooperation Workshop to be held in November in Jakarta. Determine next steps in view of outcome of the seminar. - ASEAN had proposed to hold next EU-ASEAN SOM on Trans-national Crime (SOMTC) in June 2013 in Vietnam, which would notably aim to discuss a EU- ASEAN Work Plan on Trans-national Crime, including 3 - Hold EU-ASEAN Trans-national Crime (SOMTC) at a date to be determined. 5 matter on Security in Asia (June) Cooperate in combating illegal transfer and excessive accumulation of Small Arms and Light Weapons (SALW) in accordance with the UN Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in all Its Aspects and the respective domestic laws and policies on the matter Promote cooperation in mitigating risks associated with chemical, biological, radiological, and nuclear (CBRN) materials, and facilitate transfer of technology, exchange of expertise and physical or legal requirements, best practices and capacity building through the CBRN Centre of Excellence in Southeast Asia in accordance with the respective domestic laws and policies on the matter Support the work of the ASEAN Intergovernmental Commission on Human Rights (AICHR), as the overarching body for the promotion and protection of human rights in ASEAN through regional dialogues, seminars, awareness raising activities, exchange of best practices and other capacity building initiatives aimed at enhancing the promotion and protection of human rights through technical cooperation programmes as well as giving support to the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) - Cambodia has taken the lead, on behalf of ASEAN, in working out proposals to launch new EU-ASEAN cooperation against SALW smuggling - EU-sponsored "CBRN Centre of Excellence in South- East Asia" was inaugurated in March 2013 in Manila, which will aim to foster sharing of experience on CBRN risk mitigation - EU stepping up engagement with ASEAN human rights bodies, building upon the recently-adopted ASEAN Human Rights Declaration and the balanced and well-received EU reaction to it. - Members of the ASEAN Commission on the Rights of Women and Children (ACWC) visited Brussels on February EUSR for Human Rights Lambrinidis met the ASEAN Intergovernmental Commission on Human Rights (AICHR), 6-10 May 2013 in Jakarta. 5 - EU and ASEAN to agree steps for future cooperation against SALW smuggling, on the basis of Cambodian proposal - Raise CBRN cooperation and identify ASEAN's areas of joint interest to be covered by CBRN meetings in the context of EU-ASEAN SOMTC meetings as well as of other ASEAN sectoral bodies covering this area. - Identify joint topics for practical cooperation with ASEAN Human Rights bodies (AICHR, ACWC), notably building on ACWC visit to Brussels and visit of EUSR Lambrinidis to AICHR - Organise second visit of Intergovernmental Commission on Human Rights (AICHR) to Brussels, Organise a meeting to facilitate exchange of best practices on HR among relevant regional organisations (EUSR HR' proposal).
6 - Additional funding ( 3.3 Million) under the READI programme decided on 31 July 2013 with priority for Human Rights cooperation Continue to support the implementation of the ASEAN Economic Blueprint 2. Economic Cooperation Continue to convene regular consultations between ASEAN Economic Ministers (AEM) and the EU Trade Commissioner, and regular meetings of the ASEAN-EU Senior Economic Officials (SEOM-EU) - 12 th ASEAN Economic Ministers (AEM) and EU Trade Commissioner De Gucht Consultations took place in Hanoi, back to back with the 3 rd ASEAN-EU Business Summit (8-9 March 2013). On this occasion, a new ASEAN-EU Trade and Investment Work Programme for was agreed, which includes a number of region-to-region activities aimed at enhancing the trade and investment relations. This includes efforts to re-launch a number of sectoral dialogues (on issues such as trade facilitation, customs, standards, investment, services, and new trade issues such as green technologies and sustainable green etc.). - In 2013, bilateral FTA negotiations will continue with Vietnam and Malaysia and start with Thailand Encourage public-private sector dialogue and business-to-business engagement, with the aim of effectively representing both ASEAN and EU business interests through high-level meetings between business representatives and senior officials in ASEAN and the EU. Encourage the Cf Conference to be organised in Singapore under the FTA project with the participation of ASEAN trade officials, business representatives (EU&ASEAN), with the support of the AEBC (October 2013); - Support the organisation of ASEAN-EU Cconomic Dialogue 6
7 implementation of the ASEAN-EU Business Summit recommendations including through supporting the ASEAN-EU Business Council (AEBC); Conference organised by FR&DE in Jakarta (October 14-15) with the support of ARISE Implement the ASEAN Regional Integration Support Programme by the EU (ARISE) as a key instrument for supporting ASEAN integration with its specific focus on strengthening the overall process of ASEAN economic integration and assisting progress towards achieving the free flow of goods within ASEAN through enhanced trade facilitation measures and progress towards removing non-trade barriers, as well as strengthening the capacity of the ASEAN Secretariat to support AEC implementation and integration - Implementation of ARISE programme ( 15 Million) started end of Technical assistance team has started to work on standards, transit, ASEAN Customs Transit System (ACTS) etc. ARISE has a specific component ( 3 Million) to provide institutional support to the ASEAN Secretariat. Assessment whether part of the EU Customs Transit System could be transferred to ASEAN to develop faster the ASEAN System (Close cooperation with TAXUD and ARISE) Continue dialogue and cooperation in the agreed sectors under the Regional EC-ASEAN Dialogue Instrument (READI disaster management, science and technology, information society and energy). Expand READI as a key instrument for reinvigorating ASEAN-EU Relations by focusing on a modern policy agenda on issues of mutual interest, such as climate change, employment and social affairs, civil aviation including support of ASEAN integration Support the implementation of the Master Plan on ASEAN Connectivity (MPAC) including technical assistance on all aspects of connectivity, - READI dialogue activities have been widened to include Human Rights (1.3.1), education and climate change. - READI financed the visit of 7 ASEAN delegates to Brussels in occasion of the European Civil Protection Forum in Brussels on the 15 and 16 May EU supporting ASEAN connectivity through: i) ASEAN Air Transport Integration project; ii) Border Management project; iii) institutional capacity- 7 - Organise 5 day visit of the ASEAN Coordinating Committee on Connectivity (ACCC) to visit EU institutions in Brussels. 8 particularly in the areas of infrastructure, transport, customs and communication technology aspects of connectivity, and institutional connectivity building; iv) mutual recognition of technical standards; v) customs transit systems; vii) EU cooperation in Science and Technology, which encourages ASEAN research institutions to team up etc.). - Explore possibility for EIB to invest further in ASEAN Connectivity (e.g. Trust Fund, which may finance feasibility studies for private investment in connectivity projects) - New EU Support to Higher Education in ASEAN (EU- SHARE) programme ( 10 Million) will help to promote people-to-people connectivity decided on 31 July Start implementation of EU Support to Higher Education in ASEAN (EU-SHARE) programme by launching Call for Proposals. - The East Asia Summit (EAS) in November 2012 added Connectivity as a new area for cooperation. A key opportunity for the EU to demonstrate its. - See Cooperation in civil aviation (2.4.1) and higher education (3.1.1) En dialogue and cooperation between ASEAN and EU through the ASEAN Connectivity Coordinating Committee (ACCC) on issues relating to regional connectivity - cf Encourage European Investment Bank (EIB) to invest in ASEAN Member States - Explore potential for EIB to invest further in ASEAN Connectivity Intensify interaction between ASEAN and EU on ICT, notably on the implementation of the priority projects of the ASEAN ICT Masterplan 2015 and supporting ASEAN in working towards the - EU workshop with ASEAN Telecom Regulators Committee on 8 April in Hai Phong on spectrum for digital TV and digital dividend spectrum. 8 - First deliverables on an improved ASEAN coordination on spectrum management - Exchange of experience on EU regulatory / policy
9 development of transparent, coherent and harmonized ICT regulatory frameworks, in particular on spectrum management and broadband development, as well as sharing information and expertise on efforts at reducing regional roaming charges - Study Tour to Brussels and Germany of ASEAN senior officials in charge of radio spectrum policy (17-21 June) - EU workshop with ASEAN Telecom Regulators Committee on 8 April in Hanoi. approach on ASEAN priorities for the implementation of the ASEAN ICT Masterplan. - Workshop on internet governance related issues on 4 July in Bangkok - Workshop on broadband based content and services on 19 August in Manado, Indonesia Continue to support, including through technical assistance, the gathering and availability of reliable statistical data at regional level, in order for ASEAN to be able to assess its current evolution as an integrated economic region and support further integration measures - The EU-ASEAN Statistical Capacity Building Programme (EASCAB) contributes to these objectives. - Invitation to participate in the Eurostat-EFTA-UNECE seminar on statistical global assessments and light peer reviews in Ukraine, on June 2013 was extended to ASEAN. However, they did not participate. - Discussions with Central Statistical Organization of Myanmar to organize a capacity building workshop in the second half of 2013 on Eurostat s handbook Essential SNA: building the basics. - A follow-up programme to EASCAB Institutional Capacity Building for ASEAN Monitoring and Statistics called COMPASS, with a budget of 7.5 million, will start most probably early Open invitation to ASEAN to participate in a one-week study visit at Eurostat in November 2013, open to any interested developing country (on a first come first served basis). The objective of the visit is to share experience of Eurostat and European Statistical System. (Comment: this has been done with previous support EASCAB and can be done again with COMPASS, building on previous achievements). No interest to participate from ASEAN as yet. 9
10 Reaffirm the ultimate goal of a regional ASEAN-EU FTA. The ASEAN-EU FTA will build on the bilateral agreements with the individual ASEAN Member States and will take into account their different levels of development and capacity to carry out comprehensive trade and investment liberalisation and facilitation. Implement the EU programme on Enhancing ASEAN FTA Negotiating Capacity as a key initiative to pursue the above objective - Bilateral EU FTA negotiations were concluded with Singapore in December Negotiations are underway with Vietnam and Malaysia and starting with Thailand. - The EU programme on Enhancing ASEAN FTA Negotiating Capacity (ending mid 2013) contributes to build capacity of ASEAN Member States. - Identify topics of interest and potential interested countries to be invited in the statistical seminar that Eurostat will organise in Asia in the period Sustainable and inclusive economic integration and trade is expected to be one for the priority areas for EU cooperation with ASEAN under the cycle Implement the ASEAN-EU Trade and Investment Work Programme endorsed by Economic Ministers in May This includes: (1) high level policy dialogue both at Ministerial and Senior officials' level, (2) enhancing business dialogue, (3) ensuring sectoral dialogues on trade related issues between ASEAN-EU officials and (4) ensuring optimum benefits from EU-funded trade related projects for ASEAN countries - A new ASEAN-EU Trade and Investment Work Programme for was agreed at the AEM-EU Consultations in Hanoi on 8 March 2013, which includes a number of region-to-region activities aimed at enhancing the trade and investment relations. This includes efforts to re-launch a number of sectoral dialogues (on issues such as trade facilitation, customs, standards, investment, services, and new trade issues such as green technologies and sustainable green etc.) Promote understanding of each other s legislation and regulations on trade and investment, including anti-dumping, subsidies, tariff and nontariff measures, such as sanitary and phytosanitary - ARISE programme contributes to such an understanding. + SANCO Programme 10
11 (SPS) and technical barriers to trade (TBT) Continue technical assistance to ASEAN in the area of intellectual property rights, as a means to contribute to enhancing the ASEAN intellectual property system Continue technical assistance to ASEAN in the areas of standards, quality and conformity assessment to reduce technical barriers to trade - ECAP III project has been launched in 2012, which aims to support the ASEAN Intellectual Property System (including seminars on Geographical Indications). This will involve the Office of the Harmonisation of the Internal Market (OHIM). - The ARISE project contributes to these objectives Continue cooperation in the development of an ASEAN Customs Transit System, which will improve customs clearance and transit in ASEAN, through technical assistance and by strengthening the capacity of the Customs Administrations and the ASEAN Secretariat See Enhance cooperation in the SPS field which would cover issues of mutual interests such as food safety, animal (including fishery) and plant health with the aim of enhancing the international competitiveness of the ASEAN Member States in these sectors, as well as strengthening the food safety, animal and plant health standards in the region and regional integration. As a consequence, this cooperation would contribute, in addition, to enhancing both Parties market access (ASEAN See
12 exports to the EU and EU exports to ASEAN countries) following the respect of the importing Party s SPS measures and SPS import requirements Strengthen ASEAN-EU cooperation on civil aviation with the aim of promoting air travel between the two regions and cooperation for safety, and security - The ( 5 Million) ASEAN Air Transport Integration Project (AATIP) contributes to promoting a safe, secure and sustainable ASEAN single aviation market. Implementation involving the European Aviation Safety Agency (EASA) started end of The EU and ASEAN prepare the EU-ASEAN Aviation Summit. - The EU-ASEAN Aviation Summit is jointly organised by the European Commission (DG MOVE) and the ASEAN as represented by the ASEAN Air Transport Working Group and the ASEAN Secretariat. The Summit is hosted by the Government of Singapore on February Vice- President Kallas will attend Explore cooperation, inter alia human resources development and capacity building, in innovative applications in the use of satellite navigation systems and related applications (EU), including Galileo - Explore potential for cooperation with Galileo Promote the development of alternative energy, and also nuclear energy particularly nuclear energy safety - EU cooperation underway with some countries of ASEAN (e.g. Vietnam) on nuclear safety (under Instrument for Nuclear Safety Cooperation INSC). + Support from READI on energy Continue to implement the ASEAN-EC Energy Work Plan adopted in 2009 in Chiang Mai, Thailand by focusing, in particular, on Energy efficiency and conservation, Renewable Energy, and Regional 12 - One of the focal areas for EU ASEAN cooperation envisaged for is climate change including mitigation aspects supported by renewable energy and energy efficiency and disaster management.
13 Energy Policy and Planning as well as explore additional areas of cooperation in the field of energy security and poverty eradication Develop information exchange and cooperation in the area of tourism between ASEAN and EU, including undertaking joint promotion, marketing and holding conferences and workshops on tourism - European Commission (DG ENTR) currently exploring whether some aspects of its cooperation in tourism with Latin America could not be replicated with ASEAN. - Upcoming visit of Commission Vice-President Tajani to Myanmar and Vietnam in November should help to advance cooperation in tourism Continue to promote mobility of students and academics between ASEAN and EU higher education institutions 3. Socio-Cultural Cooperation - Erasmus Mundus and Marie Curie Actions are providing opportunities for cooperation between higher educational institutions in ASEAN and the EU, including notably mobility of students, researchers and academic staff - EU MS award scholarships to students and scholars in ASEAN. The number is a multiple of EU scholarships - Erasmus for All and Marie Sklodowska Curie Actions will continue to support EU-ASEAN cooperation between higher education institutions in , notably through providing opportunities for mobility. - EU Support to Higher Education in ASEAN (EU-SHARE) programme ( 10 Million) will support regional cooperation on quality assurance, qualification frameworks, credit transfer and student mobility. - Consider an "EU-ASEAN Year of Youth" in 2015 or later. Identify the potential country coverage and contents of such an initiative, on the basis of previous in-house experience (China) and with support from DG EAC of the Commission Support the initiatives of the ASEAN University See the ASEAN university Network is an 13
14 Network and promote mutual recognition and student mobility in ASEAN important stakeholder of the EU-SHARE programme( 10 million) (see 3.1.1) Explore new cooperation in promoting ASEAN awareness to its citizens - Given similar experiences with China and India, explore potential added value of regular civil society consultations/giving "people-to-people" dimension to relationship. Some potential support from EU Economic and Social Committee Enhance cooperation on the Asia Highly Pathogenic and Emerging Diseases Programme (HPED) and reflect on future cooperation for preventing and mitigating risks at the interface between animals/humans and ecosystems - An EU programme on highly pathogenic diseases is under implementation, covering ASEAN and other Asian countries Enhance cooperation on promoting gender equality and socio-economic women empowerment and to promote women s participation in all fields and at all levels - Members of the ASEAN Commission on the Rights of Women and Children (ACWC) visited Brussels on February. Following up on this visit, ACWC members will a list of priority projects, drawing from their work plan, for which they would welcome EU support (funding, sharing of expertise). READI facility can provide funding Enhance cooperation on the implementation of the Work Programme for the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) and strengthening of the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre), through - EEAS and ECHO eager to enhance cooperation with ASEAN (ASEC and ASEAN Coordinating Centre for Humanitarian Assistance AHA) in crisis response. - Study visit, financed under READI, to Brussels on June 2012 to Brussels and Rome involving 14 - Disaster management is one of the priorities envisaged for cooperation with ASEAN. This will contribute to achieving the objectives of AADMER. - Draw lessons learned from the exercise, with a view to continue organizing such exercises on a regular basis.
15 activities such as development of a monitoring and evaluation system for AADMER and the Work Programme, comparative studies on ASEAN s and EU s disaster management set-up, knowledge sharing and institutional strengthening, joint exercises, and networking among the two regional disaster management mechanisms ASEAN Secretariat, AHA Center and ACDM Member. Outcome was a roadmap for longer-term partnership and collaboration between ASEAN and EU, i.e. ASEAN-EU Partnership Roadmap for Institutional Strengthening of Disaster Management And Emergency Response ( ). - DG ECHO, together with READI, organised the visit of 2 ASEAN delegates to the European Civil Protection Forum May Climate change and disaster management will be among the focal areas envisaged for ASEAN-EU cooperation IfS project ( 3 Million) is strengthening the capacity of AHA and of some national centres. - Continue supporting coordinated EU-ASEAN response to disasters through participation in joint exercises, such as the ASEAN Regional Forum Disaster Relief Exercise 2013 (ARF DiREx 2013).
