7 Part 2: Politics & Partisanship in a Contentious Era 2C: Bill Clinton and the New Democrats Extreme partisanship grew in the 1990s and beyond as result of talk radio, 24 hour cable news and the culture wars Clinton beat Bush, Perot in the 1992 election as a New Democrat Universal health care failed but Clinton balanced the budget and grew the economy; he also passed NAFTA and welfare reform Clinton was impeached over the Lewinsky scandal but not removed
