Students of the Indira Gandhi National Open University (IGNOU) can now look out for a new advanced programme on human rights for police personnel. The university signed a memorandum of understanding (MoU) with the National Human Rights Commission (NHRC) to develop the new course and update the existing one. NHRC and IGNOU will jointly develop the programme to generate awareness among the judiciary, police personnel, public servants, parliamentarians, universities, colleges and common people. IGNOU admin registrar SK Sharma and NHRC joint secretary JS Kochher signed the MoU on Wednesday at INA, Delhi. IGNOU s Inter University Consortium (IUC) platform and SWAYAM portal will be used for disseminating information on Human Rights to the proposed target groups. IGNOU s regional centers will be used as training centers for spreading human rights education. The material developed will be in the form of e-books and printed books, IGNOU vice chancellor Ravindra Kumar said. Six units of the current programme on human rights for police personnel and the e- content on the IGNOU website will be updated. The programme will aim to simplify the subject by using interactive and multimedia tools so that about 80 per cent of the police force which includes personnel from the posts such as constables to posts such as subinspectors understand.

The units will be more interactive and multimedia tools will be used to make it simple and interesting for the constables to sub-inspector level which constitutes 80 per cent of the Police Force. Training material will be developed for conducting training programmes for the Trainers Training for another existing programme on Human Rights for the Police Personnel. Other officials present during the MoU signing were Asst. Prof. Mansi Sharma, Programme Coordinator, School of Law, IGNOU, Prof. Uma Kanjilal, Director, IUC, IGNOU and Prof. T. U. 10 The Indian Express Complaint based on BARC research: NHRC asks for report on levels of bromate in drinking water The complaint is based on a Bhabha Atomic Research Centre (BARC) report that found high levels of bromate in packaged drinking water in 27 per cent of the samples they tested in Mumbai. Bromate is known to have carcinogenic effects, reduce weight and affect renal function. Written by Tabassum Barnagarwala Mumbai Published:August 2, :47 am The National Human Rights Commission (NHRC) has taken cognizance of a Mumbai doctor s complaint about high levels of bromate in packaged drinking water. The complaint is based on a Bhabha Atomic Research Centre (BARC) report that found high levels of bromate in packaged drinking water in 27 per cent of the samples they tested in Mumbai. Bromate is known to have carcinogenic effects, reduce weight and affect renal function. While the World Health Organization (WHO) limits bromate concentration to 10 microgram per litre in drinking water, the samples tested had 10.7 microgram per litre. The report stressed on the need for the Indian government to lay down standards for bromate, chorite, chlorate and bromide concentration in packaged drinking water under the Bureau of Indian Standards (BIS). The report was prepared in 2015, but with no action on it in the past two years, a Mumbai doctor on July 7 wrote to NHRC to take congnizance of the research. The NHRC has now asked the Food Safety and Standards Authority of India (FSSAI) to submit a report on this in four weeks. In the report, BARC scientists had analysed 18 samples of 500-ml commercially packaged drinking water. In five samples, they found levels of bromate to be higher than international standards. Levels of chlorate and chlorite were found within accepted range. When I came to know about this report, I realised people are at risk of carcinogenic chemicals through consumption of packaged water. Government should have acted on the report, the Mumbai based doctor who filed the complaint said on condition of anonymity. According to Dr V K Pancham, attached with FSSAI (western zone), the permissions for manufacturing packaged water are currently based on IS document 14543, which lists a series of requirements to maintain turbidity, colour, and chemical composition of water. We are not aware of the BARC research, he said. The state Food and Drug Administration (FDA), which routinely samples drinking water from hotels, hawkers and restaurants, has its own criteria for testing water. The levels of bromate are mandated by international standards, not Indian standards, a joint commissioner at FDA said. If ozonisation is used to disinfect water, intake of bromate may range from 120 to 180 microgram in a day for those who consume it.
11 The Times of India city Rape survivors relief case in NHRC Neha Sharma TNN Aug 3, 2017, 12:50 AM IST Chandigarh: A city-based advocate has filed a complaint against the UT administration and State Legal Services Authority in National Human Rights Commission (NHRC) for not releasing the full compensation amount to four rapesurvivors citing shortage of funds following a TOI report. According to the complaint, the minor rape survivors have not been released the money granted under the Victim Compensation Scheme, a gross violation of the Supreme Court orders. Shiv Murti Yadav, who has filed the complaint, said, "I have read that the authority are openly saying they have no funds to pay relief to rape survivors. The matter will come up for hearing in the NHRC in a few days." Mahavir Singh of the State Legal Services Authority said, "We had granted compensation of Rs 31 lakh in total but due to shortage of funds, we could release only Rs 23 lakh to the rape survivors. TOI had also reported that the State Legal Services Authority had written a letter to the home secretary asking to release funds in a particular case whereby Rs 1 lakh had to be granted to rape survivor as per the directions of the Punjab and Haryana high court.
