3 The Missing Person File assists in the location and identification of missing persons by providing a computerized file of individuals who have been reported as missing. The agency holding the missing person report has the responsibility of entering the missing person into the system and to maintain their record in a current, up-to-date status. Purpose of the Missing Person File
4 Agencies must have a case file (electronic or hard copy) on file to support a missing person entry. A record for a missing person who is the age of 21 and over may be entered in the Missing Person File provided the entering agency has signed documentation in its possession supporting the stated conditions under which the person is declared missing. This documentation will aid in the protection of the individual s right to privacy. In the absence of documentation from a parent, legal guardian, next of kin, physician, or other authoritative source, including friend or neighbor in unusual circumstances, or when such documentation is not reasonably attainable, a signed report by the investigating officer will suffice. A record for a missing person who is under the age of 21 must be entered into WACIC/NCIC using one of the appropriate categories within two hours of receipt of the minimum data required to enter the record. A missing person report filed with an agency is sufficient documentation for entering a juvenile in the Missing Person File. All adult missing person records should be entered as soon as possible after a signed missing person report has been taken. Criteria for Entry
5 Missing persons reports should always be completed and entered immediately. There is no time limit. Missing juveniles are required to be entered within 2 hours. This includes persons between the ages of per Suzanne s Law of April 2003 and the Adam Walsh Act of Juvenile missing reports do not require a signed report for entry, although a signed report is always recommended. All reports taken for missing adults, 21 and older, must be signed by the reporting party, or at last resort a police officer, and entered immediately. Entries remain within WACIC/NCIC until the person is located or the entering agency clears or cancels the record. Criteria for Entry
6 An initial police report must contain adequate information to form a base record. Missing person reports should be entered immediately. Police reports should include information on the following: Medical information Personal descriptors Jewelry External body characteristics (scars, marks, tattoos, other external descriptors) Internal body characteristics (missing organs, surgeries, etc.) Dental Information (dental x-rays and charting notes, etc.) DNA information. Call MPU for DNA packet Current photo of person facing cameral with a smile i.e. school picture Agencies may use the available databases through ACCESS to pack the record. To pack the record, agencies should enter all additional scars, marks and tattoos, social security numbers, medical information and identifying characteristics (i.e. jewelry, piercings, etc.) that they may find by inquiring in their local databases, WACIC, NCIC, WASIS, DOL and III. Additional identifying information can make the difference in positively identifying someone. All available information should be entered into the missing person record promptly. Best Practices
7 Disability (EMD)- A person of any age who is missing and under proven physical/mental disability or is senile, thereby subjecting him/herself or others to personal and immediate danger. Endangered (EME)- A person of any age who is missing under circumstances indicating that his/her physical safety may be in danger. Involuntary (EMI)- A person of any age who is missing under circumstances indicating that the disappearance may not have been voluntary, such as abduction or kidnapping. Catastrophe (EMV)- A person of any age who is missing after a catastrophe. Catastrophe victim records may be entered by any agency involved in identifying victims of a disaster, like an airplane crash. No written documentation is required for entry into this category. 8 Juvenile (EMJ)- a person who is missing and not declared emancipated as defined by the laws of his/her state of residence. The EMJ may only be used for juveniles under the age of 18 that do not fit into any other category. Other (EMO)- a person not meeting the criteria for entry in any other category who is missing and 1) for whom there is a reasonable concern for his/her safety or 2) a person who is under age 21 and declared emancipated by the laws of his/her state of residence. The EMO must be used for juveniles between the age of 18 and 21 that do not fit into any other category, as defined by Suzanne s Law 42 USC 5779(c). Missing Person Categories Cont
9 When a missing person record is entered or modified, NCIC automatically compares the data in that record against all unidentified person records in NCIC. These comparisons are performed daily on the records that were entered/modified on the previous day. Automatic Cross-Search with Unidentified Person Records

11 Even though the search only compares the data as shown in the previous chart, records should contain all available descriptive data to further aid in the identification process. Once the comparisons are made, all entering/updating agencies are notified of the results through administrative messages. The $.M. administrative message advises an agency that a possible match(es) has been made on its record. 12 Missing persons entries contain 3 types of data elements: Mandatory Field must be filled. Optional Helpful information used to pack the record but only optional. Conditional Fields that must be entered as sets or specific combinations of numeric and alpha characters. i.e. OLN/OLS/OLY or SOC. Message Key Mandatory Field Enter according to details in the police report. ORI Originating agency identifier Mandatory Field Must be a valid NCIC 2000 assigned ORI. NAM Name of the missing person SEX Male or female Mandatory Field Mandatory Field RAC Race Mandatory Field Must be a valid NCIC 2000 assigned code as listed in the Personal Descriptors Section. POB Place of birth Optional Field Must be a valid NCIC 2000 assigned code as listed in the State and Country Codes of the NCIC 2000 Code Manual. DOB Date of birth Conditional Field HGT/WGT/EYE/HAI Height, weight, eye color and hair color Mandatory Fields Must be valid NCIC 2000 assigned codes as listed in the Personal Descriptors Section. MNP Missing person Mandatory Field This code must be entered as MP if the message key EMD, EMJ, or EMO are used. If the message key is EME or EMI the MNP must be MP or CA. For CA, the victim s age must be under 21 years of age. DLC Date last contacted Mandatory Field This must be a valid Gregorian date the person was last seen. OCA Originating agency case number LKI Linkage agency identifier LKA Linkage case number Mandatory Field Optional Set Law Enforcement will assign a case number to the missing person report. These fields associate incidents that are handled by multiple agencies. MIS Miscellaneous field Optional Field Include clothing description, shoes, type of smoker, possible destination, medication in possession, possible destination, left/right handed, explanation of scar/mark/tattoo, missing body parts recovered. 16 Why provide dental information? For identification purposes of human remains For identification purpose of Amnesia/Dementia/Alzheimer s How do I, as an officer on the street, obtain dental records? Use a form that includes a dental waiver or; Obtain written permission from the reporting party to contact the dentist or; Request the parents contact the dentist and obtain all available dental x-rays and charting notes. When should dental information be provided? As soon as possible! But no later than 30 days from the date of report Dental Requirements
17 Mr. John Nolen was reported missing by his mother in March The unidentified remains were found in the Columbia River in April 1992 with a gunshot wound to his head. Mr. Nolen s dental information was entered at the time of the original entry into NCIC and retained at WSP MUPU. The unidentified was also entered with dental coding in February During the time frame the missing person record was removed from NCIC. In 2012 the Tacoma Police Department Cold Case Unit pulled Mr. Nolen s missing report and discovered that he was still an active missing person. They re-entered the record and WSP MUPU added the dental information from the retained records collected from Mr. Nolen s dentist in (MUPU retains dental on all records, including cleared records, for 99 years.) This resulted in the automatic generation of a dental cross match report ($.M Report) which was sent to WSP, Tacoma PD and the Multnomah County SO. An NCIC $M matching report was generated in August The first ranked record returned from NCIC was the unidentified from Oregon located less than a month after Mr. Nolen was last seen. The physical descriptors were VERY close and the dental coding was nearly identical. The Forensic Odonatologist (FO) sent an to MUPU s group box requesting the dental information on file for Mr. Nolen be sent to the Oregon investigating agency, the Multnomah County Sheriff s Office as soon as possible for comparison. As no records were available in the National Dental Image/Information Repository (NDIR), the manager in MUPU checked NamUs to see if there was an entry for the unidentified from Oregon. The NamUs record contained dental information and included x-rays of the teeth. The x-rays were ed back immediately to the FO to compare that day. The x-ray comparison by the MUPU FO established a positive identification. The identification of Mr. Nolen after over 21 years is a significant accomplishment of the dental process in Washington State. It illustrates the critical component of dental for a missing or unidentified case. Dental coding that is conducted by FO s and then entry into NCIC is crucial in the potential identification of these missing/unidentified records. Congratulations go to the Tacoma Police Department for the successful closure of an extremely cold missing person case and to the Multnomah County Sheriff s Office for the identification and furtherance of a homicide investigation. 18 A missing person record is retained indefinitely until action is taken by the originating agency to clear or cancel the record. When a missing person has been positively identified by partial body parts, the entering agency may maintain the WACIC/NCIC record for future identification in the event additional body parts are recovered.
