14 Cultural Routes : a definition A cultural, educational heritage and tourism cooperation project aiming at the development and promotion of an itinerary or a series of itineraries based on a historic route, a cultural concept, figure or phenomenon with a transnational importance and significance for the understanding and respect of common European values. 27 Cultural Routes : a definition Cultural routes are not business organisations they can be considered as innovation Resolution Res(2013)67 is specific about hubs how routes should go about promoting European identity and shared heritage: o routes lend themselves to long-term European co-operation programmes in the fields of research, heritage enhancement, culture and the arts, cultural and educational youth exchanges, cultural tourism in Europe and sustainable cultural development; o such co-operation mobilises and brings together a large number of individuals, organisations, institutions and structures in Europe, and thereby contributes to the process of European construction.

Crossborderinitiatives have also been set up in recent years, such as European cycle routes orpilgrimage routes, i.e. the Via Francigena and Santiago de Compostela. In addition to supporting the Council of Europe's programme on cultural routes, the EU provides grants for the creation or improvement of European cultural routes crossing several countries and joining them in a common narrative

50 European cultural tourism of the future Position paper proposed by the European Institute of Cultural Routes and Cultural Routes, coordinated by the EICR The European Institute of Cultural Routes and the Council of Europe Cultural Routes would like to propose some elements and reflection concerning the ongoing European Tourism action. Concerning the action aiming at developing a coherent strategy for diversifying the promotion of tourist services and capitalise on Europe's common heritage and the encouragement of the integration into tourism strategies of 'natural' heritage [Actions 1 and 2] Cultural Routes are already addressing the issue of linking cultural and natural heritage and tourism strategies. They are founded on and combine a full range of tangible and intangible heritage: natural, cultural, health, educational, historical, religious, industrial, rural, oenogastronomic, maritime, including underwater heritage.
