2 EU Trust Funds EU Trust Funds are pool funds that are managed by the European Commission: EU TF CAR - Bêkou Trust Fund 15/07/2014 for 60 months - Emergency / post-conflict - Country-focused / multisectoral TF EU Syrian TF - Madad Trust Fund 15/12/14 for 60 months - Emergency TF: response to the Syrian refugee crisis - Regional coverage EU Emergency TF for stability and addressing root causesof irregular migration and displaced persons in Africa - EU Migration TF TF for Africa created on 12/11/2015 in Malta at the La Valletta summit by EC and 25 MS, Norway and Switzerland for 60 months (until 31/12/2020).

4 Identification and formulation of actions Based on agreed upon strategy and frameworks EU Delegations are key Regional / multi-country actions can be identified at HQ level Simplified action documents are put elaborated TF Manager selects actions to be proposed to the operational committee Iterative process between country level and TF units
5 Implementation procedures For all types of TFs (thematic and emergency / postconflict), implementation can be done through the usual aid modalities: grants, procurement (services, goods, works), budget support (GGDC, SBC or SRC), loans; For emergency/post-conflict TF, indirect management is an additional option; Once the action approved by the OC, it is also an option to sign a Financing Agreement with the partner country, if necessary (except for thematic TF).
6 EU Migration Trust Fund Overall objective: the EU Migration TF is to address the crises in the regions of the Sahel and Lake Chad, the Horn of Africa and in parts of North Africa. It will support all aspects of stability and contribute to better migration management as well as addressing the root causes of destabilisation, forced displacement and irregular migration, in particular by promoting resilience, economic and equal opportunities, security and development and addressing human rights abuses.
