11 Form I Measures to provide warning to the population i) The measures taken to provide an immediate and effective warning to the population in relation to all areas identified under paragraph 2 of Article 5." Remark: In accordance with Article 5, para.2: "Each State Party shall make every effort to identify all areas under its jurisdiction or control in which anti-personnel mines are known or suspected to be emplaced and shall ensure as soon as possible that all antipersonnel mines in mined areas under its jurisdiction or control are perimeter-marked, monitored and protected by fencing or other means, to ensure the effective exclusion of civilians, until all anti-personnel mines contained therein have been destroyed. The marking shall at least be to the standards set out in the Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices, as amended on 3 May 1996, annexed to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects". reporting for time period Not applicable
12 Form J: Other relevant matters Remark: States Parties may use this form to report voluntarily on other relevant matters, including matters pertaining to compliance and implementation not covered by the formal reporting requirements contained in Article 7. States Parties are encouraged to use this form to report on activities undertaken with respect to Article 6, and in particular to report on assistance provided for the care and rehabilitation, and social and economic reintegration, of mine victims. IRELAND reporting for time period MINE ACTION One of the largest impediments to rehabilitation and development in post-conflict society is the presence of landmines and explosive remnants of war. Since 1994, Ireland s Official Development Assistance programme - Irish Aid - has been involved in funding humanitarian mine clearance operations, as well as providing support for rehabilitation programmes for mine victims and mines awareness campaigns in affected countries. The mine action programmes supported through Emergency & Recovery Assistance funds are primarily determined by their relevance to the effective delivery of humanitarian assistance in terms of disaster relief and recovery in the field. This connectedness is an essential criterion for mine action funding these funds. Nonetheless, such mine action support in the humanitarian context is entirely consistent with Article 6 of the Ottawa Convention which commits each State party to: (a) provide assistance for the care and rehabilitation, and social and economic reintegration, of mine victims and for mine awareness programmes and, (b) provide assistance for mine clearance and related activities.
13 In, Ireland continued its commitment to international mine clearance and education projects. Funding under the Emergency and Recovery Assistance Programme was as follows:-. Emergency & Recovery Assistance: Mine Action Fund Country Agency Programme Amount (in ) Emergency Preparadness International Halo Trust Demining Project 1,500,000 and Post-emergency Recovery (EPPR) Fund TOTAL 1,500,000 Ireland also provided 40,000 in to the UNMAS Voluntary Trust Fund for Assistance in Mine Action.
