The project aims to develop a shared understanding among APEC economies of the diverse factors which affect the mobility of labour and skills in the region and encourage progress toward APEC objectives. In this project, labour mobility refers to the global movement of workers (physically and virtually) for employment. During the session the economic impact of demographic change, the gender dimension of global labour mobility and labour mobility trends will be discussed. The main objective of this session is to highlight the changes and challenges in regional labour markets and the importance of a regional framework on labour mobility to guide policy responses to these challenges. 10:20 10:40 1. The impact of demographic change on labour supply and economic growth: can APEC meet the challenges ahead? Speaker: Scientia Professor John Piggott, University of New South Wales, Association of Pacific Rim Universities Population Ageing Research Hub, co-author of Demographic Shift and Financial Markets in APEC Annotation: Global projections show that from 2020 to 2030 workforce contraction will accelerate in many developed economies because of population ageing. The purpose of this presentation is to examine the relevance of these global projections to the region and explore the potential role of labour mobility in mitigating the impact of population ageing on economic growth. The presentation is supported by a policy discussion paper on the economic impact of demographic changes in the APEC region. 10:40 11:00 2. Trends and outlook for labour mobility in the APEC region: Issues and opportunities Speaker: Mr Guntur Sugiyarto, Asian Development Bank Annotation: This presentation will provide an overview of labour mobility trends in the APEC region, including the movement of workers from and within the region, issues and new opportunities for mobility. The presentation will also discuss what these trends mean for the broader APEC agenda on regional economic integration, connectivity, inclusive growth and the integration of women in the economy. 11:00 11:20 3. The gender dimension of labour mobility: Progress or regression in integrating women in the global economy? Speaker: Mr. César Hernández Retama, National Institute for Women, Mexico Annotation: In the last few decades, global labour mobility has been characterised by a rising number of female workers who face special social protection issues, particularly in the service and informal sectors. This presentation will examine these issues and policy options for improving labour market outcomes and protection for mobile female workers. 11:20 12:20 PANEL DISCUSSION AND QUESTIONS ON SESSION A Annotation: Panellists will explore ways in which the APEC region could enhance the contribution of labour mobility to inclusive and sustainable economic growth. Key topics to be addressed include the type of policy measures the region should pursue to increase its global competitiveness for labour resources, ease constraints to mobility and mitigate the economic costs of labour force imbalances (shortages and surpluses). What role is there for labour mobility in addressing the big picture labour market challenges faced by APEC economies? Where will the labour shortages be in the future? What are the issues faced by globally mobile female workers? 4 SESSION C: REFLECTIONS ON GLOBAL AND REGIONAL MODELS FOR LABOUR MOBILITY Annotation: In this session, delegates will gain insight into the design, development and implementation of labour mobility frameworks in other APEC regions. Key questions that will be discussed include: What approaches have been adopted by other regions to develop multilateral frameworks on labour mobility? What are the challenges of designing, negotiating and implementing regional frameworks on labour mobility? What opportunities do these frameworks provide to regional economies? What opportunities are there for APEC? 14:40 15:00 1. Why is regional cooperation on labour mobility important? Speaker: Dr Manjula Luthria, The World Bank Annotation: Dr Luthria will briefly discuss the relevance of cooperation in a world that is increasingly characterised by competition for human resources. What actions do regions need to take to keep up competitive advantages and ensure access to resources of strategic importance such as labour? 15:00 15:20 2. Reflection on the ILO Multilateral Framework on Labour Migration Speaker: Mr Nilim Baruah, Regional Office for Asia and the Pacific, ILO Annotation: The draft APEC framework reflects the general principles contained in the ILO Multilateral Framework on Labour Migration to construct a shared regional vision on labour mobility. This discussion will reflect on the general intent of the ILO document and its influence over the past ten years. It will focus on whether there has been a significant global shift to multilateral arrangements on labour mobility in the past ten years? To what extent do multilateral arrangements contribute to regional integration and the development of effective policies on labour mobility? 15:20 15:40 3. Learning from the ASEAN model for labour mobility Speaker: Mr Ricardo Casco, International Organization for Migration Annotation: The ASEAN Economic Community Blueprint aims to facilitate the seamless movement of skilled labour within ASEAN This discussion will shed light on progress, challenges and prospects for achieving the seamless flow of labour and skills across ASEAN economies. SESSION D: CROSS-FORA DIALOGUE ON THE DEVELOPMENT OF AN APEC LABOUR MOBILITY FRAMEWORK Chair: Professor Dong Sun Park, HRDWG Lead Shepherd Annotation: This dialogue will bring together representatives from various APEC working groups and committees to explore options for labour mobility in the region and share their perspectives of the proposed framework. The primary focus will be on the scope and potential of the proposed framework to support broader APEC priorities. The scope of the draft framework cuts across a broad range of APEC goals and priorities, including regional economic integration, inclusive growth, connectivity, integration of women in the economy, financial inclusion, human capital development, trade negotiations and sectoral growth such as in services and tourism. 17:00 17:50 ROUND TABLE What role is there for labour mobility in APEC s long-term vision? Pacific Possible: What model for labour mobility in the Pacific Island region? Speaker: Dr Matthew Dornan, Australian National University, co-author of the World Bank report: Pacific Possible, Labour Mobility: the ten dollar billion prize Annotation: New research released by the World Bank offers insight into possibilities for structural reforms and economic development in the Pacific Island region for the next 25 years. The research finds that the economic potential for labour mobility is expansive and untapped. This presentation will open up discussions on what messages APEC should take from the findings of this research. 16:20 16:40 5. Lessons from the European and Mercosur mobility models Speaker(s): (i) The European model: Ms Yu Fen Fiona Huang, National Development Council, Chinese Taipei. (ii) The Mercosur model: Associate Professor Alberto Posso, Royal Melbourne Institute of Technology University Annotation: The European model has been the focus of most global studies of labour mobility. Its economic benefits, complexities and opportunities for reforms are well documented. The South American model, Mercosur, is also built on the free movement regime and has been the subject of research and policy evaluation. This presentation will briefly discuss the experiences of these two models, focusing on aspects that can support the development of the proposed APEC framework. 3 4
5 DAY 2: Sunday, 19 February 2017 Time Event 09:00 09:15 Welcome, recapping of Day 1 and overview of Day 2 programme Speaker: Mr Malcolm Greening, Australian Government Department of Employment 09:15 09:30 Keynote address 4 (TBC) SESSION E: SHAPING THE DRAFT APEC LABOUR MOBILITY FRAMEWORK Annotation: This session provides a platform for delegates to tease out each element of the draft framework and its capacity to contribute to the objectives of the framework to achieve safe, efficient and effective labour mobility across APEC member economies. It incorporates brief presentations on the key elements of the draft framework as well as panel and open discussions. The sessions main objectives are to identify gaps in the draft framework and explore options for improving the document as a forward-looking and long-term framework for labour mobility in the region. 09: :50 10:05 1. Management of labour mobility (Action 4 of the draft framework) Annotation: Speakers will discuss key issues relating to the management of labour mobility and how the draft framework can be improved to assist APEC member economies in addressing these issues. The topic includes a case study which discusses Canada s skilled and temporary labour migration programs. (i) Achieving effective management of labour mobility in the APEC region Speaker: David Dodwell, APEC Business Advisory Council (ii) Economy presentation - Case study of best practice in labour mobility governance, Canada Speaker: Mr Read Guernsey, Employment and Social Development, Canada 10:05 10:35 2. Employment programs for integrating and reintegrating mobile workers into labor markets (Action 10 of the draft framework) Speaker: Dr Manjula Luthria, The World Bank Annotation: The objective of this presentation is to examine the role of employment programs for integrating and reintegrating mobile workers into labour markets. Economies are encouraged to share best practices during the open discussion session. 10:35 10:50 OPEN DISCUSSION AND QUESTIONS What are the recurrent and emerging issues in the management of labour mobility? What actions should be considered in the proposed framework to facilitate regional cooperation in the management of labour mobility? What are the prospects for developing non-binding APEC principles on labour mobility governance? Moderator: To be moderated by the Session Chair, Mr Mr Malcolm Greening 10:50 11:10 Morning Tea/Coffee Break 11:10 12:00 Session E continued PANEL DISCUSSION: SUPPORTING EVIDENCE-BASED LABOUR MOBILITY POLICY Annotation: One of the main objectives of the proposed APEC Labour Mobility Framework is to support and strengthen evidence-based policy through three pillars: (i) ongoing research; (ii) integrated regional labour mobility database; and (iii) labour market information system. The panel discussion will explore the extent to which these pillars can be incorporated into the proposed framework. What data should be collected and contributed to an integrated regional database? What support can be provided to economies to strengthen their capacity to collect, analyse and disseminate data on labour mobility? 12:00 12:40 3. Social protection of globally mobile workers (Action 5 of the draft framework) Lessons from the Tripartite Action to Protect the Rights of Migrant Workers within and from the Greater Mekong Sub-region (GMS TRIANGLE) Speakers: Mr Nilim Baruah, Regional Office for Asia and the Pacific, ILO and Ms Mai Thuy, Viet Nam Annotation: The social protection of globally mobile workers has been the subject of ongoing policy research and dialogue in APEC and other regions. Many APEC economies have stepped up efforts to extend access to social protection for mobile workers. However, there is more the region can do to consolidate these efforts into a collection of ethical principles and practices to ensure that member economies are meeting labour market demands in a safe and humane way. This presentation will consist of group discussion to examine two case studies of social protection and how they might contribute to the framework s approach to this issue. Open discussion & questions In 2015, APEC Ministers called on the APEC HRDWG to identify policy priorities concerning global workers and address gaps in enhancing their social protection. Is the scope of the proposed framework sufficient to guide effective policy development on this issue? What other options should be considered? Whilst recognising the rights of economies to set employment conditions suitable to their domestic circumstances, can APEC, as a region which share a common vision, benefit from developing a set of regional principles on the protection of globally mobile workers? Regional qualification recognition regime (Action 6 of the draft framework) Speaker: Mr Scott Neil, Australian Government Department of Education and Training Annotation: There is broad global consensus that regional qualification recognition regimes can vastly improve the quality of labour mobility and its contribution to economic growth. In this topic, Mr Neil will discuss the work being undertaken by APEC to develop a regional qualification regime and the extent to which this work might contribute to the development of the proposed Labour Mobility Framework. 14:00 14:30 5. Financial incentives, portability of social security benefits, repatriation of remittances (Action 7 & 8 of the draft framework) Speaker: Dr Manjula Luthria, The World Bank Annotation: Remittances are a main source of investment in SME s and income for millions of poor families in many developing economies. In 2015, developing economies received approximately US$432 billion in remittances. However, high transfer costs and insecurity can diminish the net value of remittance flows. The purpose of this topic is to discuss the extent to which the proposed framework could contribute to multilateral efforts, such as the G20 and Sustainable Development Goals, to reduce remittance costs. It also discusses financial incentives such as taxation and the portability of social security benefits. They expressed support for the G20 initiative and encourage[d] APEC economies to develop and share their own plans to reduce average transaction costs of remittances to five percent. How can the proposed framework take this challenge forward? What are the benefits and policy implications for a regional commitment to a target to reduce remittance costs? What other options or measurable actions should APEC consider to reduce remittance costs? Moderator: 14:50 15:15 Afternoon Tea/Coffee Break SESSION F (RESTRICTED): WHAT NEXT? NEGOTIATING A WAY FORWARD Annotation: Participation in this session is restricted to APEC government officials. The purpose is to allow officials to exchange views about the draft framework at a government level and negotiate actions to take this work forward. The format for this session will take a form of open discussion and questions.
