7 Form F Article 7.1 Status of Programs for Destruction of APMs "Each State Party shall report to the Secretary-General on: f) The status of programs for the destruction of anti-personnel mines in accordance with Articles 4 and 5, including details of the methods which will be used in destruction, the location of all destruction sites and the applicable safety and environmental standards to be observed." Status of programs for destruction of APMs in mined areas (Article 5) Description of the status of programs including: Location of destruction sites At present, mine clearing activities along our southern border constitute a priority, in particular the borderline with Syria, which is the longest land border of Turkey. Details of: Methods The Law on the Tender and Mine Clearing Activities along the Land Border between Turkey and Syria has been adopted by the Turkish Grand National Assembly on June 2009 and approved by the President on 16 June The law provides the necessary legal basis for mine clearing activities along the border between Turkey and Syria. The tender regarding the mine clearance activities is completed. The contractor will be the Turkish MoD. The process of designation of the companies for mine clearance activity is still ongoing. A Sales Agreement which covers Quality Management and Consultancy Support was signed recently between NAMSA and the Turkish MoD. Applicable safety standards Applicable environment al standards 7

12 Form J Other Relevant Matters Remark: States Parties may use this form to report voluntarily on other relevant matters, including matters pertaining to compliance and implementation not covered by the formal reporting requirements contained in Article 7. States Parties are encouraged to use this form to report on activities undertaken with respect to Article 6, and in particular to report on assistance provided for the care and rehabilitation, and social and economic reintegration, of mine victims. State [Party]: reporting for time period from 01 JAN 2010 to 31 DEC The Prosthetic Center at Dicle University in Diyarbakır has been operating as a self-sustainable care center to fit prosthetics and train amputees since 2001, free of charge. The number of the civilian landmine victims (amputees) fitted at the Center in 2008 is 8. -Civilians including mine victims also receive treatment at military hospitals as well as several state and university hospitals. The procedures outlining how civilians can apply for treatment for rehabilitation are described in the internet websites of the Gülhane Military Medical Academy (GATA) and the Turkish Armed Forces Rehabilitation and Care Centre. - The Turkish Armed Forces Rehabilitation and Health Care Centre was opened in April The Centre spans an area of 328,000 square meters and includes a 200-bed rehabilitation hospital, a 50-bed permanent nursing home, and a 50-bed guest house. The Centre also has exercise rooms, pools as well as modern, sophisticated laboratories and workshops in which all kinds of orthosis and prosthesis can be manufactured. -The Centre also provides physical therapy, hydrotherapy, occupational therapy, vocational rehabilitation and speech therapy. -Civilians, including mine casualties, can and do receive treatment at military hospitals as well as several State and University Hospitals. The Turkish Armed Forces Rehabilitation and Care Centre reserves 30 percent of its patient quota for civilians. Furthermore, those civilians who are already under rehabilitation in different hospitals may always receive further treatment at this Centre when regional facilities fall short of addressing their needs. 11
