3 PROTECTION A Despite funding challenges, protection activities such as registration, multi-sectorial support to people with specific needs, legal assistance, counselling to access civil registration/documentation such as birth certificates and residency permits, addressing arbitrary detention, resettlement and community-based protection have continued in However, now five months into the year, less than 18 per cent progress against the targets has been achieved in the areas of access to empowerment opportunities, training on child protection and SGBV and community mobilization and awareness campaigns. Due to under-funding, many refugees will no longer benefit from legal assistance and counselling. For example, some 1,90 refugees detained on charges of attempted illegal departure and/or entry in Egypt will remain in detention centres for prolonged periods with reduced provision of humanitarian and legal assistance. More than 142,000 Syrian children were born in exile since the Syria crisis started. Unless additional funding is received, their births will not be promptly registered and documented, depriving these children of rights and entitlements, and increasing their risk of statelessness. Critical efforts to support national child protection systems, families and communities will be hampered and leave refugee children exposed to further violence, abuse, neglect and exploitation. For example, on a daily basis, 250 women and children in will not be able to benefit from medical, emotional, or legal support and participate in activities to protect themselves and their children from early marriage, sexual harassment and negative coping mechanisms. In, work with underserved youth and adolescents in host communities to alleviate underlying social tensions and empower youth to become agents of positive change will not be possible. Resettlement and humanitarian admission continues to play an important role in providing protection to some of the most vulnerable and at-risk refugees. The refugees with disabilities are at heightened risk of SGBV due to breakdown of traditional coping mechanisms and loss of family members and caregivers. Many Syrian women have become heads of household with the sole responsibility of caring for their children, yet face a daily struggle to find enough money to pay the rent, buy food and basic items and access healthcare. Programmes and projects under the 3RP support women, girls, boys and men to cope with the crisis while advancing gender equality. In,,, and Egypt, sexual and gender-based violence (SGBV) sub-working groups developed standard operating procedures and referral pathways, trained key partners and service providers, and informed the communities about the available services to improve survivors' access to safe, confidential and quality multi-sectoral services. During May, 3,049 women, girls, men and boys at risk of SGBV were supported to access services across the region. However, community-based protection and outreach activities, including efforts to prevent SGBV are impacted with underfunding. In, community-based networks, life skills opportunities and capacity building of communities will no longer be available to 250,000 refugees and members of impacted communities. As a consequence, the identification of women, girls, boys and men with specific needs and refugees most at-risk will not take place in a timely manner and their protection needs will remain undetected and unaddressed. In, programmes on child protection and SGBV protection and response will not be fully sustained without further funding, while livelihoods and resilience activities for SGBV survivors will be delayed or cancelled. 4 FOOD SECURITY - Significant funding shortfalls have meant 1. million people have had their food assistance reduced this year Although significant efficiency gains have been achieved within the Food Security Sector through enhanced targeting, more effective verification, and ongoing adjustment of transfer modalities, serious funding shortfalls are forcing many food security activities across the region to be scaled down or cancelled. In,, and Egypt, voucher values provided to almost 1. million people have been reduced by 30 per cent since January For instance 450,000 refugees residing in ian communities received just USD 18 per month (USD 21 for extremely vulnerable cases) as compared to the planned USD 28. In, the Government stepped in to fill the gap created by humanitarian actors inability to provide assistance in nine camps due to funding shortfalls. Should funding not be forthcoming, further reductions or cancellations of food assistance programmes are inevitable. In in July, during the Holy month of Ramadan, over 750,000 Syrian refugees and Palestine refugees from Syria (PRS) will receive only 50 per cent of the full voucher value needed to ensure sufficient daily nutrition. The provision of regular food assistance to some 1.8 million people is in jeopardy due to underfunding, and partners may be forced to focus solely on safety-net cases such as households with children under five, pregnant and lactating women, the disabled and the elderly. The threats to agriculture could also have long-term repercussions if unaddressed. The crisis is putting increasing pressure on scarce natural resources and the uncontrolled entry of diseased plants and animals from Syria could devastate the region's food chain. As conflict and displacements continue, the lack of funding for agriculture interventions would seriously undermine efforts to protect and restore food security, employment, economic growth, the natural resource base and social cohesion throughout the region. 1 4,270,000 : "I stopped eating so my children can have food. Amal, 2, Rural Aleppo, 2,358,09 Refugees & Local 1,800,755 assisted in 2015 Syrian Refugees 3,980,23 currently registered or USD 4.5 billion USD 1.02 billion received in 2015 WFP/Dina El-Kassaby 7% NEGATIVE COPING MECHANISMS ON THE RISE This month, a new monitoring report found a significant deterioration in food security levels across the five refugee hosting countries over the first quarter of 2015, with 20 per cent of households reporting borderline or poor food consumption - up from 13 per cent during the same period in Furthermore, there has been a severe increase in refugees depleting their assets to meet their food needs, with a sharp increase in the percentage of households employing crisis coping strategies, up from 30 per cent in 2014 to 52 per cent in In, the sale of household goods increased by 50 per cent compared to the previous quarter, with one in four respondents reporting having to sell goods over the course of the previous 30 days in order to cope with food shortages. Whilst food security conditions remained stable in refugee camps across, a staggering impact has been observed among refugees in communities. Some 85 per cent of households are now food insecure or vulnerable to food insecurity up from 50 per cent last year. Both refugee families in and have reported to withdraw their children from school to prioritise their finances to meet their food needs. In Egypt, 37 per cent of refugees said that they had been forced to reduce their number of meals per day after reductions, compared with 28 per cent in 2014, with women disproportionally affected. This is particularly significant, as pregnant women who are malnourished are more likely to both have complications during childbirth and adverse effects on the development of their child. 5 EDUCATION > Education sector only 28 per cent funded, leaving significant gaps in access and quality for Syrian and host community children While education ministries in refugee hosting countries have generally welcomed Syrian children into their education systems and cater for their education needs, there is a profound strain on infrastructure and resources, leading to significant gaps in terms of scaled access and quality. Underfunding has hindered implementation of the full range of activities provided to students and support provided to the national education systems. As of March 2015, approximately 752,000 school-age Syrian refugees are not participating in education which is 57 per cent of the total of some 1,328,000 school age children in the region. Without additional funding, continuation of the programme and scale-up of access to schools will not be possible for the 2015/201 school year. The lack of sufficient and adequate learning spaces represents a major barrier to scale up access to education. So far this year, fewer than 10,500 educational personnel (1 per cent) out of an overall target of 5,000 have been trained, and only 74 schools (15 per cent) out of a planned 482 have been reached with critical construction, renovation or rehabilitation works. The lack of funding further jeopardizes support to out-of-school children. In, through the Makani (My Space) programme, 3RP partners are providing 9,500 children and adolescents out-of-school with a holistic range of services, including alternative education, life skills training and psychosocial support. This programme, without additional funding, might have to be suspended. The Accelerated Learning Programme (ALP) in has only reached 10,000 children so far in 2015, and without extra funds it will not be extended or scaled up for the targeted 90,000 children for the year. Programming for youth and adolescents has been undertaken through very limited and dispersed provision of secondary education, language courses, skills and vocational training, as well as scholarships for higher education. Given that adolescents and youth face particular risks, funding is essential for these programmes to be targeted to relevant age groups catering to the different needs, as well as mainstreamed into Education Sector strategies. Despite of these efforts, an estimated 70 per cent of school-age refugee children are not accessing education. The Temporary Education Centres (TECs), established in both urban areas and camps specifically for the Syrians, have proved to be a positive initiative to address the issue. The centres have enabled nearly 200,000 children to continue education, in their mother tongue and follow the Syrian curriculum. The nature of instruction provided in these centres is aimed at facilitating eventual reintegration of the children into the Syrian education system. Currently, there are some 220 TECs in both camps and urban areas and the establishment of additional centres remains a priority for the education partners. 6 Partners are forced to focus on life-saving activities due to underfunding of the Health With the Health Sector funded at 17 per cent across the region, partners are having difficulty meeting targets in key areas. As a direct consequence of the underfunding, the response will necessarily focus on life-saving activities rather than continued investment in efficient and streamlined services based around Primary Health Care (PHC) centres. The impacts are already evidenced. Almost half way through the year, 1.5 million consultations have been provided to individuals, which is only 29 per cent of the 5.4 million target. In, while needs are able to be met for refugees living in camps, current funding is only available to meet the PHC needs of approximately 40 per cent of Syrian refugees in urban settings. The remaining 0 per cent will have to rely on their own limited resources to access essential primary care, including for chronic diseases and reproductive health care. For example, more than 5,000 women of reproductive age in Azraq Camp will not have access to reproductive health services, including family planning, management of sexually-transmitted diseases and clinical rape management. Among them, more than 500 pregnant women will be lacking ante-natal and post-natal care services. Meanwhile, support to health systems and facilities in the region has also been low, with 78 (14 per cent) of the target 550 facilities assisted so far across the region. Investments in human capacity are also lagging, with around 2,800 (22 per cent) of the target 13,200 health care staff trained across the region. In, the lack of medicines in public health facilities could not be addressed due to inadequate funding, while rehabilitation and provision of medical equipment focused on very few high priority facilities only. It is also estimated that a shortage of funds will lead to 3RP partners being unable to cover essential medications for chronic illness, leaving some 3,200 Syrian refugees in Egypt with increased user contribution fees. In, underfunding has also meant that Early Warning Alert and Response Systems (EWARS) for communicable disease outbreaks are not fully supported. When she arrived in 18 months ago she was pregnant. We left Syria so I could give birth in safety and I had my baby in a private Lebanese hospital. Isra a s voice catches as she remembers. Her son was premature and needed neonatal care. Isra a and her husband sold everything they had in order to pay his medical bills. When the money ran out, Isra a was unable to pay, so she and her baby had to leave the hospital. Isra a looks away, touching her belly tenderly, He died seventeen days later at home. She is anxious about seeing the midwife at the Kfar Sir reproductive health clinic, El Nabatieh. The antenatal care is free here. I heard about the UNFPA women s centre from friends. No practice would accept me and medical care in can be very expensive. I did not know that I could have free reproductive healthcare until I came to the women s centre. At the clinics and women's centres, women like Isra'a receive more than reproductive healthcare. Dedicated staff reach out to women like Isra a, who are traumatized and in need of psychological support to help them cope with loss and enable them to move forward. Isra'a's life as a refugee has been traumatic: "At least the people that work at the women's centre see that we're not bad people. 7 BASIC NEEDS 3 Underfunding means that almost 300,000 families will not receive vital cash assistance to help meet their basic needs While partners in the Basic Needs Sector of the 3RP have increased their efficiencies, particularly through the use of cash assistance, available funds are still not enough to meet all of the most urgent needs. Although more than 83,000 households (some 415,000 people) have been assisted with either one or both of cash assistance or in-kind distributions as of end of May 2015, this still represents only around 30 per cent of those targeted for assistance by the end of In one of the main cash programmes is currently providing 22,500 Syrian families with monthly cash assistance out of an overall target of 30,000 families. This means 7,500 families identified as being severely vulnerable cannot be assisted due to underfunding. Another programme providing cash grants to 50,000 of the most vulnerable children is also at risk after August 2015 if further funding is not received. In, underfunding means that vulnerable Lebanese families will not benefit from extended support to existing safety nets, such as the National Poverty Targeting Plan. Some 35,000 families were identified by the programme, which was appealed for under the Crisis Response Plan (LCRP)/3RP. Without funding, they will not be assisted and may thus be at greater risk of falling into severe poverty. Underfunding in Egypt means that cash grants for basic assistance will be provided to a total of 8,550 households (approximately 34,200 individuals) meaning there will be around 9,000 fewer people benefiting compared to the 43,000 people targeted in the 3RP. In, due to lack of funding, only around,000 families have been reached out of the 50,000 households target for unconditional cash assistance. Winter is just around the corner. However, current funding permits 3RP partners to reach only 9 per cent of the 380,000 households planned to receive warm clothing and heating fuel to endure the winter. As a result, 1.7 million Syrians will be neglected during the freezing season across the region, significantly threatening the living conditions of children in particular. UNHCR/Mohammad Hawari 1,904,095 Refugees & Local 4% 1,21,880 assisted in ,270,000 Syrian Refugees 3,980,23 currently registered or USD 1.02 billion received in ,988 households received core relief items in-kind WINTER CASH ASSISTANCE MAKING A DIFFERENCE TO URBAN REFUGEES IN JORDAN: "Braving the Cold", a newly released report shows that UNHCR's one-off winter cash assistance helped beneficiaries get through the harsh ian winter by keeping them warm. During the winter, a one-off cash supplement was provided to 30,000 of the most vulnerable Syrian refugees living outside of camps. Winter cash assistance was paid in two categories and based on an agreed standard set by the humanitarian community in. The lowest amount, approximatively USD 7, was paid to those already receiving regular cash assistance. The highest amount, approximatively USD 120, was paid to those who had been identified as eligible for regular cash assistance but were on the waiting list. A survey assessing the impact of the intervention, carried out by UNHCR and its partner, International Relief and Development, shows that funds have been used to meet winter needs. Some 87 per cent of the respondents stated that the assistance was spent directly on expenditure induced by winter, including gas refills - the largest expenditure at 31 per cent - followed by clothes and shoes (21 per cent), gas cylinders (19 per cent), heaters (18 per cent) and blankets (10 per cent). Jameela, pictured above with two of her children, is a widow, with six children who fled Aleppo three years ago. Both her and her 25- year old daughter work informally in a factory, removing the green tops from carrots that leave her palms permanently stained. Her 14-year old son has dropped out of school to work. Her life is harsh; "If it wasn't for this cash assistance, we wouldn't have managed'', she said. Jameela used her winter cash assistance to immediately buy a large carpet to insulate the floor in the room where she sleeps with her six children. The rest she spent on a gas heater and warm clothing for her children. 8 REGIONAL MONTHLY UPDATE - May 2015 SHELTER C Around 201,000 targeted households (some 1 million people) have not yet been reached with shelter assistance this year Across the region, there are some 3.52 million refugees living in communities, with another 40,000 living in camps. The 3RP s overall strategy for the Shelter Sector is to improve private dwellings and local neighbourhood facilities to help build the resilience of refugee hosting communities, while also maintaining and promoting a healthy living environment and investing in more sustainable infrastructure in camps. However, with funding only at 15 per cent across the region, the Shelter Sector has achieved only 24 per cent of its target for assistance to households outside of camps, and 22 per cent of its target for assisting refugee households inside camps. Underfunding will have a direct impact on the vulnerability of Syrian refugees, pushing even more people to adopt negative coping strategies, reducing food expenditure to pay for rent, working illegally and therefore risking deportation, returning to Syria, or moving from the community into camps. In, 25 per cent of Syrian refugees in have already being identified as severely shelter vulnerable and 50 per cent highly shelter vulnerable according to the Vulnerability Assessment Framework (VAF) Baseline Survey. Refugees report shelter as their single most pressing need, and the search for shelter is now one of the key sources of tension between Syrian refugees and ian host communities. In, the latest shelter survey shows that 55 per cent of the refugee population (around 0,000 people) live in poor shelters in informal settlements and substandard buildings. While these refugees are exposed to wind and rain, and underfunding has limited the ability to implement weather-proofing measures. In, both for camps and out-of-camp refugees, underfunding could lead to reductions in targeted shelter repairs and upgrades which means refugees would be living in sub-standard shelter. 1,27,99 Refugees & Local 288,350 assisted in ,270,000 Syrian Refugees 3,980,23 currently registered or USD 1.02 billion received in 2015 UNHCR/ WITH NO END IN SIGHT TO THE CRISIS IN SYRIA, THE MIDDLE EAST IS FACING AN UNPRECEDENTED SHELTER CRISIS - NEW REPORT A new report by the Norwegian Refugee Council (NRC) entitled 'No Place to Call Home' report finds one in five Syrian refugee households in living in shelter which does not offer them basic protection from the elements, and many more live in sub-standard housing conditions with inadequate toilets and kitchens. Similarly, almost half of the refugees in live in inadequate housing conditions. For the vast majority of refugees who live outside camps, rent is by far the largest single expense they face. In order to cope, many refugee families are forced to take on increasing debt, or send their children to work which means they miss out on education. Most share accommodation with other families to keep up with the rent. In, more than half of all families assessed by NRC share accommodation to save costs, while in it is estimated that between one third and a half of refugee families share accommodation. Many refugee families are at risk of forced eviction or exploitation by landlords, because they lack written rental agreements. Up to 20 per cent of refugee families in do not have any form of contract, with some 10 per cent under immediate threat of eviction. In, only 15 percent have written agreements. Up to 98 per cent of those evicted in did not have a contract. The lack of rental contracts has in turn implications for registration, access to services and residency. 9 Lack of funding puts at risk water and wastewater services for refugees and host community members WASH B TRANSITION TO PERMANENT WATER SUPPLY SYSTEMS REMAINS CHALLENGING IN ERBIL: The sector has continued to deliver WASH services at scale in the refugee camps in and, while providing basic WASH services in the most vulnerable communities, including informal settlements in. Such scale will not be maintained with only 28 per cent of the sector needs being funded. In a region which is already one of the most water insecure in the world and where water needs will increase with the hot weather conditions in the coming months, low levels of funding will have an impact on access and quality of WASH services for both refugees and host community members alike. Many water and sanitation projects in host communities, where 88 per cent of refugees across the region live, will not be implemented if further funding is not received. Low implementation rate of these projects will continue to hit hardest the most vulnerable families, particularly where there was low coverage of WASH systems prior to the crisis. In, water and sanitation projects in host communities have been postponed, meaning less water is delivered to families, which results in lower water consumption for families who cannot afford to supplement their water supply. It is estimated that WASH service provision for three million refugees and residents of impacted communities are in jeopardy. The WASH programme in has received around 25 per cent of its USD 209 million appeal. If further funding is not received activities to ensure provision of WASH services in the increasing number of informal settlements and other collective sites will be severely impacted. Larger settlements would be prioritized, while smaller informal settlements would be neglected. In, limited availability of funding has meant that WASH efforts remain predominantly focused on providing, operating and maintaining critically required services and facilities in camps, with a more limited focus on the needs of non-camp refugees and host communities. Chronic underfunding for water networks in camps means that high recurrent cost for water tankering continues, and raises equity concerns in camps for access to water. Azoor is 13 years old and in the mornings he attends school in the camp, but in the afternoons he works to help his family survive. In all of the four camps in Erbil Governorate, the transition to complete, permanent, safe water supply and sanitation systems, benefitting at least 19,000 Syrian refugees is ongoing, but remains a challenge due to funding constraints. 10 At just per cent, the Livelihoods & Social Cohesion Sector is critically underfunded across the region The consequences of underfunding the Livelihoods and Social Cohesion Sector can compound already existing vulnerabilities of individuals and communities, and the capacities of institutions to respond. The large Syrian refugee population entails increased competition for housing, employment, land, access to resources and services. In the case of, Syrians compete with some of the poorest ians for lowpaid casual jobs in the informal employment sector that accounts for approximately 44 per cent of employment in the country. Syrian refugees, as well as ian host communities, perceive the competition over employment and income-earning opportunities to be a source of social tension. Limited funding is preventing partners in the Livelihoods Sector from replicating and expanding successful initiatives in host communities. Due to serious underfunding, livelihoods programs in cannot be taken to scale, with only one per cent of the target population reached by the response. For instance, there are only two livelihoods partners implementing small-scale programming in Tripoli city, where 57 per cent of the residents are deprived. In, the underfunding of livelihoods interventions in 2015 risk imposing an additional burden on state-building and public finance in the adverse economic environment. It could also increase the risks of significant deterioration in the relationship between hosts and displaced people. Another source of tensions across the region stems from competition and pressure on public services. Social cohesion/stability interventions within the 3RP aim to alleviate this source of tensions by complementing interventions of other sectors targeting public services. If the municipalities and service providers do not receive additional funding to strengthen and expand services in areas such as waste management capacity, the situation will become even worse, including threatening public health. UNHCR 39,452 Refugees & Local 20,71 assisted in ,270,000 Syrian Refugees 3,980,23 currently registered or USD 1.02 billion received in ,139 individuals assisted to access wage employment opportunities 5% REGIONAL HIGHLIGHTS: In, surveys measuring the skills sets of residents living in refugee camps in the Erbil Governorate were conducted. These results will be combined with an assessment on local labour markets and the business environment in camps before the end of July. The objective of these combined assessments is to build on the model of sustainable camps by providing detailed information on skills and capacities already existing among camp populations, on local labour market opportunities and the markets for goods and services within the camps. There is a movement of refugee populations from non-camp settings into camps, partially explained by the living costs for refugees outside of camps as well as by the lack of livelihoods opportunities available for low to medium skilled workers. While continued humanitarian relief is needed for the most vulnerable refugees, the need for enhancing beneficiaries self-reliance should be adequately addressed by providing Syrian refugees and the host community members with income generation activities and training to increase their employability. In, a skills mapping exercise to assess the occupational skills of the Syrians under temporary protection in Gaziantep and Şanlıurfa was conducted. The target groups of the field survey are (i) Syrians under temporary protection outside of camps and (ii) related NGOs, public institutions, businessmen associations and chambers in Gaziantep and Şanlıurfa. The survey was composed of (ii) face-to-face interviews of a total of 4,000 respondents (1,992 Males and 2,008 Females) from 1,000 households and (ii) 24 in-depth interviews with the target groups ( in Şanlıurfa and in Gaziantep). The exercise has been finalized and reached up to 4,000 individuals both in Gaziantep and Şanlıurfa Provinces. Its focus is on industrial and service sector and results of the exercise will feed into the pipeline projects which aims at enhancing vocational and occupational skills of the Syrians under temporary protection and their integration into the local labour markets. In Egypt, an exhibition of handicrafts and food was held in late May at El Mosta'abal Club, organized by Syrian women from Damietta. The women had the opportunity to market their products and expand their customer circles at the exhibitions.
