4 I. Part presentation. A. General Information of My Country Lao People s Democratic Republic (Lao PDR.) Lao PDR. is a Land Linked Country in the Heart of Southeast Asia Encompassing Square kilometers Lao PDR. has a population of Approximately 6.8 Million People with a growth Rate of 2.0% Square Kilometer The Lao Population comprise three Main ethnic The Official Language of the Lao PDR. is Lao. The attraction of Lao PDR. Smallest and perhaps least known of the Mekong countries, Once known as the land of a Million Elephants Lies in its quiet, traditional character and the glimpses it affords of Old Asia. Bordered by Yunnan and Myanmar to the North, Vietnam to the East, Thailand to the West and Cambodia to the South. Border Length of 5083 Km. - Myanmar 235 Km - Cambodia 541 Km - China 423 Km - Thailand 1754 Km - Vietnam 2130 Km The economy base is agriculture accounting for 50 % of GDP. Lao PDR is sole land-locked Country In South East Asia. The relative lack of funds and the country s lower level of development make it important for Lao PDR to have access to efficient transport for goods distribution. This is crucial for sustaining growth and reducing poverty in Lao PDR. 4

Socio Economic and Demographic Situation Laotian Economy continued to achieve a high and sustained Economic growth with annual average GDP growth at 7.5 percent in The preliminary Estimate of per capita GDP for the year is 1531 US Dollars. Life expectancy at birth is estimated to 61 years (Male = 59 and Female = 63 years) Population density, Persons / Sq. km. = 23.7 Urban Literacy (Aged 15+) = 89.3 % Male Literacy = 82.5 % Female Literacy = 63.2 % 5
6 II. Mode Transport and Historic. 1. Mode Transport in Lao PDR. Although Transport demand is growing at about 20% per Year to support all overall Economic Growth of about 6% per year The road network carries about 90% of Fright and 80% of passenger traffic. River Transport caters about 6% of the local freight ton Km and 15% of passenger km. The Domestic Air Transport is small in volume but growing, Domestic Air Transport play a crucial role in linking urban areas, and otherwise in accessible parts of ASEAN Countries, For example: Vietnam, Cambodia, Thailand and Singapore. China and Korea. The Railway network carries about 1% of passenger traffic. 6
7 2. Historic Railway in Lao PDR. Railway operation in Lao PDR are limited to a little know ancient 8 km long railway at Muang khong on the Mekhong island near the Cambodia border. It was used carry board around the Kong fails but was abandoned in 1925 A 5 km long Railway embankment was must later construction toward the Vietnamese border. Probably for the purpose of transporting military equipment. 7
8 III. The Singapore-Kunming Rail Link The Government is increasing by replacing the objective Land Locked by Land Linked. The Singapore Kunming Rail Link have among the six routes. The Consultant recommended Route No. 1 has the highest social economic impact namely Cambodia, Lao PDR and Vietnam. 8

11 IV. Policies of the Trans Asian Railway in my Country. The recent year the Lao government has opened up the country to the outside world for development. In addition to improve the role of Railway in transportation. Modernization of the railway with a view not only to improving the efficiency of supply but also cost is extremely for increasing it s attractions Furthermore the liberalization of the international railroad transport service would largely contribute to the reduction of transport cost and as key areas to improve the role of railway in transportation efficiency is redated for the overall economic situation in the country and also benefit the environment because road users do not pay financial cost of environment damage. In Lao PDR the change needed to construction railway of friendship bridge (11Km Mekong River) we have only 3,5 Km from the middle of Friendship Bridge and now we have the beginning construction 7,5Km, from the first station to Vientiane station, this project as apart of super line of South-East Asia connecting Singapore- Kunming Railing far south of Malaysia peninsula through Malaysia, Thailand with Vientiane Capital of Lao PDR. Aim to establish the network of train with Vietnam, China, Cambodia and the Korean peninsula with Vientiane as the Center of the Rolling Stock and Depot Railway Transportation. The Short Spur line Railway Singapore Kunming a Rail Ling will be connected Asian counties to TRANS ASIAN RAILWAY NETWORK. 11

14 V. Planned Policies Neighboring Connect Point Railway Network in LAO P.D.R for linking TRANS ASIAN RAILWAY NETWORK in future. 1. Nongkhai Vientiane Capital ( Lao Thai Border ) 11 KM 2. Vientiane Thakhaek Mu Gia ( Lao Vietnam Border ) 450 KM. 3. Vientiane Luangphabang Boten ( Lao China Border ) 417 KM. 4. Mukdahan ( Lao Thai Border ) Savannakhet Lao Bao Dong Ha ( Lao Vietnam Border ) 222 KM. 5. Thakhaek Savannakhet Pakse Vungtua ( Lao Thai Border ) 345 KM. 6. Pakse VoernKham ( Lao Cambodia Border ) 150 KM. 7. Progress of Container Yard ( CY ) will be dry Port in future in Lao P.D.R Can Connect with Thailand and Vietnam dry Port, etc. 14
15 VI Condition to set up Lao Railway on the Tran-Asian Railway Network Member of the Intergovernmental on the Tran-Asian Railway Network Ratification, Acceptance on 29 March Instrument of Acceptance the Protocol 6 on the railways border and interchange Station on 24 January Member of Singapore-Kunming Rail link. 15
16 VII. Conclusion. According to expert observations, There is an Urgent need For the Government and private Sectors To catch up with their competitor from other Asian Countries in Term of role of Railways in transportation sector in Lao P.D.R and Trans Asian Railway Network, for the missing links and Spur line of the project Singapore Kunming Rail link Project in Cambodia, Lao P.D.R, Myanmar and Vietnam Countries. In addition the Lao Government is increasingly replacing the objective Landlocked by land linked Country. The study Show that ( CY ), Dry Port in future make business objectives by the Process of Railway born in Lao P.D.R side. In addition, ( CY ), Railway in future Pay to demand gets regulated by availability for Supply of Service. 16
