Between 23 rd February and 4 th April, the SBI team of MARKT 01 received / answered approximately 80 requests via and phone calls 5. In term of categories, the following objectives were set: Members categories Number of members Member States 27 (MS) Regional and local authorities & their representatives 8 (LA) Social business and organisations representing or supporting them up to 24 (SB) Banking and finance sector up to 8 (FS) Academic and think tank sector up to 8 (ATT) Total members maximum 70 This implied a perfect balance between public bodies (27 Member States + 8 local authorities) and private bodies. 6. We received applications before and after the deadline. Applications came in well after the deadline, but for the sake of this report, only those which arrived before Friday 20 th April are taken into account for our statistics (date of completion of members' list). 7. DG MARKT received 245 applications, 240 of which from nationals of Member States (98 %), 95 % from applicants outside Belgium, 39 % from women. Out of the 240 applications, 42 (17,6 %) were invalid (deadline not respected, format required not met or application in personal capacity of people outside the academic or research category)..

Main elements to be noted: More applications from southern EU than from the North Few applications from East-European countries (especially Poland) 10. In order to select the members, we set up a jury of 11 colleagues, from DG MARKT, DG ENTR, DG EMPL and BEPA, who assessed in pair all the eligible applications on April 11 th and 12 th. A final selection was done by 6 colleagues from these 4 Commission services on Friday 20 th April. 2

3 11. In order to select the members, we kept the 84 applications which received a minimum of 60 points (out of 100). Category by category, we then selected the best applications. 12. In a second stage, in order to ensure gender and geographical balance (as stated in the call for applications), we went into more detail and selected more women than pure arithmetic had decided, and adjusted each category and the group as a whole according to the overall objective of geographical balance. 13. Unfortunately less than 8 valid applications from local authorities were considered as good enough to be part of the GECES (score above 60 points). Five of them have been selected, allowing to allocate more members to other categories, taking into account the high quality of applications. 14. In July 2013, when Croatia will become full Member of the European Union, Croatia will send a member to GECES. Anticipating this change in 2013, and since there will not be any call for applications before 2015, the Commission decided to add one extra member to the GECES. Therefore, 44 members were selected through this call for applications. 16.
