1 Minnesota State Lottery Second Chance Promotion 2018 Powerball Second Chance February 6, 2018 Amended: February 16, 2018 Amended: March 15, Name of Promotion The name of this promotion is 2018 Powerball Second Chance Definitions A Powerball Second Chance means the Second Chance promotion for which the Powerball Lotto game provides eligible entries. B. The Lottery means the Minnesota State Lottery. C. Minnesota Second Chance Promotion or Second Chance Promotion means the drawings conducted by the Lottery in conjunction with the 2018 Powerball Second Chance Promotion. D. Players Club means the registered database located on mnlottery.com Duration A. The 2018 Powerball Second Chance Promotion will begin at 5:00:00 a.m. Central Time ( CT ) on February 6, 2018, and conclude at 11:59:59 p.m. CT on March 5, Entries must be received by 11:59:59 p.m. CT on March 13, Eligibility A. A person may enter the Second Chance Promotion by becoming a member of the Players Club and supplying all of the required registration information and entering the 13-digit entry code that appears on the front of the Powerball Lotto game ticket under the words Second chance to win up to $100,000! Enter at mnlottery.com/powerball by 3/13/18 for your chance! on tickets printed from February 6, 2018, through March 5, Entries must be received by March 13, B. Players will receive one (1) entry for every play purchased on any one (1) Powerball Lotto Game Ticket. 2 purchased a qualified Powerball Lotto Game Ticket for which the player paid two dollars ($2.00) for one (1) play, the player will receive one (1) entry. If a player has purchased a Powerball Lotto Game Ticket for which the player paid ten dollars ($10.00) for five (5) plays, the player will receive five (5) entries. Adding the Power Play option to a Powerball Lotto Game Ticket will not earn an additional entry. C. Only one (1) winner per household is allowed. D. Employees (including immediate family residing in the same household) of the Lottery, employees (including immediate family residing in the same household) of any company that is not eligible to receive a prize from the Lottery pursuant to law or a contract with the Lottery, and all other persons prohibited by law are ineligible to participate or receive a prize from this Second Chance Promotion. E. A person who submits an entry must be 18 years of age or older. F. The Lottery is not responsible for delayed, lost, or misdirected electronic submissions made through the Internet. G. A person may enter more than once; however, the player may use only one (1) unique 2018 Powerball Second Chance entry code per entry. Multiple entries using the same entry code and entries made via automated computer scripts or other programming techniques will be disqualified. H. A person may be selected only once in the 2018 Powerball Second Chance Promotion Drawing. I. A player who uses an entry code as an entry in this Second Chance Promotion that has previously been used in any other Minnesota Lottery Second Chance Promotion or contest will be considered ineligible. J. By participating, players agree to these official rules and to the decisions of the Lottery which will be final and binding in all respects. K. An entry will be considered invalid if it does not meet all of the requirements for eligibility stated in this section. 3 5.1. The Second Chance Promotion Drawing A. To enter the 2018 Powerball Second Chance Promotion, a player must enter an entry code via the process described above. The Lottery will conduct one (1) Second Chance Promotion drawing. The eligibility and schedule for the drawing are described in the table below. A Lottery representative will draw forty (40) total winners for the following prizes: One (1) $100,000 cash prize plus a Powerball t-shirt One (1) $50,000 cash prize plus a Powerball t-shirt Two (2) $25,000 cash prizes plus a Powerball t-shirt Thirty-six (36) $2,000 cash plus Powerball t-shirt prizes The Lottery reserves the right to substitute prizes for any reason, including based on availability. D. The first entry drawn in the drawing will receive $100,000 cash plus a Powerball t-shirt. The next one (1) entry drawn in the drawing will receive $50,000 cash plus Powerball t-shirt. The next two (2) entries drawn in the drawing will each receive $25,000 cash plus a Powerball t-shirt. The next thirty-six (36) entries drawn in the drawing will each receive $2,000 cash plus a Powerball t-shirt. 4 E. The odds of being selected in the drawing are dependent on the number of entries received. F. A list of all prizewinners will be posted on the Contest Winners page of mnlottery.com following the drawing and after prizewinners have been verified. The list will remain on the Contest Winners page for the duration of the Claim Period (as defined below). G. By entering this sweepstakes, prizewinners consent to full use of any and all information they provide on the entry form for publicity, public relations, and content creation purposes, including on the Lottery s social media channels and mnlottery.com, by the Lottery. Prizewinners may be required to execute an Affidavit of Eligibility form and appropriate releases and authorizations. Refusal to do so may result in forfeiture of any prize won. H. A prize won in a Second Chance Promotion may not be assigned or transferred to another person. Federal, state, or local taxes on any prize are the sole responsibility of the prizewinner. All applicable federal, state, or local laws apply. I. Promotion questions may be referred to the Lottery at (651) , option 2, or lottery@mnlottery.com Claiming Prizes Each person whose entry was selected in the Second Chance Promotion drawing to win a prize valued at $600 or more must fill out and submit a claim form to the Lottery. In the event that the claim is not validated by the Lottery, the claim will be denied and the player will be notified immediately. The winner of the $100,000 cash plus a Powerball t-shirt prize must fill out a claim form and present it at the Lottery s main office in Roseville, Minnesota. The winner of the $50,000 cash plus a Powerball t-shirt prize must fill out a claim form and present it at the Lottery s main office in Roseville, Minnesota or any Lottery regional office. If a prizewinner is delinquent in the payment of Minnesota state taxes or owes a debt as defined in Minn. Stat. 270A.03, subd. 5, the amount due will be deducted from the value of the prize including, but not limited to, the cash portion of the prize, and the cash value of the merchandise or Minnesota Lottery Rules for Second Chance Promotion 2018 Powerball Second Chance Effective 02/06/18 Page 4 of 6

5 non-cash prizes. If the prizewinner owes a debt as described above, they will be given thirty (30) calendar days from the date the Lottery informed them of the existence of a debt in which to fully satisfy the debt, as determined by the Minnesota Department of Revenue. In the event that the prizewinner fails to completely satisfy the debt within 30 days, the Lottery will liquidate the non-cash prize and forward any proceeds received to the Department of Revenue to satisfy or partially satisfy the debt on the prizewinner s behalf. If any cash remains after the Lottery has forwarded the proceeds of a non-cash prize to the Minnesota Department of Revenue, the prizewinner will be awarded the remaining cash Claim Period All prizes in this Second Chance Promotion must be claimed within one (1) year of the date of the drawing at which the prize was awarded. If, however, the one (1) year deadline is a Saturday, Sunday, or legal holiday, a claim must be submitted by the close of business the following business day. The Lottery reserves the right to substitute prizes based on when the prize is claimed during the claim period. The Lottery will post the end of the claim period on mnlottery.com. Questions may be referred to the Lottery at (651) , option 2, or lottery@mnlottery.com Allowance for Delay of Payment The Lottery may delay payment pending a final determination by the Lottery under any of the following circumstances. A. if a dispute occurs or it appears likely that a dispute may occur regarding the prize; B. if a dispute occurs or it appears likely that a dispute may occur regarding the ownership of the entry; C. if there is any question regarding the identity of the claimant; D. if there is any question regarding the validity of the entry or the claim presented for payment; or E. if the claim is subject to any reduction for delinquent debts owed by the claimant under Minn. Stat. 349A.08, subd. 8. No liability for interest for any delay shall accrue to the benefit of the claimant pending payment of the claim. Emergency Termination If, for any reason, it is not possible to run all or any part of the Second Chance Promotion as planned due to, without limitation, errors in these official rules or advertising for this promotion, tampering, unauthorized intervention, fraud, technical failures, human error, or any other cause beyond the control of the Lottery that, in the sole judgment of the Lottery, could corrupt or affect the administration, security, fairness, integrity or proper conduct of this promotion, the Lottery reserves the right, at its sole discretion, to cancel, terminate, modify or suspend the promotion Governing Law By submitting an entry to the Second Chance Promotion, a person agrees to comply with and abide by these game procedures: Minn. Stat. 349A (State Lottery); Minn. R (Lottery Prize Payments); and all final decisions of the Director of the Lottery. All applicable federal, state, or local laws apply.
