1 Language Assistant to the Resident Twinning Advisor for EU- Twinning Project (Closing Date: 11/10/2017) - Twinning number: MD 14 ENI AG EU project positions The Language assistant to the Resident Twinning Adviser (RTA Language assistant) is sought for an EU Twinning Project Capacity building of the Moldovan Agency for Intervention and Payment in Agriculture (AIPA) for the application of EU norms and standards for the administration of ARD support schemes The EU Twinning Project MD 14 ENI AG is a joint project between the Agency for Intervention and Payment in Agriculture (AIPA) of the Republic of Moldova, on one side and a consortium formed by Agrarmarkt Austria (AMA) of the Republic of Austria, the State Agriculture Intervention Fund (SZIF) of the Czech Republic and the Agency for Restructuring and Modernisation of Agriculture (ARMA) of the Republic of Poland, on the other side, financed by the European Union in the framework of the ENPARD MOLDOVA Support to Agriculture and Rural Development. The overall objectives of the EU Twinning Project MD 14 ENI AG are to support the Ministry of Agriculture, Regional Development and Environment in improving its financial capability and governance to implement the Agriculture and Rural Development policy objectives and to strengthening the institutional capacity of the AIPA to administer Agriculture and Rural Development support measures in line with EU norms and standards. I. Key tasks of the RTA Language Assistant: Provide satisfactory translation and interpretation (Romanian-English) on agricultural and Rural Development matters during working meetings, project steering meetings, seminars, workshops, etc. Translation of relevant written material with relation to the project from Romanian

2 to English and vice versa Interpretation during missions, meetings, trainings, conferences and other project events Assistance in the organisation of the short term experts missions, trainings, conferences, meetings in Moldova and participation in study visits to Austria, Czech Republic and Poland Updating the project share point website Team work with the assistant and if necessary providing office management support and project related activities Support the compilation of documents for project documentation, presentations and reporting II. Requirements for the candidates: RTA Language Assistant funded by the EU Twinning contract may not have or recently (at least during the 6 months preceding his/her recruitment) has had any contractual relation with the Ministry of Agriculture, Regional Development and Environment (MARDE), Agency for Intervention and Payment in Agriculture (AIPA) or administrative body of the Republic of Moldova Be of Moldovan nationality or having valid residence and working permits University degree Excellent command of written and spoken English language Be a skilled technical translator/interpreter in relation to Agriculture and Rural Development Excellent computer skills (especially: MS Office, Word, Excel, Power Point) Excellent inter-personal and communication skills Capacity to work in a multi-cultural environment Ability to draft concise reports of meetings and summaries of longer papers, including economic or financial analyses, quickly and accurately Understand and respect all confidential classifications (both of a government or trade nature) of any government or trade documents, statements or other information he/she may be given during the exercise of his/her duties The following will be considered as an asset: Knowledge of German Experience in international projects esp. in the field of Agriculture and Rural Development is an advantage (EU and international donor funded projects) III. The work conditions: The selected person will be a self-employed independent consultant under a Service Contract and will undertake full responsibility for the payment of all taxes and obligations deriving from the legislation in force in the Republic of Moldova, including for those related to medical and social insurance. The RTA Language Assistant will carry

3 his/her duties and tasks on the base of contract concluded with the Contracting Authority the Agrarmarkt Austria (AMA) of the Republic of Austria. Duration: 14 months Working hours: Fulltime, Monday to Friday from Location: AIPA, Twinning office, 162 Stefan cel Mare, 17 th floor, MD-2004 Chisinau Starting: 23 rd of October 2017 Remuneration: Euro/month (gross value, indirect taxes not included) IV.
