1 GENERAL INFORMATION TRAINING PROGRAMME ON RENEWABLE ENERGY: MICRO HYDRO POWER FOR RURAL DEVELOPMENT IN ASEAN REGION held in cooperation of: The Government of the Republic of Indonesia, The ASEAN Foundation and The Non-Aligned Movement Centre for South-South Technical Cooperation (NAM CSSTC) Bandung, Indonesia, June

2 INTRODUCTION Renewable energy is energy which comes from natural resources such as sunlight, wind, rain, tides, and geothermal heat, which are renewable (naturally replenished). Climate change concerns, coupled with high oil prices, peak oil, and increasing government support, are driving increasing renewable energy legislation, incentives and commercialization. New government spending, regulation and policies helped the industry weather the global financial crisis better than many other sectors. According to a 2011 projection by the International Energy Agency, solar power generators may produce most of the world s electricity within 50 years, dramatically reducing the emissions of greenhouse gases that harm the environment. The Government of Indonesia, Ministry of Energy and Mineral Resources in cooperation with the ASEAN Foundation and the Non-Aligned Movement Centre for South-South Technical Cooperation (NAM CSSTC) is planning to share its experience with ASEAN member countries through Training Programme on Renewable Energy: Micro Hydro Power for Rural Development. PURPOSE The purpose of the Course is to provide the participants from ASEAN countries with opportunity to improve their knowledge and techniques in the field of renewable energy. The Course shall also provides participants with opportunity to exchange ideas, information and experiences among themselves. OBJECTIVES The objective of the training programme is to provide participants with basic knowledge of micro hydro technology and its implementation in rural area. DURATION, LANGUAGE AND CURRICULUM The Course shall be held in Bandung from 18 to 25 June, and conducted in English. The basic curriculum of the course as follows: 2

3 1. introduction to renewable energy; 2. introduction to micro hydro development; 3. basic knowledge of technical aspects (mechanical, electrical and civil engineering); 4. rural community preparation (social development); and 5. sustainability issues. METHODOLOGY 1. Class Session: The session to be conducted using adult-learning methodology. There is no instruction but knowledge-sharing approach is applied. 2. Field Session: Field study to the best practice of micro hydro power plant will be important part of the Training Programme. TRAINERS Both class and field sessions will be facilitated by the professional trainers from the Ministry of Energy and Mineral Resources of the Republic of Indonesia, the Association of Hydro of Bandung and their associates. NUMBER OF PARTICIPANTS The course shall be attended by 20 (twenty) participants from 10 ASEAN member countries: Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Viet Nam. QUALIFICATION FOR APPLICANTS Applicants for the Course are: 1. to be nominated by their respective Governments in accordance with the procedure stipulated in item 1 on Application Procedures 3

4 2. to be presently engaged in the area of energy supports for community development; 3. to have practical experience at least 1 (one) year in the area of energy supports for community development; 4. to have basic knowledge in the area of energy supports for community development; 5. to be under forty five (45) years of age; 6. to have good command of spoken and written in English; 7. to be in good health, both physically and mentally, in order to complete the Course; 8. due to the tight schedule of the training program, pregnancy is regarded as disqualification. APPLICATION PROCEDURES 1. Government's nomination should be submitted through diplomatic channel (Indonesian Embassy) enclosing two copies of completed Nomination Form not later than 18 May 2012, and to the implementing agent: Non-Aligned Movement Centre for South-South Technical Cooperation Jl. B-10 No. 6, Kota Baru Bandar Kemayoran, Jakarta 10610, Indonesia office@csstc.org Phone: +62 (21) , Fax.: +62 (21) The Government of Indonesia/NAM CSSTC shall inform the applying government on the acceptance result at the latest by 31 May SUBMISSION OF THE COUNTRY REPORT Country report relating to problems and potentials of renewable energy development, especially of micro hydro power, in the participant s respective countries should be prepared by the selected participants to be shared during the class and field sessions (see Annex A for the outline). The country report should be 4

5 submitted to the Organizing Committee either through Fax.: or (preferably) by to prior to departure. QUESTIONNAIRE Applicant should complete the questionnaire (see Annex B) for selection process. Please answer all questions in A4 size papers, and make 2 (two) copies and attach them to the application form. All application not accompanied by completed questionnaire shall not be eligible for consideration. VENUE AND FACILITIES 1. The training shall be conducted at Aston Tropicana Hotel, located at Jalan Cihampelas No , Bandung 40131, West Java for the class sessions, and in Bandung neighbouring districts for field practices. 2. One day before/after the training will be acommodated at NAM Centre, located at Jalan Landasan Barat Kav. B 10, No. 6, Kota Baru Bandar Kemayoran, Jakarta Each participant shall be provided with: 3.1. Board and lodging Airport transfer for arrival and departure to and from NAM Centre to airport Local transportation to and from Bandung to NAM Centre. FINANCIAL AND ADMINISTRATIVE ARRANGEMENTS 1. Expenses to be borne by the Government of the Republic of Indonesia, NAM CSSTC and the ASEAN Foundation include: 1.1. Cost of training facilities Administrative and organization costs Cost of printing, translation, and consumptive material supplies. Nonendorsable Economy Class Ticket from an International Airport in the participant s home country which is designated by NAM CSSTC to 5

6 Soekarno-Hatta International Airport Jakarta. Participant shall be issued Pre-paid Ticket Advice (PTA) by a travel agency authorized by NAM CSSTC. Notices on where and how to claim the PTA shall be sent to participant on the contact address provided in their applications. Travel arrangements for return flights shall be made by a travel agent designated by NAM CSSTC. The travel agent shall confirm participant s return flight schedules prior to their departure. The participants are not permitted to change the original return flight schedule Living allowance based on the standard living cost in Indonesia, and field study Accommodation costs 2. Expenses to be borne by the Participating Countries: 2.1. All incidental expenses in the home country, including expenditure of passport, medical examination and others, such as items as well as travel to and from the international and domestic airport of departure in the home country Taxes levied during the trip (such as airport taxes, departure taxes, transit airport taxes, etc.) Excess baggage cost Salary and benefits for the participant during the training programme. 3. The Government of the Republic of Indonesia, the ASEAN Foundation and NAM CSSTC shall not be responsible for the followings: 1.1. Lost and damage to personal property of participants while attending the programme Purchase of personal belonging and compensation of personal damage caused by climatic or other conditions Any expenses/cost incurred in their home countries Expenses of sending or bringing the course materials to or from the home country of participants. 6

7 CERTIFICATE Participants who have successfully completed the course and submitted country report shall be awarded a Certificate. ENTRY FORMALITIES FOR IMMIGRATION Participants are required to obtain visa to cover the duration of the course. After receiving notification for their acceptance, participants should apply for visa through the Indonesian Embassy in their respective countries. For those participants coming from countries where there is no Indonesian Embassy the visa shall be issued on their arrival at Sukarno-Hatta International Airport Jakarta. In such instance, participants should carry and submit a copy of their acceptance letter, in which it confirms that visa shall be provided upon arrival. Please be reminded that without such documentation, the airlines may not allow the participants to board the plane. CLOTHING Dress is normally casual in Indonesia and light clothing is advisable for the hot and humid climate. A jacket and a tie are required only for formal occasions or when making official calls. National dress of visitors from abroad is naturally suitable. For the purpose of traveling to mountain areas, a light sweater or jacket is recommended. Batik shirts are popular for the informal parties and social events. During in class and field sessions, the participants suggested using of the proper dress and are strictly not allowed to wear short, T-shirt and sandal. HEALTH The Committee shall cover expenses related to illness or injury. Expenses for the followings, however, shall not be covered: 1. medical treatment of pre-existing illness 2. any medical treatments related to or resulting from pregnancy and/or childbirth 3. expenses for dental bridgework, cosmetic surgery 7

8 4. brain disease, mental illness 5. immunization, or routine medical examinations and vaccinations 6. medical treatment for illness or injury caused by self-misconduct However participants are advised to bring own medication (prescription/nonprescription). OTHER INFORMATION 1. The definite date of departure of each participant to Indonesia shall be informed by NAM CSSTC based on the confirmed air ticket. 2. Upon arrival at Soekarno-Hatta International Airport Jakarta, participants shall be met by Indonesian official. 3. Participants are strongly requested not to bring any member of their families, because of limited availability of accommodation provided. 4. For administrative purpose, participants are requested to bring 2 (two) copies of their latest photographs (Passport size). 5. Participant may be sent back home when he or she is considered unable to undergo the course due to any mental or physical disability. 6. 9 IMPLEMENTING INSTITUTIONS The Ministry of Energy and Mineral Resources of the Republic of Indonesia is responsible in managing all matters relating to energy and mineral resources. The broad aim of the Ministry is to develop and deploy available energy varying from conventional to new and renewable energy sources to supplement the energy requirement of Indonesia. The Ministry has a wide experience in providing technical assistance for other developing countries through education and training in energy and mineral resources sectors. Its mission is to strengthen institutional activities, accelerate competencybased human resource capacity, create policy and tools, as well as to promote cooperation and networking. Further details please visit NAM CSSTC was established in 1995 at the initiative of the Government of Indonesia and the Government of Brunei Darussalam at the eleventh Summit of NAM held in Cartagena, Colombia, as a vital and effective means for promoting and accelerating development in the developing countries. Its objective is to enhance collective self-reliance of developing countries in attaining sustained people-centered economic and social development as well as to enable developing countries to become equal partners in international relations. NAM CSSTC is a centre for action and pooling resources, a forum for dialogue among developing countries. Its programmes carry direct and long-term benefit to render the economy of developing countries to be more broad-based, efficient and resilient to participate in the globalization process. 10 The ASEAN Foundation was established in 15 December 1997 in Kuala Lumpur during the Association s 30th Anniversary Commemorative Summit, in recognition of the fundamental importance of improving the livelihoods and well-being of the peoples of Southeast Asia, and the need to promote ASEAN awareness as well as people-to-people contact through scholarships, fellowships and other exchanges, the Leaders of the Association of Southeast Asian Nations (ASEAN).
