2 Details Asia Dialogue on Forced Migration Sixth Dialogue Meeting Provisional Agenda Date: Tuesday 13 March Thursday 15 March 2018 Meeting Venue: Corrs Chambers Westgarth Level 17, 8-12 Chifley Square, Sydney NSW Australia Should you have any questions, please contact: Annabel Brown (CPD Program Manager on ) Luisa Boll (CPD Events & Communications Officer on ) Meeting Focus The ADFM is a leading regional forum for independent and inclusive policy development on forced migration. At our sixth meeting, we plan to consolidate progress made within the Bali Process and ASEAN on trafficking in persons, forced labour and slavery, as well as regional responses to sudden displacement. The most recent ADFM meeting was held in Manila in September Since then, in line with the ADFM's advice, Bali Process Co-Chairs triggered the emergency Consultation Mechanism in response to the humanitarian and security crisis in Myanmar and Bangladesh. The ADFM s recommendations on a focal point system to aid ACTIP s implementation and collaboration between ASEAN and the Bali Process senior officials were endorsed by the ASEAN Ministers Meeting on Transnational Crime (AMMTC) and are being implemented by the ASEAN Senior Officials Meeting on Transnational Crime (SOMTC). Co-Chairs of Bali Process Working Groups on TIP and Disruption of Criminal Networks, respectively, are pursuing greater coordination with the SOMTC. ADFM members have also advised on the two global compacts on migrants and refugees, which are now in their zero draft state. The global compact on migration includes recognition of the importance of regional governance and architectural arrangements that promote coordination on forced migration issues, in keeping with the example that the ADFM has set in the Asia-Pacific region. The ADFM meeting comes immediately before the ASEAN-Australia Special Summit, at which Australian and ASEAN efforts on trafficking in persons will be a focus. Australia has announced its intention to introduce a Modern Slavery Act into Parliament in 2018, which, if passed, will change the landscape for businesses in the region as well as other governments. It is likely to add further momentum to the growing business awareness and interest in addressing trafficking, forced labour and slavery in operations and supply chains. The seventh Bali Process Ministerial Conference will take place in August 2018, in tandem with the second meeting of the Bali Process Government and Business Forum. In the lead up to these two events are meetings of the Bali Process Taskforce on Planning and Preparedness (20-21 March 2018),
3 the Bali Process Working Groups on TIP and Disruption of Criminal Networks (April 2018), the Bali Process Working Group on Return (April 2018) as well as preparatory meetings of Bali Process Senior Officials. At this ADFM meeting, we look forward to productive sessions on: regional responses to sudden displacement; regional human trafficking investment and ACTIP implementation; collaboration between ASEAN and the Bali Process on trafficking and displacement issues; and voluntary repatriation and reintegration of forced migrants. The ADFM continues to seek opportunities to facilitate dialogue on forced migration matters between governments, agencies and institutions in the region. Our work builds the case for why continued action on forced migration in this region would benefit governments, businesses and communities.
