1 Matrix of Implementation of the ASEAN UN Comprehensive Partnership ( ) SECTION 1 POLITICAL-SECURITY COOPERATION Area of Engagement Status 1.1 Peace and Security In November 2016, the UN Department of Political Affairs will co-organise with the Government of Indonesia, an ASEAN-UN Track 1.5 Workshop: 3 rd Regional Dialogue on Political-Security Cooperation (AURED III), which will focus on conflict prevention and the prevention of violent extremism. In November 2016, the UN Department of Political Affairs will organise the first UNITAR training on preventive diplomacy to be held in the Asia-Pacific. The event will prioritise participants from ASEAN, and will be hosted by Lao PDR, the current Chair of ASEAN. During the reporting period, the UN has engaged with the ASEAN Regional Forum in a number of substantive areas. These include: UNODA at the ARF Workshop on Promoting Nuclear Weapon Free Status of Mongolia (September 2015); WHO on health security threats associated with Chemical, Biological, Radiological and Nuclear (CBRN) and UNICRI at the ARF Workshop on Raising Awareness and Promoting ARF Cooperation on CBRN Risk Mitigation (September 2015); OCHA at the ARF Workshop for First Response Support for Victims of Terrorism and Other Mass Casualty Events (September 2015); UNODA, UNIDIR and UNOOSA at the ARF Workshop on Space Security (November 2015): OCHA on emergency preparedness and response and humanitarian civil-military coordination at the 15 th ARF Inter-Sessional Meeting (ISM) on Disaster Relief (February 2016); UNODC on Fisheries Crime and Transnational Organized Crime at the ARF Workshop on Illegal, Unregulated and Page 1 of 30

2 Unreported (IUU) Fishing (April 2016); and OCHA at the ARF Workshop on Climate Change Adaptation and Disaster Management (May 2016). Throughout the reporting period, ASEAN has provided valuable contributions to UN global peace operations. As of July 2016, eight ASEAN member states provided more than 4,800 military personnel, police and civilians to United Nations peacekeeping operations. In December 2015, the UN, together the Malaysia Peacekeeping Training Centre, organised a Consultative Forum for the Commanders of ASEAN Peacekeeping Training Centres in Malaysia. In the reporting period, OCHA provided trainings on humanitarian affairs and humanitarian civil-military coordination for peacekeepers and/or militaries from ASEAN countries. These included the annual Royal Brunei Air Force Junior Staff Course (September 2015); the Malaysia Peacekeeping Training Centre s Ensuring Sustainable Peace and Security Course (October 2015); the ASEAN Humanitarian Civil-Military Forum ( March-April 2016); the Future Challenges in Peace Operations session at the Pirap Jabiru exercise jointly hosted by Thailand and Australia (May 2016); and the annual Supporting Humanitarian Action in Responding to Emergencies and Disasters (SHARED) Course organized by Malaysia s Peacekeeping Training Centre (June 2016). OCHA also provided training to deploying peacekeepers from Indonesia four times during the course of the reporting period at the Sentul Peacekeeping Training Centre. In December 2015, UN Women provided expert resource persons for an ASEAN Institute for Peace and Reconciliation Symposium on the Plight of Women and Children in Conflict Situations hosted by the Government of the Philippines. The symposium highlighted, inter alia, the need for greater efforts in implementing the United Nations Security Council Resolution In 2015 and 2016, UNODC continued to implement a regional research programme focused on preventing violent extremism. In addition, it initiated programmes in 2016 aimed at countering the financing of terrorism in Myanmar, as well as hindering the flow of foreign terrorist fighters in the Greater Mekong Sub-region. In February 2016, UNODC published research that examined the security-crime nexus as it and (again) Page 2 of 30

3 relates to increased economic integration in the ASEAN region, followed by an ASEAN Senior Officials Meeting on Transnational Organised Crime on security and economic integration in Bangkok in May In 2015 and 2016, UNODC continued to promote border and port security through its Border Liaison Office (BLO) network in the Greater Mekong Sub-region and its Container Control Program (CCP), which is now active in all ASEAN countries except Brunei Darussalam and Singapore. In June 2016, UNODC provided training to criminal justice practitioners on prosecution and adjudication of sexual crimes against children in Cambodia, Lao PDR and Viet Nam. In October 2015, UNODC supported the Senior Officials Workshop on Mutual Legal Assistance (MLA) and Extradition in East Asia and the Pacific. It also developed a report on improving MLA in the region as an effective tool to counter the challenges from emerging transnational organized crime. UNODC is supporting the work of Thailand as the Voluntary Lead Shepherd on illicit trafficking of wildlife and timber under the framework of the ASEAN Ministerial Meeting on Transnational Crime (AMMTC), co-organising the Inter-Regional Conference on Illegal Wildlife and Timber Trafficking between ASEAN, South Asian and African Countries with the Royal Thai Police in June In addition, in June-July 2016, UNODC provided specialized training on wildlife crime cases to prosecutors from Lao PDR, Myanmar, the Philippines, Thailand and Viet Nam. Through 2015 and 2016, UNDP has been providing technical support to governments on incorporating into national contexts the guidelines on indicators for victims of trafficking in persons, which were developed jointly in 2015 between ASEAN and the Coordinated Mekong Ministerial Initiative Against Trafficking (COMMIT). In 2015 and 2016, UNODC continued to provide support to ASEAN Member States in the areas of trafficking in persons and migrant smuggling through the Bali Process and the Voluntary Reporting System on Migrant Smuggling and Related Conduct (VRS-MSRC). In July 2016, UNODC began an assessment of government capacities in Indonesia, Myanmar, Malaysia and Thailand to identify, investigate and prosecute human trafficking and migrant smuggling cases. During the reporting period, IOM supported the implementation of the ASEAN Declaration / Page 3 of 30

4 against Trafficking in Persons particularly Women and Children, and the operationalisation of the Guidelines for the Protection of the Rights of Trafficked Children in Southeast Asia and relevant measures for protecting victims and populations at the risk of being trafficked. In August 2016, IOM, ASEAN Secretariat and the Government of Indonesia held an ASEAN Workshop on Human Trafficking and Forced Labour in the Fishing Industry with SOM-TC, SLOM, Departments of Immigration, Ministry of Marine Affairs and Fisheries and Head of Special Units members of AMS. In July 2016, UN ODA provided a technical briefing on nuclear-weapon-free zones at the meeting of the Working Group of the Executive Committee of the Southeast Asia Nuclear- Weapon-Free Zone Commission (SEANWFZ Working Group) held in Vientiane, Laos Promotion of Good Governance, Human Rights and Democracy From 29 June to 1 July 2016, the ASEAN Inter-Governmental Human Rights Commission organized the 2nd Regional Dialogue on the Mainstreaming of the Rights of Persons with Disabilities in the ASEAN Community with the participation of various UN agencies, including ESCAP, UNICEF, UNWOMEN, ILO and OHCHR. In addition, the Special Meeting of AICHR in Chiang Mai featured meetings with UNDP, OHCHR and UNESCO to explore future collaboration to promote and support human rights work in the region. UNESCO and AICHR will collaborate to develop guidelines of good practices on media reporting on human rights, based on elaboration of the ASEAN Declaration of Human Rights. In December 2015, UNICEF and AICHR Thailand co-convened a Regional Consultation Dialogue on the Impact of ASEAN Integration on Child Rights. A study on the same subject has been commissioned to the Mahidol University s Institute of Peace and Human Rights. In November 2016, the UN is co-hosting the Third High Level Meeting on Child Rights of Asia and Pacific countries in Kuala Lumpur, including ASEAN and ASEAN Secretariat participation. The themes are Social Protection, Violence against Children and Universal Health Care. In July 2016, the ASEAN Secretariat Human Rights Division held a dialogue with UN Women and UNICEF EAPRO, including AICHR s Five Year Work Plan and Priority Page 4 of 30

5 Programmes 2016/2017 in order to explore possible areas of cooperation. 1.3 International and Regional Issues of Common Concern In September 2016, UNESCO Forum of National Bioethics Committees from ASEAN member States on the Ethical Dimension of Trans-boundary Haze: Seeking Solutions through Bioethical Approach. In May 2016, OCHA, ASEAN Secretariat and AHA Centre worked together to ensure that ASEAN priorities and experience were featured at the World Humanitarian Summit held in Istanbul. In May 2016, ASEAN served as a senior member of the Asia Regional Steering Group; hosted a side event on the ASEAN-UN partnership on disaster management; and served as a keynote speaker at the Special Session that launched the Regional Organizations Humanitarian Action Network (ROHAN). In November 2016, ASEAN plans to host the first operational level meeting of the ROHAN network. In , OCHA plans to engage ASEAN in the annual Global Humanitarian Policy Forum held in December at UN Headquarters in New York, and to support ASEAN to hold its first Global Forum on Disaster Management. SECTION 2 ECONOMIC COOPERATION Area of Engagement 2.1 ASEAN Economic Integration As mentioned under political cooperation, UNICEF and AICHR Thailand co-convened a Regional Consultation Dialogue on the Impact of ASEAN Integration on Child Rights on December 4, 2015 and a study on the same subject has been commissioned to the Mahidol University s Institute of Peace and Human Rights. On 21 March 2016, the ILO, UN Women and the Friedrich Ebert Stiftung (FES) collaborated with the ASEAN Secretariat to organize the ASEAN inter-pillar policy dialogue on the impact of Status Page 5 of 30

6 ASEAN economic integration in labour sector upon the creation of the ASEAN Economic Community (AEC). The policy dialogue is recurrent event and scheduled for The 27 th ASEAN Summit was presented research findings on the Projected gender impact of the AEC, which identified the mechanisms through which ASEAN economic integration may create opportunities for accelerating gender equality and women s economic empowerment in the region, as well as identify challenges that may prevent women from taking advantage of these newly created opportunities. Jointly commissioned by the ASEAN Secretariat, UN Women Regional Office for Asia and the Pacific and the Friedrich-Ebert-Stiftung (FES), with support from the Australian Department for Foreign Affairs and Trade (DFAT). The ASEAN Secretariat and UN Women shared the report with the ACW and ACWC representatives in September Upon their endorsement the report was presented at the 27th ASEAN Summit. In 2016 ESCAP supported the Implementation of the ASEAN Roadmap for the Attainment of the Millennium Development Goals (MDGs), including through providing technical support to the ASEAN Regional MDG Assessment; supporting country-level initiatives, particularly of CLMV countries, to design, implement and monitor development policies for achieving the MDGs, graduate from Least Developed Country (LDC) status where appropriate and promote integration of CLMV into the ASEAN Economic Community. ESCAP continued to support to ASEAN in promoting regional cooperation in taxation issues, including ASEAN countries, starting with an advisory group meeting of tax experts in Bangkok in December 2016 and production of associated research materials. ESCAP continued to support to ASEAN in promoting public-private partnership (PPP) through meetings of experts and capacity building workshops (Cambodia, Myanmar and Laos in 2016 and (Philippines, Vietnam/Myanmar in 2017), as well as production of research materials and capacity-building projects. In June 2016, ESCAP held an Asia-Pacific Research and Training Network on Trade- Agence Française de Développement (ARTNeT-AFD) Research Capacity Building Workshop on ASEAN Integration in Bangkok. The Asia Pacific Research Training Network on Trade (ARTNeT), is an open regional network of research and academic institutions and think-tanks to address international trade and investment policy and facilitation for sustainable development. 7 The 6 th ASEAN Connectivity Symposium was held in Kuala Lumpur, Malaysia on 16 October 2015 On 27 April 2016, Launching of the Project Briefs for Selected Public-Private Partnership (PPP) Projects, publication of the results of the ASEAN PPP Programme during the G20 Event: Strengthening Global Infrastructure Connectivity Forum in Singapore Conduct of policy laboratories with sector experts; Stakeholders Forum and Regional Workshop with ASEAN Member States, Dialogue Partners, and international organisations; and drafting sessions in consultation with ASEAN Sectoral Bodies and respective relevant line ministries for the formulation of the Master Plan on ASEAN Connectivity The UN continued to support to ASEAN in working with the Organisation for Economic Cooperation and Development (OECD) on the ASEAN Risk Mitigation Instruments Project to analyse insurance and guarantee products against political, commercial and demand risks towards securing project revenue streams of PPP investments and encouraging greater private sector participation in ASEAN infrastructure development. Mekong River-based Tourism Product Development: A joint-report between World Tourism Organization (UNWTO) and ASEAN, this study is focused on the analysis of tourism products and the tourism itinerary development in the Mekong area covering following five ASEAN countries: Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam. The study is also focused on sustainable development and community empowerment through greater distribution of benefits of tourism to all stakeholders. The study was completed in January 2016 and publications were distributed during 19 th Meeting of ASEAN Tourism Ministers held on 17 February 2016 in Manila, the Philippines Measuring Sustainable Cruise Tourism Development in Southeast Asia: Involving ASEAN destinations, this research aims to pilot a measurement framework for each of the eight strategies for sustainable cruise tourism development and responsible tourism in Southeast Asia, which were presented in the previous report Sustainable Cruise Tourism Development Strategies Tackling the Challenges in Itinerary Design in South East Asia, published by UNWTO in February The Report of the Study is expected to be published in ASEAN Tourism Forum (ATF) 2017 to be held on January 2017 in Singapore. 2.2 Micro-Small and Medium Enterprises In , the ILO continue to support to ASEAN in the needs of SME sub-sector in the rural economy in ASEAN countries. This initiative is continuation of the first phase of the On-going Page 7 of 30

8 ASEAN-ILO Small Business Competitiveness project. In 2016 ESCAP continued to supported CMLV SME development including through advisory services and missions on SME development and GVC participation in Vietnam, Lao PDR and Myanmar. In 2017, ESCAP will continue to support SME technical assistance in ASEAN. ESCAP continued to support to ASEAN in conducting a study on women s entrepreneurship in ASEAN countries, with a focus on analyzing critical enabling factors, including access to ICT, finance and credit. The study is expected to be completed by the end of In 2017, The UN plans to organize an ASEAN forum on women s entrepreneurship. 2.3 Food, Agriculture, Fisheries and Forestry FAO provided technical expertise to the ASEAN Secretariat in preparing and finalising a Vision and Strategic Plan for ASEAN Cooperation in Food, Agriculture and Forestry In , FAO continued to support ASEAN in streamlining and developing a strategic framework for the implementation of the ASEAN Integrated Food Security Framework (AIFS) and the Strategic Plan of Action on Food Security in the ASEAN Region (SPA-FS) FAO continued to support to ASEAN in collaborating with the ASEAN Regional Knowledge Network on Forests and Climate Change and ASEAN Social Forestry Network (ASFN) in capacity building and knowledge sharing activities in ASEAN. In August 2015, FAO has been organizing a series of Executive Forest Policy Courses (the 8th course was organized in Myanmar and in May-June 2016, the 9th course was organized in Indonesia, in which forestry officials from ASEAN states have participated and ASFN was one of the main partners. From 22 to 26 February 2016, Officials from ASEAN Member States participated actively during the Third Asia-Pacific Forester Week held in Clark, Philippines. ASFN was one of FAO s major partners in the event. FAO has suggested to upscale and further increase collaboration with ASEAN capacity building and knowledge sharing initiatives related to sustainable forest management. FAO and the secretariat of the Asia Pacific Fisheries Commission (APFIC) continued to support ASEAN in areas of its mandate in fisheries and aquaculture. Specific areas of cooperation include the provision of technical advice, capacity development and support to regional coordination. These activities have been carried out during the reporting period and others continue. FAO s work with AMS is aligned to the current ASEAN Strategic Plan of Action (SPA) for fisheries and the draft ASEAN SPA2 ( ). /. / /. /. Page 8 of 30

9 In recent years a focus of the work, with regional partners such as ASEAN/SEAFDEC, has been on combatting IUU fishing and implementation of the Port State Measures Agreement (PSMA), which came into force in June 2016). FAO with regional partners continue its efforts in this respect and also supports AMS in the management of their fisheries and has for example developed the Ecosystem Approach to Fisheries Management (EAFM) capacity development and implementation tools through regional programmes such as the Bay of Bengal Large Marine Ecosystem Project (BOBLME) and the Regional Bycatch Reduction Project Phase II (REBYC-II). FAO in partnership with the South East Asian Fisheries Development Cooperation (SEAFDEC) - ASEAN-continued to support ASEAN in the development of draft regional strategy for the implementation of the Voluntary Guidelines for Small Scale Fisheries and Tenure. The FAO Regional Blue Growth initiative provides support to AMS on sustainable aquaculture development. FAO continued to support to national efforts in ASEAN to control selected high impact diseases present in the countries (e.g. FMD, PPR and HPAI) and / or to respond to the risk of specific emerging / re-emerging diseases (e.g. ASF; AIV H7N9) and emerging issues such as antimicrobial resistance in animals. FAO continued to support to ASEAN in Generic enhancement of national disease control systems through capacity building (Field Epidemiology Training Programme for Veterinarians, FETPV, EAHMI, diagnostic laboratories), technology transfer (e.g. animal disease identification,) and revision of relevant legislative frameworks. FAO continued to support to ASEAN in is fostering regional cooperation and the development of regional approaches and coordination capacity for the control of priority transboundary and emerging diseases (e.g. AVEG, ALDF, ACCAHZ, Avian Influenza H7N9 control, etc.) and to control the spread of antimicrobial resistance. FAO continued to support to ASEAN in the promotion of Human Animal Health Sector collaboration (One Health) for the enhanced control and prevention of endemic zoonotic diseases (particularly rabies), early detection of emerging zoonoses; and promotion of prudent use of antimicrobials. FAO provided technical expertise to the ASEAN Secretariat to develop a Strategic Plan of Action (SPA) for the ASEAN livestock sector and organised a workshop to finalise the SPA. ESCAP is working with ASEAN in developing a joint programme on sustainable agriculture that include i) strengthening agricultural and rural statistics in the context of monitoring the progress /. /. 10 in promoting sustainable agriculture (SDG Target 2.4), ii) regional initiatives for harmonization of agricultural product standards and certification, and iii) regional cooperation on food security information system Energy Security UNEP ASEAN Standard Harmonization Initiative for Energy Efficiency with the ASEAN Center for Energy (ASEAN SHINE ) Air-conditioning sector: - Regional policy roadmap for Minimum Energy Performance Standard (MEPS) for Air Conditioning System & Lighting is developed. National roadmap developed and endorsed for Thailand, Roadmaps developed and awaiting endorsement for Philippines, Indonesia, Malaysia, Laos, and Vietnam. In , Roadmaps to be prepared for Singapore, Myanmar, Cambodia. Lighting sector: - Agreement to focus on LED and Linear Fluorescent Tubes. Draft energy efficiency test method developed; Lighting Market Assessment completed and Modelling tool; Regional Lighting Policy paper developed; Technology Scoping paper developed February 2016, Project launch workshop, Bangkok Thailand ASEAN Lighting Policy and Technical Working Group established. - In May 2016, 1 st Meeting of the Lighting Policy and Technical Working Group, Naypyidaw, Myanmar alongside a meeting of the ASEAN Energy Efficiency and Conservation Sub Sector Network (EE&C-SSN) May In July 2016, 2 nd Meeting of the Lighting Policy and Technical Working Group, Jakarta, Indonesia - In October 2016, 3rd Meeting of Lighting Policy and Technical Working Group will be held China-ASEAN Symposium on 2030 Agenda for Sustainable Development Leave no one behind, co-hosted by the Mission of China to ASEAN, the ASEAN Secretariat and in cooperation with the UNDP, 19 September 2016, Jakarta, Indonesia. The Symposium brings together senior representatives from governmental ministries and agencies responsible for the implementation of the SDGs, think tanks and representatives from civil society from ASEAN Member States and China, the ASEAN sectoral bodies, ASEC, UNDP, private sector and the Page 10 of 30

11 media to share experiences and discuss policy challenges in the context of the ASEAN Vision 2020 and the 2030 Agenda for Sustainable Development. ESCAP works with ASEAN Center for Energy (ACE) to support ASEAN Plan of Action for Energy Cooperation (APAEC ) with the strategic theme: enhancing energy connectivity and market integration in ASEAN to achieve energy security, accessibility, affordability and sustainability for all; to support initiatives to facilitate further dialogues among countries in the region in addressing challenges in promoting transboundary energy trade and connectivity, in particular on power sector. SECTION 3 SOCIO-CULTURAL COOPERATION Area of Engagement 3.1 Disaster Risk Reduction and Management Between January and March 2016, ASEAN and the UN [respectively led by the ASEAN Secretariat s Disaster Management and Humanitarian Affairs (DMHA) Division, AHA Centre and the Regional Coordination Mechanism s Thematic Working Group on Disaster Risk Reduction and Resilience (TWGDR3)] developed the third iteration of the Joint Strategic Plan of Action on Disaster Management ( ). This JSPADM III reflects ongoing and planned cooperation between ASEAN and the UN across the eight priority programmes outlined in the AADMER Work Programme Priorities for the first 18 months implementation of the JSPADM III and achievements since mid-2015 include: i. Conducting a stocktaking of current activities and standardization of existing risk assessment methodologies in order to support ASEAN to develop ASEAN Risk Vulnerability Assessment Guidelines (ESCAP); ii. ESCAP and AHA Centre publishing a 'Geospatial Handbook on Decision-support for Specific Natural Hazards in ASEAN' in September iii. UNISDR+TWGDR3 continuing to support ASEAN s active engagement and leadership at the 7th Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) to be held in New Delhi, India from 2-5 November 2016; Status Page 11 of 30

12 iv. On 28 July 2016, UNISDR supported the first ASEAN Resilient Urban Forum; v. Developing a common regional and international approach to establishing and supporting national private sector engagement platforms in ASEAN Member States under the Connecting Business Initiative (CBI) launched at the World Humanitarian Summit, as part of efforts to enhance coordination among UN Agencies and with ASEAN on engaging the private sector in disaster risk reduction, response and recovery throughout the ASEAN region (ESCAP, OCHA, UNDP, UNISDR); vi. OCHA+TWGDR3 continuing to support ASEAN in finalization of the ASEAN Joint Disaster Response Plan (AJDRP) and aligning ASEAN s SASOP Chapter 6 on Civil- Military Coordination to respective international standards and guidance; vii. OCHA continued to support to ASEAN in developing, testing and publishing a series of Interoperability Briefs that describe ASEAN-OCHA cooperation in co-locating and/or co-managing respective mechanisms, tools and services during response, including at the July 2016 INSARAG Regional Exercise and other upcoming regional simulations; viii. OCHA+TWGDR3 continuing to support ASEAN in co-training of UNDAC and ERAT team members, and conducting the ARDEX in Brunei Darussalam in October 2016 ix. WFP continuing to support ASEAN in strengthening of the Disaster Emergency Logistics System of ASEAN; x. Familiarizing ASEAN Member States with the ASEAN Guidelines on Recovery (which were endorsed by the ACDM in April 2016), including through facilitating a simulation exercise on preparedness for recovery based on the ASEAN Disaster Recovery Reference Guide (ADRRG) at the September 2016 meeting of the ACDM Working Group on Recovery, and working with AHA Centre to develop the ASEAN Resilient Recovery Toolbox (UNDP+TWGDR3); xi. IOM, OCHA, UNDP, UNFPA and WFP continuing to support ASEAN in the ACE Programme annually, including with modules on the international humanitarian system, rapid and post-disaster needs assessment, humanitarian civil-military coordination, humanitarian logistics, Camp Coordination Camp Management (CCCM), information management in IDP scenarios, psychosocial support, and counter-trafficking in emergencies, the Minimum Initial Service Package (MISP) for Sexual and Reproductive Health in Emergencies, and humanitarian communications; xii. On 19 August (World Humanitarian Day), (OCHA+TWGDR3) supported the in 2016 / in 2017 for 2016 / for 2017 Page 12 of 30

13 xiii. organization of the annual ASEAN Strategic Policy Dialogue on Disaster Management; Organizing a regional workshop on innovative approaches (UNDP). Detailed reporting on all areas of cooperation outlined in the JSPADM II (2015) and JSPADM III ( ) is being prepared by the TWGDR3 and ASEAN as an annex to this report, available upon request. 3.2 Environment and Climate Change On 26 September 2015, UNICEF served as resource person in the AICHR dialogue on the impact of climate change on children held in Myanmar. The UN continued to support to ASEAN in finalizing and securing funding from the Global Environment Facility (GEF) for a project on Integrated River Basin Management in 7 ASEAN countries. (UNDP has been engaged in receiving letters of endorsement from participating countries.) 14 On 3-6 November 2015, ASEAN Forum on SCP was held in New Delhi India as a back to back event of the SWITCH Asia Technical Advisory Committee Meeting and Networking Event On 12 July 2016, 12 th Asia Pacific Roundtable for Sustainable Consumption and Production (12th APRSCP) was held in Siem Reap Cambodia. In August 2016, High-level dialogue on SCP under ASOEN and ASEAN Ministerial Meeting (27th Meeting of ASEAN Senior Officials on Environment (ASOEN) & Related Meeting) On October 2015, 8th ASEAN plus three Leadership Programme on SCP was held in Kuala Lumpur Malaysia to strengthen Post 2015 Development Agenda planning in ASEAN Countries in the context of ASEAN Integration back to back with SWITCH- Asia Workshop on SCP. On September 2016, 9th ASEAN-Plus-Three Leadership Programme on Sustainable Development Goal (SDG) 12 - Sustainable Consumption and Production was held in Nha Trang, Vietnam. UNEP continued to support ASEAN Member States through the project on Strengthening the Capacity of Southeast Asian Countries for the Implementation of the Biodiversity Strategic Plan and Aichi Targets, with a final output a report: Experiences and Good Practices in China and ASEAN on Biodiversity Planning and Implementation. Project closure workshop: September, High Level Environment Officials of GMS Workshop, Beijing, China. UNEP continued to support to ASEAN in project concept developed and submitted to Adaptation Fund: Enhancing Climate Resilience in the Greater Mekong Sub-region by Ecosystem-based Adaptation (GMS-EbA) in the context of South-South cooperation UNEP, China ASEAN Environment Center, ASEAN Center for Biodiversity project: Support for Ratification and Implementation of the Nagoya Protocol on Access and Benefit Sharing in ASEAN Countries: Strengthened national ABS regulatory and institutional frameworks in line with NP on ABS for Vietnam, Lao PDR and Myanmar; enhanced regional co-operation, knowledge sharing and learning on ABS within Southeast Asian countries, as well as between ASEAN countries and China. In 2016, UNEP continued to support ASEAN in delivering integrated waste solutions at the national and local level Outputs: Pilot national and city level waste management planning workshops convened in Myanmar (Yangon), Vietnam (Hanoi). From the 6th to 8th October 2016, the Fourth Regional Forum on Environment and Health in ASEAN and East Asian countries takes place in Manila, Philippines. It aims to address environment and health issues effectively and to strengthen cooperation among ministries of environment and health, building on outcomes and progress achieved as showcased at the three previous Forum meetings. ASEAN-UNEP IETC Joint Activities on (i) study on waste management in ASEAN; (ii) study on e-waste management in ASEAN; and (iii) study on Mercury Waste Inventory. The Final workshop of the Joint Studies was held on August 2016 in Bangkok, Thailand 8 th ASEAN+3 Leadership Programme on Sustainable Production and Consumption focusing on governance for SCP s in the context of the Post-2015 Development Agenda, October The event was co-organised by UNU-IAS, UNIDO, UNEP-SWITCH Asia, and ASEAN. 9 th ASEAN+3 Leadership Programme on Sustainable Production and Consumption with the theme Advancing SCP through Sustainable Value Chains in ASEAN+3 Countries. The event will be co-organised by UNU-IAS, UNIDO, UNEP-SWITCH Asia, and ASEAN in October 2016 in Hanoi, Viet Nam. The 5 th State of Environment Report (SoER) is planned to be published by the end of UNEP provided the fund for consultancy, and the ASOEN endorsed the conduct of the report. The 5 th SoER is part of the 50 th ASEAN Commemoration Plan. The consultancy is currently undergoing tender process. In June 2016, ESCAP organized an informal Roundtable in Bangkok on Addressing the Issue of e-waste in Consumer Electronics Value Chains through Responsible Business Conduct (RBC) in South-East Asia/ASEAN. 3.3 Culture and Education UNICEF provided inputs in the development of the five year sectoral workplans in Education and Youth. UN supported the development of ASEAN work plan on youth which has one of its pillar on volunteerism. UN supported training of ASEAN Youth Volunteer Programme on the role of volunteering in DRR, code of conduct and safety and security. Discussion on-going on. Page 15 of 30

16 strengthening areas or cooperation within the ASEAN work plan on youth with regards to strengthening volunteerism. Promote regional peace, economic development, social progress and cultural development in the region through advancing educational, scientific and cultural linkages. Explore new areas for co-operation in the field of culture and education in the form of specific joint activities, including holding a joint conference/training, joint studies and technical assistance. Involvement of ASEAN in the development of key messages in shared histories in Southeast Asia for basis in the development of supplementary materials in lower secondary schools in Southeast Asia/ASEAN. (UNESCO) Support in the formulation of ASEAN Declaration in Strengthening Education for Out-of- School Children and Youth (UNESCO) Proposed cooperation on the implementation of the Southeast Asia Primary Learning Metrics (UNICEF) The ASEAN University Network (AUN) maintains its progress in increasing students mobility and exchanges, creating a network among universities in ASEAN Countries as well as in enhancing people-to-people contact. AUN continues with its mandate of promoting university collaboration and enhancing student mobility using ASEAN Credit Transfer System (ACTS) The ASEAN Secretariat had requested UNESCO to invite ASEAN delegates in the Preservation of, Access to, Documentary Heritage in the Digital Era (as part of the Memory of the World initiative). At the 11th SOMCA held on May 2015, UNESCO shared their views on enhancing partnership for mutually beneficial programmes and projects. They also presented a number of cooperation ideas such as regular meetings to exchange information on culture programmes, coordination of activities targeting youth volunteers (especially on heritage conservation), and further promoting inter-cultural dialogue and a culture of peace. UNESCO Jakarta participated in the ASEAN Culture and Arts Dialogue on May 2016 where they proposed collaborative activities pertaining to underwater archaeology 3.4 Social Welfare and Development UNICEF provided financial and technical inputs in the development of the ASEAN Regional Plan of Action on the Elimination of Violence against Children. 17 UNICEF provided technical advice in the development of the ASEAN Guidelines on Non Violent Approach to nurture and development of children in all settings. UNICEF provided technical support in the development of the study on child protection systems and performance standards. UNICEF provided financial and technical inputs to the ASEAN baseline study on child participation. In June 2016, UNICEF provided small funding support and technical guidance in the conduct of the 4 th ASEAN Children s Forum held in Vietnam UNICEF has been assisting the ASEAN Secretariat and member states on development of the ASEAN Social Protection Framework and its Action Plan for Implementation. During , the ILO provided technical support to the development of the ASEAN Guidelines for Corporate Social Responsibility (CSR) on Labour. In May 2016, the Guidelines was subsequently adopted at the 24 th ASEAN Labour Ministers Meeting (ALMM). On August 2016, following the Guidelines adoption, the ILO supported the organization of the ASEAN CSR on Labour Forum Bangkok. Recommendations of the Forum identify concrete steps to be taken by ASEAN member States and social partners to implement the ASEAN Guidelines on CSR on Labour. In 2015, the ILO conducted a comprehensive report on the economic contribution of migrants which focused on ASEAN member States and the impact of ASEAN integration on migration of labour. During , a number of knowledge sharing products and tools were developed and validated such as the Guide on measuring migration policy impacts in ASEAN; the Toolkit to promote Gender Equality in Labour Migration Laws, Policies and Programme. The ILO is ready to assist ASEAN member States to implement these tools. On 8-9 March 2016, the ILO worked with the ASEAN to convene the joint meeting of the ASEAN Confederation of Employers and the ASEAN Trade Union Council. The meeting marked the first of this dialogue mechanism and institutionalized the annual dialogue. This will contribute to enhance and promote social dialogues between employers and workers organizations in ASEAN. During 2016, the ILO delivered a series of capacity building program on labour migration to / and / Page 17 of 30

18 ASEAN countries, such as Strengthen the Role of ASEAN Labour Attachés (Singapore); Regional training on Bilateral negotiations; Data collection (Cambodia); Migrant workers welfare fund (Lao PDR). In November 2016, the ILO will continues to provide technical and financial resources to support the 9th ASEAN Forum on Migrant Labour. Preparation for the forthcoming forum is underway via assistance to a series of national tripartite preparatory meetings (Viet Nam and Lao PDR in September 2016) On November 2015, the ILO assisted ASEAN Secretariat in organizing the 5 th ASEAN Labour Inspection Conference (LIC) in Indonesia. The use of Information and Communication Technology (ICT) and specific actions is agreed among ASEAN member States to enhance the efficiency and effectiveness of labour inspection activities. The ILO continues to support to ASEAN to prepare for the forthcoming 6 th ASEAN LIC in November 2016 in Malaysia. Discussions on framework Terms of reference and formalization of the ASEAN LIC are underway. During , the ILO assisted the ASEAN in developing the ASEAN-OSHNET Action Plan for which was adopted at the 24 th ALMM in May The ILO continues to support ASEAN member States in the implementation of the ASEAN OSHNET Action Plan On 6-7 April 2016, the ILO provided technical and financial assistance to the ASEAN Secretariat in delivering the ASEAN regional consultation workshop on Decent Work promotion: Transition to formal economy. The event led to the finalization of the ASEAN Vientiane Declaration covering the issues on transition from informal to formal economy in the ASEAN which was adopted at the 28 th ASEAN Summit in September In 2015, the ILO and ASEAN member States (CLM and Thailand) undertook joint work and common actions on priority sectors on construction, garments domestic work and tourism. During , the ILO worked with ASEAN member States (CLM and Thailand) to identify skills/ occupations for the Mutual Recognition of Skills (MRS) process. On 3-4 May 2016, the ILO and ASEAN Secretariat organized the Regional Skills Technical Working Group (RSTWG) meeting in Bangkok to review and facilitate the implementation of the Action Plans on Mutual Recognition of Skills (MRS) and update on the progress of the skills programme and labour migration in ASEAN countries. / / / Page 18 of 30

19 Also in May 2016, the ILO assisted the ASEAN Secretariat in organizing the 5 th ASEAN Human Resource Conference on Skills development to facilitate the transition from informal employment to formal employment in ASEAN On August 2016, the ILO fielded a resource person to the ASEAN Strategic meeting for the implementation of ASEAN Guiding Principles for Quality Assurance and Recognition of Competency Certification Systems. In collaboration with the ASEAN Secretariat, the ILO will document good practices on employer-led MRS and disseminate at regional level for wider engagement. The ILO s support to CLM in working towards mutual recognition of skills will be continuing through This includes the development and country-level implementation of 6-8 additional skills/ competency standards for MRS in CLM; and development and validation of additional three Regional Model Competency Standards (RMCS) to be used by CLM for benchmarking with AQRF. Social Protection: In November 2015, the ILO launched a report on Social Protection in ASEAN at the UN- ASEAN tripartite seminar in Indonesia on Enhancing social protection in an integrated ASEAN. The ILO continued to support ASEAN in conducting a study on social protection for migrant workers to equip ASEAN member States with updated information on the legislation on social protection of migration workers and provide recommendations based on the review. On 8-9 September 2016, the ILO will provide resource persons to support the ASEAN Secretariat with the ASEAN Workshop on Indicators on Strengthening Social Protection in Viet Nam. In November 2016, the ILO will convene and ILO-ASEAN tripartite seminar on Social protection and natural disaster (Philippines) The ILO will undertake actuarial studies and financial assessments in ASEAN member States (Viet Nam is scheduled for 2017). Through the ASEAN-ILO/ Japan project on Social Protection, the ILO will support convene the experts meeting on extension of social security coverage; and deliver regional training on Page 19 of 30

20 extension of social security coverage to ASEAN countries On September 2016, the ILO, through the ASEAN-ILO/Japan project, will convene the 7 th tripartite regional seminar on Industrial Relations in ASEAN region (Japan). The seminar will address issues concerning situation of industrial relation and social dialogue within enterprises in the region through exchanging views and experiences among member States. In Q4/2016, the ILO in collaboration with OECD and UNIDO will conduct a training programme on Productivity, Performance and Working conditions in SMEs: Getting the policies right targeting Asian countries, including ASEAN member States Protection and promotion of the rights of migrant workers: ACMW and UN Women to undertake research on the impact of AEC on Women Migrant Workers in ASEAN. November 2015: The 8th ASEAN Forum on Migrant Labour (AFML) carried the theme: Empowering the ASEAN Community through Protection and Promotion of the Rights of Migrant Workers. The Forum was convened and hosted by the Ministry of Human Resources, Government of Malaysia, with the support of the ASEAN Secretariat, ILO, IOM, UN Women and the Taskforce on ASEAN Migrant Workers (TFAMW). In November 2016, UN Women to invest in the participation of women representatives from migrant networks and organizations at the 9th AFML. UN Women continued to support to ASEAN in providing technical support to the planning of the AFML as a member of the AFML coordinating committee. UN Women continued to support to ASEAN in cooperation with ACWC and ACW to support the implementation of the ASEAN RPA on the EVAW (UN Women) Strengthen collaboration towards implementing ASEAN s priorities for the advancement women s economic empowerment (UN Women) Foster cooperation on the promotion of gender equality and women s empowerment in the three pillars of the ASEAN Community (UN Women) Youth Development: UNFPA provided technical support to the Workshop on the Finalization of ASEAN Work Plan on Youth & the Proposed ASEAN Youth Development Index (YDI), March and ongoing and ongoing (March 2016) (2016) Page 20 of 30

21 UNFPA continued to provide support to ASEAN in the development of the ASEAN YDI planned for ASEAN Secretariat and UNICEF held a meeting on 19 July 2016 at the ASEAN Secretariat in Jakarta, to develop a joint programme for Through this meeting, areas for potential partnership were identified following the five-year work plans of the relevant ASCC sectoral bodies, specifically on women, social welfare, labour, health, education, and disaster management. During the meeting, UNICEF indicated interest to participate in the Open Session of the SOMSWD Meeting scheduled in September ASEAN Secretariat participated in the 6 th High-Level Cross-Regional Roundtable on the Prevention and Elimination of Violence Against Children, and the High Time to End Violence against Children Roundtable held in May 2016 in Stockholm, particularly reinforcing the cooperation with the Special Representative of the Secretary-General of UN on Violence Against Children Madame Marta Santos Pais. The cooperation has led to the 7 th High-Level Cross-Regional Roundtable on Violence Against Children, which is proposed to be held in Manila as one of the commemorative activities of the 50 th Anniversary of ASEAN under the Chairpersonship of the Philippines. Foster cooperation in providing equitable access to human development opportunities by promoting and investing in education, capacity building, entrepreneurship and applied science and technology: A new ASEAN Work Plan on Education for has been endorsed by the ASEAN Education Ministers comprising eight priority areas such as ASEAN awareness, quality and access to basic education especially marginalised groups, use of ICT, TVET and lifelong learning, ESD, higher education quality assurance, university-industry partnership, and capacity building programmes for teachers and community. The ASEAN Work Plan on Youth for has also been developed that focuses on employability, entrepreneurship, awareness, volunteerism and leadership, and resilience. UN agencies that have committed to support work plans on education and youth are UNESCO, UNICEF, UNDP, UNFPA and UNV. ASEAN Secretariat and UN Women held a meeting on 18 July 2016 in ASEAN Secretariat, Jakarta, to discuss the development of a joint programme for The initiative maps Page 21 of 30

22 the areas for potential collaboration based on the five-year work plans of the relevant ASCC sectoral bodies, specifically on women, social welfare, labour, health, education, and disaster management. UN Women expressed interest to ACW and ACWC to participate in the Open Session of their respective meetings in October 2016 in Singapore. Support efforts to implement the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers, in accordance with the national laws, regulations and policies of ASEAN Member States. On 25 May, the IOM X Happy Home Campaign was launched it seeks to encourage employers of domestic workers to ensure that their homes are happy and uphold the rights of their domestic workers across the ASEAN region. Over 250 people attended the press launch on 25 May 2016 in Jakarta. Among others, the video content has been broadcast on TV channels across the ASEAN. The phase II activities for Supporting ASEAN in Moving Towards Increased Mobility of Skilled Labour began with several activities including capacity building workshops to facilitate skilled mobility; developing a user-friendly information sharing mechanism on free flows of skilled labour. Together with ILO, UN Women, IOM continued to support to the AFML, ACMW, SLOM; including technical and logistic support to the 8th ASEAN Form on Migrant Labour meeting, Empowering the ASEAN Community through Protection and Promotion of the Rights of Migrant Workers in Kuala Lumpur, Malaysia. IOM contributed providing a background paper Labour Inspection for the Protection of the Rights of Migrant Workers: Exploring the Use of Labour Inspection to Ensure Minimum Employment Rights in the ASEAN Workplace. 3.5 Public Health UNICEF provided inputs in the development of the five year health workplan composed of four clusters. UNICEF worked with ASEAN in the development of the joint nutrition reports. In collaboration with the ACW and the ASEAN Secretariat, UN Women and UNAIDS supported an ASEAN Regional Workshop on Preventing Intimate Partner Transmission (IPT) of HIV in Concentrated Epidemics: Integrate key strategies and good practices into national gender equality frameworks and policies. On March, the workshop took place in Kuala Lumpur, Malaysia. A set of recommendations have been developed. ACW will present them at the next ACW meeting for approval to include these in ACW work plan (para 3.5.1) Finalize and secure funding from the Global Environment Facility (GEF) for a project on and and Page 22 of 30

23 Integrated River Basin Management in 7 ASEAN countries. (UNDP has been engaged in receiving letters of endorsement from participating countries.) Technical support for capacity development, policy coherence and enabling legal and policy environment related to access to affordable medicines, vaccines and health technologies for sustainable and equitable universal health coverage in ASEAN member states. Following activities are completed: 1. Regional expert consultation organized (Cambodia, Indonesia, Malaysia, Myanmar, Thailand, Philippines, Viet Nam) 2. Initiative with Indonesia s competition commission launched 3. Support for the development of law on compulsory licensing for public health (Cambodia) Development and Implementation of the ASEAN Post 2015 Health Development Agenda for : The ASEAN Post 2015 Health Development Agenda (APHDA) for and its Governance and Implementation Mechanisms paved the way for the creation of seven health goals, 20 health priorities and four Health Clusters. These Health Clusters include the following: 1) Promoting Healthy Lifestyle; 2) Responding to all Hazards and Emerging Threats; 3) Strengthening Universal Coverage and Access to Care and 4) Ensuring Food Safety. These Health Clusters separately met in July 2016 to develop their work plans. These have been adopted at the Health Cluster level. These work plans comprise the APHDA Programme for Collaboration with the UN under this Health Work Programme is underway. Encourage coordination and collaboration between UN agencies and the ASEAN Health Sector through project initiatives relevant to the 2030 Agenda for Sustainable Development and ASEAN Post-2015 Health Development Agenda, including crosscutting concerns such as the prevention and control of non-communicable diseases; promotion, advocacy and capacity building on maternal, new-born, and child health, promotion of good nutrition and healthy diet including nutrition security, food safety, water, sanitation and hygiene disaster health management; and preparedness, prevention, detection and response to communicable diseases/emerging infectious diseases including pandemics, HIV/AIDS, and other potential public health threats.
