Nicolas, Lingap executive director Our recommendation and fit within overall Initiative We recommend this project because it addresses critical needs for victims of child trafficking and those at risk in the southern Philippines. This project is an integral part of the Initiative, which works to improve standards of living on the island of Mindanao. Approaches taken by this Initiative include building literacy, job skills, shelter for the homeless and livelihoods. Other issues addressed include fighting child trafficking and providing clean water, sanitation and health services. Mindanao Anti Trafficking Shelter and Education Project Vanessa Verano, standing, is a former trafficking victim who was assisted by Lingap. Here, she leads a workshop at the National Children s Workshop in Danao City, Philippines. Expected Change An investment of $31,932 improves Lingap s efforts to prevent child trafficking and help those victimized or at risk, primarily through the construction and operation of a shelter for children. 2 Mindanao Anti Trafficking Shelter and Education Project Project overview Widespread poverty in the southern Philippines region of Mindanao makes children vulnerable to traffickers, but shelters are too few and too crowded to help kids who escape trafficking or are at risk of becoming victims. As a Christian ministry, Lingap will construct a shelter where trafficking victims and vulnerable youth can receive support and education. Children ages 10 to 17 will receive food, shelter, clothing, medical care and counseling, and youth 15 to 20 will receive basic schooling and job skills. Snapshot PHILIPPINES What s wrong From 60,000 to 100,000 children are trafficked in the Philippines, the U.S. State Department estimates. Traffickers lure children with promises of jobs but force them into prostitution, domestic labor, factory work and the illicit drug trade. What s right The shelter built with this grant can continue to benefit vulnerable and trafficked children for years after the funding period. Vision Nancy C. Nicolas The first time that Lingap was involved in a child trafficking case was in The 15 year old victim was earlier recruited to work in Japan and was now begging to be rescued. At that time Lingap was at a loss regarding what to do to rescue the trafficked foster child. It was a trial and error process. But thank God the victim was eventually rescued and she was unharmed physically. But before the exhilarating rescue, it was a frustrating thing not to know what to do and knowing all too well that a child was facing real danger. There was a lesson we learned and we vowed to be prepared the next time such a need comes around. After that incident, [other] cases of trafficking were reported to our office... that children as young as 14 years old were recruited from depressed communities in Davao and Nancy C. Again, Lingap made arrangements to rescue the children in cooperation with the International Justice Mission. [Five women and four girls] were rescued and were later placed in a shelter. After learning that child trafficking has been a growing problem, especially in areas where we operate, the leadership of Lingap had decided to start implementing programs that would address the issue and contribute to its prevention. As a result of the initial effort, more cases came out in the open, like incidents of recruited minors from communities where they were brought to big cities, cases of trafficked children who were forced into prostitution and forced labor. We cannot be just complacent and contented with what [we have] done. We realized that there are still many things to do and we have to escalate our intervention. This motivated us to continue... by developing comprehensive responses like temporary shelter, psychosocial treatments and other aftercare to abused children, alternative education and livelihood to children and their parents, organizing of local councils [and] committees and strengthen local mechanisms in order to sustain our actions. 2 Geneva Global

Lingap s microfinance program for entrepreneurs complements its other efforts and helped Ratilla grow her business, the organization reports: Lydia Ratilla is an active borrower of [Lingap s] Microenterprise Development Program since Lydia is engaged in a wholesale fish vending in Dagat-dagatan, Malabon City, with a very minimal capitalization. Much as she wanted to expand her business, she is constrained by lack of money. Seafoods come from Lanao del Norte, Aling Lydia s hometown province. The high cost of [truck] rental to haul her commodities from the domestic airport to the fish [market] in Malabon is another problem. But that was a year ago. Upon knowing of [Lingap s] lending program, Lydia attended an orientation. A week after, she availed an initial loan of $66 for additional capitalization. After several loan cycles and because of her good credit standing, she graduated from development loan category to business loan, which means she can access bigger loan amount. The formerly trafficked children met at Lingap s March 2006 national conference. The organization gave them material, educational and psychological support. Last March, she received her loan amounting to $1,108. She used the money to expand her business. After paying her last installment last July, she availed of another $1,108 but this time for the initial down payment [on] a [truck]. When asked what she will do with the [truck], Lydia proudly said, I will use this for the hauling of my commodities, this is a dream come true. I am very grateful to [Lingap]. If not for them, I cannot buy this [truck]. This is a big financial investment for my family. September
4 Mindanao Anti Trafficking Shelter and Education Project Track record Lingap was founded in June Since 1985, it has provided early childhood care and education to about 18,000 children. Currently, about 3,000 children are enrolled in Lingap centers nationwide. The centers are accredited by the Philippines Department of Social Welfare and Development. Lingap uses its own curriculum in all the centers, which are designed to address the needs of children by supporting their physical, cognitive, social, emotional and spiritual development. Other Lingap efforts include a microenterprise development savings and credit program, which provides operating seed capital and training assistance for small entrepreneurs, enabling them to become self reliant. Beginning in 2005, Lingap s efforts to raise community awareness have educated about 30,000 people in the risks and consequences of child trafficking. Participants included government leaders, law enforcement officials, daycare workers and community leaders. Lingap s current awareness raising program is designed to counter child labor in the fireworks industry. Also in 2005, Lingap partnered with Washington, D.C. based International Justice Mission in a rescue mission in Mindanao s Davao City. Through this effort, five women and four girls were freed from prostitution and placed in a women s shelter. In 2006, with support from UNICEF Philippines, Lingap carried out a year long community education campaign to prevent child trafficking in Surigao del Sur, Zamboanga del Sur, Agusan del Sur and Bukidnon provinces, often the sources of trafficked children. Among its efforts, Lingap met with leaders of government agencies, churches and NGOs to enlist their support. About 200 leaders committed to support the campaign. In addition, Lingap trained 115 representatives of NGOs, churches, government agencies, news media and educational institutions to carry out education and advocacy campaigns in their own localities. These efforts resulted in additional cases of child trafficking being reported, and more victims rescued and sheltered. 4 Geneva Global

Context Clarity Coherence Credibility Capability and capacity Continuous improvement CONSERVATIVE AGGRESSIVE Reflects regional risks outside the organization s control that could prevent project goals from being achieved. Lingap is waiting for funding before finalizing the purchase of land on which the shelter will be built. Sporadic armed conflict in the region poses risks. Refers to clear links among project design and scope and estimated Life Change impact, and reflects design risks. Lingap depends on partner organizations to refer beneficiaries. The project also relies on volunteers, many of whom have less than two years experience with Lingap. Refers to clear links among the project, the organization s experience and the Strategic Initiative goals, and reflects related risks. The organization has no previous experience operating a shelter, though it does have a track record of successful antitrafficking programs. Refers to the organization s reputation, and reflects risks related to the organization s governance and integrity of its leaders. References testify to the integrity of three project leaders. A fourth has yet to be hired and trained. Refers to the organization s ability to achieve project goals, and reflects risks related to leadership, staff and finances. Lingap will rely on partners in the construction of the shelter, as well as for providing training and counseling services. Funds for continued operations must be raised. Refers to the organization s record of monitoring, evaluating and improving projects, and reflects related risks. Children will take before and after surveys to evaluate treatment and education, though these surveys have not been designed yet. Overall key risks Lingap relies heavily on outside partners notably, a church which is supplying construction workers for this project. Lingap s partnership with the church began in The organization also depends on partners which rescue trafficking victims and refer them for care. Lingap will need continued outside funding to operate the shelter, though the organization has proven effective at raising funds. Up close Marietta Vanessa Cadangan, 25, lives in Masbate, Philippines. Lingap s microfinance program for entrepreneurs helped her increase her family s meager income, the organization reports: With the help of her husband, Vanessa put up a small [convenience] store in their house. Reynaldo, Vanessa s husband also works hard in selling [snacks] just to meet their daily needs. With a meager income, they are working very hard to support the needs of their two children, especially in school. Their oldest, Roy Vince, studied at Lingap Creative Learning Center last year. [Vanessa s] store was also bankrupt. Vanessa said, Life is full of trials. We have to move on. According to her, December 17, 2004 is a memorable date. When asked what made the date so special to her, she replied: My first loan in the amount of $66 was released [by Lingap]. To date, the total loan released to her amounted to $1,507. She is proud to tell that her daily income increased because of infusion of additional capitalization. She was also able to purchase household appliances like refrigerator, washing machine and others. September
