Impact of the Deportation Machine on our communities The Obama Administration s deportation machine, with over 2 million people deported away from us, continues to rip apart families. Immigration and Customs Enforcement (ICE) uses local police to enforce immigration whether through programs like 287 (g), Secure Communities or the new Policy Enforcement Program (PEP), all of which increase racial profiling and have broken the trust between local law enforcement and community. Every day in the U.S., 1,100 people are deported and thousands more continue to fight to keep their families together. Since 2011, Immigration and Customs Enforcement has failed to implement policies, called prosecutorial discretion, which were designed to give Immigration agents and the Chief Counsel s office the power to keep many people out of deportation. People like Arturo Hernandez Garcia in Denver and Rosa Robles Loreto in Tucson, who, out of love for the children they ve raised in the U.S. and fortified by their deep roots in our communities, made the sacrifice to live in sanctuary accompanied by communities of faith. Thanks to the organizing of thousands of immigrants and people of faith like you, we had a huge victory with the Executive Actions of November 20 th, 2014 expanding the Deferred Action for Childhood Arrival and creating Deferred Action for Parents of Americans program that would provide an estimated 5 million undocumented parents with temporary status. A group of Republican Governors filed a lawsuit against DAPA holding the program hostage in the courts. Many antiimmigrant legislators continue to press the administration to deport more people, which undermine the efforts of the Executive Actions. At the same time the Administration created DAPA, they issued new guidelines for prosecutorial discretion and purportedly ended the infamous Secure Communities program. ICE has failed to

2 implement discretion. The agency headquarters does not hold local offices accountable to the discretion guidelines and instead appears to encourage field offices to continue mass deportation through the use of quotas. From June 16 to 18, community members will take part in a three-day fast in Washington, D.C. in front of Immigration and Customs Enforcement headquarters as well as in Denver and cities across the U.S. to demand policies and laws that respect the human dignity of us all. The injustice needs to stop. Join Arturo and us in calling on immigration officials to end deportations for Arturo, Rosa, and many others, and help raise awareness about the moral imperative to make immediate changes to our immigration enforcement system. Given the continued delay of Deferred Action for Parents of Americans in the courts and the lack of action from Congress, it s even more critical we organize as a community work toward these changes now. Please join us to lift up the voices of impacted families and demonstrate the faith community s solidarity with undocumented people. FAST to End Deportation JUNE Last year eight people won their cases through the Sanctuary Movement. However, Arturo and Rosa continue to engage in civil initiative, making the sacrifice to live in Sanctuary accompanied by the faith community while hundreds of others across the country are publicly fighting their deportation. In the absence of laws and policies that keep our communities whole and confronted with the continued attacks on our community members, we are joining together for a 3-day fast in front of ICE Headquarters in Washington DC and across the country. Through this action, we will visibly draw the attention of the Administration and congresspersons through bringing a prophetic witness to the place of power. The timeline was determined by what is best for Arturo s and Rosa s cases, the delay of DAPA and the coming roll-out of PEP. This is one step building on all the work we ve done together and the work we have yet to do. GOALS OF THE FAST Accompany Arturo and Rosa in their fight to return to their families. Win relief in their cases. Lift up the prophetic voice of impacted families and demonstrate the faith community s solidarity with undocumented persons. Educate the broader public on the moral imperative and urgency for immediate changes to our immigration enforcement system. Hold the national ICE office and DHS responsible for their failure to implement the November 20th Executive Action Prosecutorial Discretion guidelines. Break the link between law enforcement and Immigration by supporting the campaign to Uncover the Truth and roll back immigration enforcement programs such as the Priority Enforcement Program Notifications (Secure Communities repackaged)

3 HOW TO SUPPORT THE 3 DAY FAST AT ICE HEADQUARTERS IN WASHINGTON DC Co-sponsor the action and sign up to participate in the ways you are able here. Bring a member from your organization who is impacted by immigration or in danger of deportation to join the fast Clergy and lay leaders come to DC and join the fast for 1-3 days Call on your member of congress to participate in the fast Provide water for fasters or food for staff Donate to offset costs SOLIDARITY ACTIONS THROUGHOUT THE COUNTRY Sign up here and share the link with friends! Create a solidarity event, press conference, fast events, or prayer vigils at a local ICE office or detention center or elsewhere. Help create a national conversation the week of June th and put continued pressure on ICE officials to implement prosecutorial discretion effectively (see resources below). Process or march from a community gathering space or symbolic landmark to the local ICE office or detention center. Contact or meet with your member of Congress and tell them about your commitment through fasting in solidarity with the DC fast to end deportations. Ask them to join. (sample invite below) Write an op-ed or letter to the editor in support (Samples Below) Share on social media (Samples Below) LITURGICAL RESOURCES Opening Prayer God of dignity and life, today we honor all immigrants who are fighting to stay with their families so they won t be separated, from whose voices and struggles we learn the truth and are called to live our deepest values. We pray for those Immigration officials who have it in their power to implement and exercise prosecutorial discretion and let our people stay, we pray they find compassion and courage in their hearts. We pray for all those fasting, that they will find the inner strength for this prophetic witness to raise awareness in our communities about the need to stop the deportations. Together let us pray for policies which embody full integration and inclusion honoring the dignity of our immigrant brothers and sisters in our communities and congregations. Call to the Community Leader: As people of faith, we are called to love our neighbor as ourselves, to recognize the dignity and gifts of the stranger, to invite the outcast in and to accompany the oppressed. People: Today, we remember Arturo Garcia-Hernandez and Rosa Robles-Loreto who are residing in Sanctuary, whose prophetic voices call us to embody our faiths values. Our fast is a small sacrifice today as we call on Immigration to implement Prosecutorial Discretion.

4 Leader: No longer should the administration fail to exercise their own policy guidelines forcing separation of our communities and immigrant families, injecting the fear of deportation into our faith communities. People: No longer should mothers and fathers fear the separation from their children due to unjust immigration laws. We will not rest until change comes. Leader: We pray this fast will impact decision makers at ICE, DHS and the White House to do what s morally right and stop the deportations. People: We pray, fast and act for freedom and for all people to be treated with love and dignity. Amen. I invite you to speak the names of people you know in deportation.. We ask that the grace and mercy of God might touch the hearts of those who can stop the deportations and move them to action. For the millions of others like Rosa and Arturo who key members of our communities and congregations, we pray this in the Spirit of the movement for liberation and justice. Amen. Immigration has failed to implement the new Immigration Enforcement guidelines and thousands are being deported unnecessarily and unjustly. 5 TALKING POINTS The Sanctuary Movement is a prophetic platform for immigrant leaders to speak out and have a safe refuge from the fear of deportation and family separation. Together, with faith communities from many traditions, we are asking ICE to fully implement prosecutorial discretion and stop these deportations. We call on the President to end programs linking local law enforcement with ICE, like PEP, that make all of us less safe. We are calling for a three-day action of fasting and prayer in DC and around the country to call on Secretary Johnson and Director Saldaña To provide relief from deportation immediately to Arturo Hernandez Garcia, Rosa Robles Loreto and others To fully and transparently implement prosecutorial discretion priorities as outlined by the President's Executive Action and hold local ICE offices accountable to the priorities To stop local police and immigration enforcement collaboration through programs like Priority Enforcement Program or PEP (the new Secure Communities program) ICE can easily exercise prosecutorial discretion and allow Rosa and Arturo to return to their families, this is especially important as so many families await the outcome of the 5 th Circuit Court case. ICE has consistently failed across the agency to implement discretion policies. Immigration has the power to stop the fear that comes from the threat of deportation and family separation. President Obama needs to live up to his promise that was part of the Executive Actions and hold ICE accountable to fully implement the prosecutorial discretion guidelines. Rosa and Arturo are key examples of people that the President says we need protect from deportation and our broken immigration system, why is ICE not stopping their deportation orders? We cannot let this policy failure continue, we must see action to stop the deportations.

The Obama administration has deported more than 2 million people and Immigration and Customs Enforcement has consistently failed to implement policy reforms which would keep families together.. With the continued delay of the administration s deferred action programs due to the irresponsible lawsuit filed by a group of anti-immigrant governors and attorneys general, immigrants still face unnecessary and unjust deportations. The Sanctuary Movement, a collection of congregations responding to the crisis of mass deportation by accompanying people resisting deportation, are launching fasts and vigils throughout the country in front of ICE offices and detention centers to demand full implementation of the new prosecutorial discretion guidelines announced on November 20 th, 2014 as part of the President s executive actions. 7 SAMPLE OP-ED Below is a short op-ed that can be edited to fit the needs of your community in your local newspapers and media while promoting the national fast and action. Faithful action highlights that mass deportations continue despite policy reforms Imagine waking up each day in fear, wondering if this is the day that simply going to work, attending church, or taking your children to school will be what tears your family apart. Most of us never have to live with this constant uncertainty, but for many here in (city/state), this is what reality looks like. Due to harsh anti-immigrant laws, continued show me your papers programs and a failure to implement prosecutorial discretion shown by immigration officials, thousands of mixed status parents and children live with the constant fear of deportation. Arturo Hernandez-Garcia and Rosa Robles-Loreto, both undocumented immigrants here in the United States, are currently taking sanctuary with faith congregations in Denver and Tucson to fight against their unjust deportation and to stay with their children and communities. As hard working parents of American children, they should not face deportation. Instead, their cases should be reviewed by immigration officials with the compassion allowed through the prosecutorial discretion guidelines announced November 20th, Immigration and Customs Enforcement has failed to implement policy reforms designed to prevent family separation. Continued mass deportation is unacceptable and does not represent the values of our faith community. As a religious leader here in (city/state), I stand with immigrants like Arturo, Rosa, and the thousands of other people like them across the country by participating in a national fast and day of action at (event location/date/time) and encourage all members of our community to join us in this show of solidarity. I also call on all immigration officials to act with compassion, and in accordance with Executive Action, by utilizing prosecutorial discretion to keep families together. This is a moral, not political issue that must be addressed immediately. It is on each and every one of us to stand with the individuals and families living in fear of being torn apart and demand that prosecutorial discretion be used to ensure that no other family face the emotional and financial trauma of unjust deportations. Let us join together to end the fear once and for all through faith and compassion.

9 What to Know About Fasting Fasting refers to the practice of refraining from intake of food and drink. Fasting is part of many faith traditions and spiritual practices going back thousands of years. Generally accompanied by prayer and meditation, fasting is a way to cleanse the body and mind to become closer to God as followers and to search for meaning, direction and purpose. Great civil rights leaders like Ghandi, Rev. Dr. Martin Luther King Jr. and Cesar Chavez have made fasting a well-known form of direct action to show a symbolic sign of sacrifice to the public to be in solidarity those who are suffering from systemic injustice. This has helped bring greater social awareness and has played a significant role in gaining significant social change. On this Fast with Arturo and Rosa to Hold ICE Accountable people will be joining the fast for hours as they are able in Washington DC and throughout the country. See more about benefits of fasting here: Medical Considerations In spite of the absolute safety and benefits of fasting, there are certain persons who should NEVER fast without professional supervision (see types of fasts for other options). For example: Persons who are physically too thin or emaciated. Those who suffer weakness or anemia. Persons who have tumors, bleeding ulcers, cancer, blood diseases, or who have heart disease. Those who suffer chronic problems with kidneys, liver, lungs, heart, or other important organs. Individuals who take insulin for diabetes, or suffer any other blood sugar problem such as hyperglycemia. Persons who are prone to anorexia, bulimia, or other behavioral disorders. Women who are pregnant or nursing. The Physical Manifestations of Fasting It is common to feel some uncomfortable sensations during a period of fasting. These include headache, fatigue, and some nausea later in the fast, lightheadedness or dizziness especially with standing up (Sitting up for a second before moving to standing helps). Coffee and tea drinkers may try to reduce their consumption several days before their fast. If you normally consume caffeine you will probably experience withdrawal headaches or migraines triggered by fasting On a longer fast you might need more rest than usual. Plan to rest and nap throughout the time. Be prepared to be a little more tired or feel cold. It helps to have warm clothing to help maintain body temperature. It is important to continue to drink plenty of water and fluids. Those who have health problems that may be affected by fasting should check with their doctor first before fasting more than one day

10 Tips for Fasters: Make sure you consult your doctor if you have any of the conditions we listed above. If you begin to feel concerned about your health- STOP FASTING and consult a medical professional! Prepare for your fast ahead of time. You can do this by cutting out carbohydrates and sugars for a week before you begin your fast. This will decrease the detoxification effects on your body. Make sure to drink plenty of water to flush your system. The entire time you are fasting be sure to drink plenty of water, as the process of turning glycogen into glucose uses more water than breaking down carbohydrates into glucose. Find time to journal, pray and reflect about why you are fasting. It is also important to understand that your metabolism slows down when it is starved for longer periods of time, and so it is necessary that the water be around room temperature Avoid exercise as much as possible, if not entirely. Energy conservation is the name of the game here. Keep warm in the cold and keep cool in the heat; during a fast your body s natural ability to defend itself from the elements is severely reduced. DO NOT jump back into your regular eating habits immediately after finishing a fast. Generally, you should take the same amount of time as you spend fasting to ease back into regular eating. Start by eating simple foods like broth, vegetables and eggs.
