2 NEW YORK DECLARATION FOR REFUGEES AND MIGRANTS We acknowledge a shared international responsibility to manage large movements of refugees and migrants in a humane, sensitive, compassionate and people-centred manner. - New York Declaration [para 11] On 19 September 2016 the United Nations General Assembly adopted a set of commitments to improve the manner in which we respond to large movements of refugees and migrants. UNHCR/Annie Sakkab These commitments, endorsed by 193 Member States, are known as the New York Declaration on Refugees and Migrants. The Declaration calls for the development of: - a global compact on refugees, based on the comprehensive refugee response framework set out in Annex I, to be led and initiated by UNHCR. - a global compact for safe, orderly and regular migration, drawing on the elements set out in Annex II, through a State-led process of intergovernmental negotiations.

6 COMPREHENSIVE REFUGEE RESPONSE FRAMEWORK The New York Declaration calls upon UNHCR to develop and initiate the application of the Comprehensive Refugee Response Framework (CRRF). The objectives and key elements are to: Strengthening conditions for the reception and admission of refugees Including the refugee response into national development planning Fostering conditions to enable refugees to return to their countries in safety and dignity Providing legal stay for those seeking and in need of international protection and fostering their self-reliance Expanding third-country solutions, including opportunities for resettlement and to access complementary pathways for admission Greater responsibilitysharing Support to host countries Addressing refugees immediate and ongoing needs

7 COMPREHENSIVE REFUGEE RESPONSE FRAMEWORK (CONT.) What is new: A systematic whole of society approach, involving a broad range of actors and new partnerships. Sustainable and predictable responses, including early engagement of development actors. Investment of private sector, and integration of innovative approaches in the way we respond to refugee movements. Long-term planning for solutions, and early engagement of development actors at the outset of refugee movements. Governments are in the lead, and UNHCR S role as catalyst to develop and initiate comprehensive responses in specific situations Greater inclusion for refugees in the communities that host them. 8 TOWARDS A GLOBAL COMPACT ON REFUGEES What is the global compact on refugees? Member States committed to work towards a global compact on refugees (GCR) in This was their pledge to ensure that, in future, we collectively deliver more equitable and predictable refugee responses, in a systematic manner. The compact will be informed by the concrete application of the CRRF in situations of large-scale movements of refugees - in both emergency and protracted situations. The GCR will contain the comprehensive refugee response framework and a programme of action that sets out actions to deliver support to refugees. Thematic discussions with Member States will be organised in 2017 to identify actions that are essential to the type of refugee response envisaged in the New York Declaration.

10 TOWARDS A GLOBAL COMPACT ON MIGRATION What is the global compact on migration? The global compact for safe, orderly and regular migration (GCM) is a global agreement to be adopted by Member States at a conference in It is envisaged that the GCM will set out principles and commitments regarding international migration. The processes towards the global compact on refugees and that on migration will be «separate, distinct and independent» (UNGA Modalities Resolution, April 2017). Role of UNHCR UNHCR will contribute its expertise to the development of the GCM. The development of the GCM is led by Member States, with support from the Special Representative of the Secretary- General on International Migration, the International Organization for Migration (IOM), the UN Secretariat, and other stakeholders. UNHCR will work with these key partners to ensure coherence and clarity between the two compacts.
