2 Jennifer Bond Biography Jennifer Bond is a Law Professor at the University of Ottawa. She has been called to the bars of Ontario and British Columbia and completed her graduate work at the Yale Law School. Professor Bond co-founded and directs the uottawa Refugee Hub and its three flagship initiatives: the Refugee Sponsorship Support Program (mobilizes pro-bono legal support for private sponsorship groups across Canada); the University of Ottawa Refugee Assistance Project (studies and mitigates access to justice deficits in Canada s refugee system); and the Refugee Law Research Team (supports public interest litigation). She also publishes in leading academic journals and is the Principle Investigator on several multi-year research projects. Professor Bond has previously worked at a leading management consulting firm, and has served with the Supreme Court of Canada; with the UNHCR in Syria; and on the founding national executive of the Canadian Association of Refugee Lawyers. She has won numerous awards for her research and community work, including the International Commission of Jurists Tarnopolsky Award and the Province of Ontario s Early Researcher Award. In 2015/16, Professor Bond took a leave from the University to serve on a full-time basis as Special Advisor to Canada s Minister of Immigration, Refugees, and Citizenship on the Syrian Refugee Initiative. She is currently serving as Chair of an international partnership between Canada, the UNHCR, and the Open Society Foundations that is aimed at promoting private sponsorship of refugees around the world.

3 Aisling Bondy Aisling Bondy is the principal of Bondy Immigration Law. She has practiced almost exclusively in the field of immigration and refugee law since her call to the bar and has taught a course in Immigration and Refugee Law Procedures at Humber College. She received her LL.B. from the University of Ottawa and articled at Parkdale Community Legal Services. Prior to attending law school she obtained a B.A. from McGill University in Political Science and International Development Studies.

4 Andrew Jacques Brouwer Andrew Brouwer is Senior Counsel in Refugee Law at Legal Aid Ontario. Working out of the Refugee Law Office, he leads LAO s law reform and test case strategy to improve access to justice in the area of refugee and immigration law, including immigration detention, and provides strategic and policy advice to LAO management. Mr. Brouwer is recognized by the Law Society of Upper Canada as a Certified Specialist in Citizenship and Immigration Law. He appears before all levels of court and tribunal, including all divisions of the Immigration and Refugee Board, the Federal Court, Federal Court of Appeal, and the Supreme Court of Canada. He also represents clients before the United Nations Committee Against Torture and the United Nations Human Rights Committee.

5 Catherine Bruce Catherine Bruce is the Director of the Refugee Law Office and the Chair of the Law Society Conference. Prior to joining the RLO, Catherine ran her own refugee practice for fifteen years. There she worked with refugees from all over the work, but with a focus on refugees from Turkey, Eritrea and South and North Korea. Catherine joined the RLO in 2013 as a staff lawyer, was seconded to implement LAO s panel standards for refugees in 2015, was appointed Director of the RLO in 2016, and in September 2016 spent time working in the refugee camps in Greece. Catherine is the recipient of two community awards for her dedication and commitment to the refugee community, is a member of the Canadian Council for Refugee s legal affairs committee and, over the course of her many years in practice, has appeared before all tribunals and levels of court including the Supreme Court of Canada.

6 Maria Burgos Maria Burgos has been a litigation lawyer in the Immigration Law Division of the Department of Justice since During that time she has represented IRCC and CBSA on a variety of applications and actions before the Federal Court, Federal Court of Appeal, and Ontario Courts. Ms. Burgos was also previously employed in the Extradition Unit of the Department of Justice representing the Attorney General of Canada on extradition matters. Prior to her employment with the Department of Justice, Ms. Burgos worked at the private immigration law firm now called Mamann, Sandaluk and Kingwell LLP and with a number of Legal Aid clinics in Toronto and Edmonton.

7 THE HONOURABLE CHIEF JUSTICE PAUL S. CRAMPTON Paul S. Crampton was appointed Chief Justice of the Federal Court of Canada on December 15, He was appointed to the Federal Court on November 26, 2009 and to the Competition Tribunal on March 18, In 2013, he was appointed to the Executive Committee of the Canadian Judicial Council. From 2004 to 2009, he was a partner in the Competition and Foreign Investment Law Group at Osler, Hoskin & Harcourt LLP, Toronto. Between 2002 and 2004, he was Head of Outreach, in the Competition Division of the OECD. In that capacity, he was responsible for overseeing the OECD s work in the competition field with developing and transitioning countries. From 1992 to 2002, he was a partner in the Competition and Foreign Investment Law Group at Davies, Ward, Phillips and Vineberg LLP. Doc #:

8 Dr. Paul Daly Dr. Paul Daly is University Senior Lecturer in Public Law, University of Cambridge and the Derek Bowett Fellow in Law at Queens' College, Cambridge. He came to Cambridge from the University of Montreal, where he was successively Assistant Professor, Associate Dean and Associate Professor, having previously worked at the University of Ottawa and Lerners LLP, Toronto. His award-winning scholarship in the broad field of public law (especially administrative law) has appeared in leading academic journals and edited collections and has been frequently cited by courts, most notably the Supreme Court of Canada and the Irish Supreme Court. Fluent in English and French, he is a regular speaker at academic conferences, judicial and administrative training seminars and continuing legal education events. He maintains an internationally read blog on his website, Administrative Law Matters, and regularly speaks to the media. His input on legal matters of great public importance has been sought by parliamentary committees, governmental agencies, political aides and a wide variety of lawyers in public and private practice. In addition to his academic work, Dr. Daly is the co-founder of Navigate.Legal, a legal analytics consulting firm.

9 Youliana Daskalova Senior Research Analyst As a Senior Research Analyst in the Country of Origin Information (COI) unit of the Research Directorate at the Immigration and Refugee Board of Canada (IRB), Youliana Daskalova liaises with IRB members regarding Country of Origin research, organizes the COI workload and supervises Research Officers who are responsible for producing Responses to Information Requests (RIRs). She evaluates the content of these responses based on the standards and methodology of the Research Directorate and develops training, guidelines, and policies for the COI unit and the Research Directorate as a whole. Prior to her work at the IRB, Youliana worked for the Internal Communications Department at the Department of Foreign Affairs and International Trade (DFAIT). She holds a Master s Degree in Political Science and International Relations from the University of Ottawa.

10 Bill Frelick Refugee Rights Program Director- Human Rights Watch Bill Frelick, director of Human Rights Watch's refugee program, monitors, investigates, and documents human rights abuses against refugees, asylum seekers, and internally displaced persons, and advocates for the rights and humanitarian needs of all categories of forcibly displaced persons around the world. Before joining Human Rights Watch, Frelick directed Amnesty International USA's refugee program and the US Committee for Refugees (USCR), which he served for 18 years. He was the editor of USCR's annual World Refugee Survey and monthly Refugee Reports. Frelick has traveled to refugee sites throughout the world and is widely published. He taught in the Middle East from and was co-coordinator of the Asian Center of Clergy and Laity Concerned from Frelick has a B.A. from Oberlin College and an M.A. from Columbia University.

11 Angus Grant Angus Grant was called to the bar in Ontario in He articled and practiced with the Public, Regulatory and Administrative Law Group at Borden Ladner Gervais LLP and later commenced a practice focusing on immigration and refugee law with a focus on appellate litigation. Since 2004, he has also worked for Legal Aid Ontario as a staff lawyer and, in 2011, he commenced a Doctorate in Law at Osgoode Hall Law School where he examined intersections between international, administrative and national security law. Completed in 2016, Angus continues his work in refugee law and is now an adjunct professor of law at Osgoode Law School.

12 Sharon Stewart Guthrie: Bio Sharon is a graduate of McGill University with a major in English. She studied Law at Osgoode Hall Law School and graduated in She was called to the Bar in She has worked at the Ontario Regional Office of the Department of Justice since her call to the bar. The main focus of her practice is immigration law. She has appeared numerous times before the Federal Court and Federal Court of Appeal on judicial reviews of various immigration, refugee and citizenship matters.

14 Claire le Riche Claire le Riche (B.A. Hons.), LL.B., Queen s University, has been a Deputy Regional Director and Senior Counsel at the Department of Justice, Ontario Regional Office, since Claire was called to the Bar in 1987 and was a Law Clerk to the Chief Judge of the District Court from She joined the Department of Justice in 1988, and practiced civil litigation before specializing in immigration and refugee law.

15 Alyssa Manning has been a staff lawyer at the Refugee Law Office since Prior to joining the Refugee Law Office, Alyssa represented refugees in private practice through the firm of VanderVennen Lehrer, Barristers and Solicitors and as a staff lawyer at Parkdale Community Legal Services. Alyssa is a member of the Canadian Association of Refugee Lawyers and the Refugee Lawyer s Association. Alyssa appears regularly before the Immigration and Refugee Board and the Federal Courts. She has also acted for the Canadian Association of Refugee Lawyers, Barbara Schlifer Commemorative Clinic and the Canadian Centre for Victims of Torture on interventions before the Supreme Court of Canada. Alyssa is also known for her work with conscientious objectors seeking immigration status in Canada.

16 Ann Margaret Oberst Ann Margaret Oberst has been with the Department of Justice since She was a litigator until 2007 and has been practicing as a Research Lawyer in the Immigration Law Division since then.

17 John Provart John Provart is Senior Counsel with the Immigration Law Division of the Department of Justice in Toronto. He graduated with a BA (Hons) and an MA from McGill and an LLB from the University of Toronto. He clerked at the Ontario Superior Court of Justice in Toronto before joining the DOJ in He has been counsel on many immigration judicial reviews, war crimes cases, two security certificates and has argued numerous appeals including Shpati and Thamotharem/Benitez.

18 Heidi Sprung Heidi Sprung is the Acting Director of the Research Directorate at the Immigration and Refugee Board of Canada (IRB). In this capacity, Heidi oversees the production of Country of Origin information in the form of Responses to Information Requests as well as National Documentation Packages, and the provision of Specific Information services, all of which support the claimants, their representatives, and the Members of both the Refugee Protection Division (RPD) and the Refugee Appeal Division (RAD) in the refugee determination process. Heidi is a former Member and Coordinating Member of the RPD and most recently held the position of Special Advisor to the Deputy Chair of the RPD. Heidi holds an LL.B and MA from the University of Ottawa.

19 Jamie Todd Jamie Todd is a graduate of McGill University (B.Sc. Chem.) (M.Sc. Chem.) He obtained his law degree from Osgoode Hall in 1997 and an LLM in Constitutional Law from Osgoode Hall in Jamie was called to the Bar in Ontario in 1999 after articling at the private law firm Torys before moving to the Department of Justice in July Jamie is currently Senior Counsel in the Immigration Law Division of the Department of Justice Ontario Regional Office. He teaches Canadian Public and Constitutional Law at the Osgoode School of Professional Development.

20 Jared Will Jared Will practices immigration and refugee law in Toronto and is the principal at Jared Will and Associates. He has a special interests in refugee protection, exclusions, inadmissibilities, criminality issues and immigration detention.
