1 UNICEF Iraq/2015/SALIM ALI Iraq Humanitarian Situation Report Highlights Over 2.2 million IDPs are now displaced across 2,412 locations in Iraq. Ongoing conflict has triggered further displacement in the centre-north of Iraq throughout January and IDP figures are expected to rise. UN contingency planning is underway. Rising displacement is putting pressure on existing, overstrained facilities for IDPs and host communities, and protection monitors have voiced concern over increasing ethnic tensions in camps. Despite a continuously challenging security situation, humanitarian actors regained access to Anbar Governorate, which was greatly restricted since October 2014, and to Zummar Sub-district in Dahuk Governorate, previously under ISIL control. Throughout the reporting period, 4,570 children received psychosocial support, raising the accumulative total to 34,284 children since the beginning of the countrywide IDP crisis. In Anbar Governorate, 150 classroom tents were dispatched, enabling 12,390 children to return to school. Since the start of the IDP crisis, 95,569 crisis-affected children benefitted from access to education. In response to ongoing IDP movement into Kirkuk and Sulaymaniyah Governorates, UNICEF supported the Department of Health to vaccinate close to 23,000 IDP children against measles. Over 211,700 children received winter clothing, exceeding the initial target of 200,000 children by 5 per cent. 10,348 families received cash assistance, increasing the total number of recipient families to 14, ,191 individuals benefitted from UNICEF s Rapid Response Mechanism, raising the total since August 2014 to 498,885 IDPs. Approximately 10,000 IDPs living outside camps in Central and Southern Zones benefitted from WASH services as have 14,000 IDPs and 8,200 host community members in Duke in Najaf Governorate. SITUATION IN NUMBERS January 2015 People in need of urgent humanitarian assistance: 5.2 million including 2.6 million children and 2.18 million IDPs Target population: WASH: 3,500,000 Health: 340,000 Education: 250,000 Child Protection: 75,000 Rapid Response: 1,400,000 Winterization: 200,000 Requirements: US$ million Funds received: US$ million Situation Overview and Humanitarian Needs According to the International Organization for Migration s (IOM) Displacement Tracking Matrix (DTM), released end of January, 2.2 million individuals have now been identified as internally displaced across 2,412 distinct locations in Iraq 1, of which more than 35 per cent reside in the KR-I. Accordingly, the UNCT raised the baseline figure for planning humanitarian response to 2.3 million individuals and, with continuous fluctuation of the frontline, numbers of IDPs are expected to rise. UN agencies are exercising contingency planning, in order to increase preparedness for a variety of anticipated scenarios. According to the Cluster for Camp Coordination and Management, 25 IDP camps are active across Iraq and a further 11 are currently under construction. 2 approximately 390,000 IDPs, and 199,723 IDPs are currently already living in the camps. Ongoing conflict has triggered further displacement in the centre-north of Iraq throughout January, including in Ninewa, Salah al-din, Diyala, Erbil and Kirkuk Governorates. Rising displacement figures are putting pressure on existing, overstrained facilities for IDPs and host communities and protection monitors have voiced concern over increasing ethnic tensions in camps. Due to continuous displacement, primarily from Salah al-din, Arbat IDP Camp is now over-capacity and it will reportedly take two months to prepare land for the new site. WASH and Health clusters have raised serious concerns about the risk of disease outbreaks as a result of overcrowding, with at times four families sharing one tent and the lack of WASH facilities in new sections. Despite a continuously challenging security situation, humanitarian actors regained access to Anbar Governorate, which was greatly restricted since October 2014 and Zummar Sub-district in Dahuk Governorate, previously under ISIL control. Increasing numbers of cases of forced eviction of IDPs from Kirkuk City have prompted humanitarian partners to raise this issue with governmental authorities. Protection actors are concerned over reports of forced conscription in ISIL-held areas, including Kirkuk and Ninewa. According to the Shelter/NFI Cluster, the lack of kerosene for cooking and heating for an estimated 129,500 IDPs remains a major issue. Thus far the combined kerosene delivery by the Government of Iraq (GoI) and humanitarian partners has only reached 27 per cent of the targeted families in the KR-I, and 17 per cent of the targeted beneficiaries in the Centre and South of Iraq. Humanitarian Leadership and Coordination UNICEF leads the WASH and Education Clusters and the Child Protection Sub-cluster and is coordinating the strategy and response to the multiple displacements with all cluster members. OCHA, UN agencies, and humanitarian partners have worked to coordinate the sector response for the influx of Syrian refugees with the cluster response for IDPs to promote an integrated response where possible. In February 2015, OCHA and UNHCR, as coordinating agencies of the IDP and Syrian refugee crisis responses, will launch a new online database called ActivityInfo, which will include harmonized indicators to facilitate monitoring of sector and cluster achievements and move towards a better understanding and coordination of the parallel emergency responses in Iraq. UNICEF increased its coordination with UNHCR to improve the quantity and quality of WASH delivery in all IDP camps. The WASH Cluster also increased its engagement with the Health and Nutrition Cluster to ensure that the delivery of health and hygiene messages conform to Health and Nutrition Cluster standards, and are addressing critical health issues, especially diarrhea and other WASH-related diseases. Humanitarian Strategy The UNICEF humanitarian response strategy and priorities in Iraq are in line with the targets and objectives of the revised inter-agency Strategic Response Plan (SRP) 2014/2015 ( ) for the internal displacement crisis, and remain focused on providing access to basic and life-sustaining services for Iraqi IDP women and children and host communities in order to protect them from further deprivations or exposure to violence. The Regional Response and Resilience Plan (3RP) focusing on Syrian refugees in Iraq was launched on December 18, UNICEF, in partnership with UN agencies, I/NGOs, local authorities and civil society organizations, continues to implement and consistently refine its rapid response as well as contingency planning in order to effectively address rapidly changing humanitarian needs resulting from fluid mass displacements. Drawing on a combined assessment and immediate, rapid response approach, UNICEF is providing multi-sectoral packages of life-saving commodities and relief interventions to affected 2

3 communities, particularly focusing on minorities and hard-to-reach, highly mobile populations. With the onset of cold and rains, winterization, including the distribution of children s winter clothes and other items, is an immediate response priority that continued through January UNICEF is also prioritizing the protection needs of civilians, including those displaced and otherwise affected by the conflict, with due regard to human rights and international humanitarian law. On December 4, the Federal and Kurdistan Regional Governments, jointly with the UN agencies assessed the progress made in addressing the humanitarian needs of IDPs across northern Governorates of Iraq, and finalized the second phase of the immediate response plan (IRP II) for the Northern Region of Iraq, which outlines the operational requirements until the end of March The IRP II is an operational sub-set of the Strategic Response Plan for Iraq. Summary Analysis of Programme response Child Protection UNICEF is continuously supporting the response for both IDP and non-idp children affected by the conflict. Throughout the reporting period, 4,570 children (2,436 girls; 2,134 boys) received psychosocial support services (PSS), raising the accumulative total to 34,284 (15,818 girls; 18,466 boys) since the beginning of the countrywide IDP crisis. Access to recreational and structured activities for IDP children is limited, due to a lack of capacity in Child Friendly Spaces (CFS), allocated land in IDP camps and inadequate programs for non-camp children. The high volunteer-child ratio is making individual support of the children difficult and CFSs have for the most part failed to attract adolescents as activities are primarily tailored to suit younger children. UNICEF is trying to mitigate this and ensure inclusiveness by promoting adolescent programming. To increase coverage of psychosocial support services to children in the host community, UNICEF in Dahuk is partnering with the Directorate of Culture and Youth, to reach out to children via 13 child protection and community centers in the governorate. In developing a mechanism for preventing and response to child protection risks, UNICEF in collaboration with partners identified, documented, traced, and reunified 42 unaccompanied and separated children in the reporting period. These included a total of 3,679 children (1,606 girls; 2,073 boys) who received specialized protection services in Sulaymaniyah, Diyala, Dahuk, Erbil, Kirkuk and Ninewa Governorates since the beginning of the IDP crisis and emergency response. The referral mechanism for a few children who require specialized mental health services is not in place, making psychosocial recovery a challenge. UNICEF partnered with the International Refugee Council (IRC) to train 24 government staff on the Child Protection Information Management System (CPIMS) and general child protection issues with the objective to strengthen the collection of vital data for programming in child protection. In order to monitor child rights violations, UNICEF s child protection facilitators conducted 198 interviews with children, youth and parents in 16 IDP camps and 15 CFS and Youth Friendly Spaces (YFS). Weekly Child Protection Working Group (CPWG) meetings, chaired by UNICEF as child protection sub-cluster lead, continue to bring partners together to jointly identify and address critical protection gaps and challenges. Efforts to strengthen sub-national CPWG coordination has resulted in regular monthly coordination meetings in Dahuk and Sulaymaniyah. The child protection sub-cluster strategy has been finalized and different thematic groups were formed to improve quality of child protection service. Education While many of the schools occupied by IDPs were already vacated and rehabilitated, there are still schools that need rehabilitation, particularly in Sulaymaniyah, Wassit, Anbar and Missan Governorates. UNICEF as lead-agency of the education cluster finalized the rehabilitation of 406 non-camp schools in Anbar (18), Dahuk (334), Wassit (10), and Sulaymaniyah (44) Governorates, benefitting more than 150,000 host community children and is further planning to assist the rehabilitation of 44 schools in Missan (16) and Anbar (28) Governorates. The construction of 25 pre-fab schools initiated in December 2014 (19 in Dohuk, five in Erbil and one in Sulaymaniyah Governorates) with UNICEF s assistance is approximately two-thirds completed. Even though tent installation was delayed both in Dahuk and Kirkuk due to challenges in finding qualified contractors, the installation of 149 classroom tents at 12 IDP camps in Dahuk has almost been finalized with merely 10 per cent of the installation in two of the 12 camps outstanding. In Anbar Governorate, 150 classroom tents were dispatched, of which 130 tents were already installed Al Khaldia, Al Habaniah, Amriyatte Al Fallujah and Ramadi, enabling 12,390 children to return to school. Nonetheless, there is a continued and urgent need to provide educational access to the IDP children who shifted from host-communities to IDP camps. It is expected that little more than nine per cent of the IDP population are in IDP camps, and that the educational needs of the majority of the IDP children within host communities are yet to be addressed. 3

4 With UNICEF assistance, 8,805 students in Aliyawa Camp (1,148), Shaqlawa (3,309), Ainkawa (2,531), and Arbat Camp (1,817) continued their formal education. In total since the start of the IDP crisis, UNICEF in cooperation with its implementing partners has provided 95,569 children aged 6 to 17 years with access to educational opportunities. Furthermore, in Kerbala and Babil Governorates, 5,666 IDP and host-community students benefitted from the distribution of school bags, school in a carton, recreational kits or other educational materials. Winterization supplies for schools have been dispatched to various governorate warehouses and are at different stages of distribution at schools. Additionally UNICEF, in collaboration with INTERSOS, conducted a training on psychosocial support for nine IDP teachers, one social worker and one community mobiliser, enabling them to provide psychosocial support in education for 3,041 students in Shaqlawa. The education cluster supported the harmonization of the 3RP and SRP indicators, which are used in the ActivityInfo database, allowing for better monitoring and coordination of both, the IDP and Syrian refugee crises responses. Health & Nutrition UNICEF continues to support health authorities across Iraq in an effort to cope with the ongoing IDP influx and displacement. UNICEF, jointly with the Federal and Kurdistan Regional Ministries of Health reviewed the emergency preparedness and response in 2014 and developed a plan for 2015 as part of the national annual action plan. The participating parties agreed on key priorities with a focus on enhancing the capacity of local Directorates of Health (DoH) for a swift and timely emergency response. UNICEF is continuously backing the DoHs in Erbil, Dahuk, Sulaymaniyah, Kirkuk, Diyala, Kerbala and Anbar. In Dahuk, UNICEF is supporting 40 mobile vaccination teams, growth monitoring and baby hut teams, in order to assist the DoH Dahuk with the service provision to currently more than 163,092 IDPs 2 who have settled in 14 IDP camps under the administration of the Dahuk Local Government, and an additional 467,045 IDPs 3 who are living across the Governorate. Immunization, particularly against measles and polio, as well as nutritional supplementation, remain key priorities for the immediate emergency response, building on the 2014 strategy and success to prevent any outbreaks among IDPs across Iraq. In January, across Iraq, 14,490 IDP infants under one year old were vaccinated against measles and 38,576 IDP children under five years old received growth monitoring (nutrition screening) services and were provided with nutritional supplementation. Particularly in the IDP camps in Dahuk Governorate growth monitoring was scaled up in January, reaching more than 26,000 children. In response to the ongoing IDP movement into Kirkuk and Sulaymaniyah Governorates, UNICEF supported the DoH to vaccinate close to 23,000 IDP children aged under 15 years against measles (22,000 IDP children in Kirkuk and 859 IDP children in Sulaymaniyah). Five mobile vaccination teams from Dahuk were supported with four tents and logistical support to reach 919 IDP families living in informal settlements at Sinjar Mountain, vaccinating a total of 2,638 IDP children under 15 years old against polio and 2,291 children against measles. Due to several confirmed hepatitis A cases in Sharia IDP camp in Dahuk Governorate, UNICEF supported the vaccination of 830 IDP children under 15 years, in addition to intensified hygiene and health education efforts to contain and prevent any water-borne diseases among IDPs. In January 2015, the distribution of ready-to-use therapeutic and supplementary food, as well as High Energy Biscuits benefitted 38,576 IDPs and approximately 40,000 host community children across Iraq, including in Anbar sub-districts. Zinc tablets were provided to an estimated 28,000 infants and young children, while folic acid and fero-folic acid tablets were prescribed to 69,000 pregnant women and 24,000 women of childbearing age. Water, Sanitation & Hygiene (WASH) Since the start of the IDP crisis in January 2014, UNICEF provided 1,986,318 individuals with access to adequate amounts of safe water, including an estimated 750,000 host-community members who are benefitting from the support of urban water projects with water purification materials. Additionally, UNICEF has provided 98,554 IDPs with access to latrines and distributed hygiene materials to 627,448 IDPs all over Iraq. With the development and finalization of WASH infrastructure in many of the newly established IDP camps in the KR- I, UNICEF, in accordance with the KRG and the new IRP II, is expanding its focus gradually to increasingly include noncamp IDPs. Of all active, constructed or planned IDP camps in Iraq, UNICEF and its partners are taking the responsibility for the WASH facilities and on-going WASH activities in 16 camps, which will require significant additional funds and human resources. More than 165,491 people in 15 formal and informal camps in Dahuk are receiving WASH services on a daily basis. The daily operation, cleaning and repairing of existing WASH facilities in camps, as well as solid waste disposal are supported by daily messaging regarding the usage and maintenance of communal WASH facilities. In response to the new arrivals in Arbat camp which overstretched existing services and capacities, UNICEF increased the 2 Cluster of Camp Coordination and Management Iraq, CCCM Camp Status Report, International Organization for Migration Iraq, Displacement Tracking Matrix Dataset,

5 water-trucking rate from 126,000 to 252,000 litres daily, reinforced by the installation of 12 water tanks (6 bladders and 6 PCV tanks). In Baherka IDP camp, UNICEF in cooperation with Erbil Refugee Council is preparing the construction of new WASH sub-structures (4 boreholes, elevated water reservoirs and sewage systems). Approximately 10,000 IDPs living outside camps in Central and Southern Zones benefitted from UNICEF s WASH emergency response, including 2,100 sets of bottled water, 1,670 hygiene kits, 200 plastic garbage bags, and 8 water tanks. 14,000 IDPs and 8,200 host community members in Duke in Najaf Governorate received access to safe drinking water through the provision and installation of a Reverse Osmosis Compact Unit, supported by a 50 KVA electrical generator; 8,000 IDPs benefited from de-sludging services in Najaf-Karbala; and additional 2,766 from water trucking in Anbar Governorate. A letter of agreement was signed between Diyala Government and UNICEF, regulating the support of Diyala IDPs in a cost-sharing mechanism between UNICEF and the Government. The agreement includes the continuous support of the 12,000 IDPs in Al-Wand tent camp in Khanaqin, Kalat Caravan, and Saad Camp in Baquba; the supply and installation of a water supply system at Al-Wand lake and a 1250 KVA power generator to benefit both IDPs and 100,000 host community members. In turn, Diyala Governorate has the authority to coordinate with the WASH partners to support IDPs in non-camp settings in Khanaqin, Baquba and Kifri, among other activities. Major challenges facing UNICEF s WASH section are the timely response to the continuous new waves of IDPs, and imprecise or limited information on non-camp IDPs, particularly those scattered across many locations. Since many IDPs are hosted in informal settlements with no existing infrastructure, the establishment of sustainable water and sanitation facilities to serve this population is hampered for logistical reasons. Due to ongoing military operations, UNICEF and its partners are experiencing perpetual difficulties to access Anbar Diyala and Kirkuk Governorates, hindering the WASH response to the affected IDPs. About 147,000 out of 153,000 IDPs in Sulaymaniyah, 219,000 out of 239,000 IDPs in Kirkuk, and 497,000 out of 750,000 IDPs in Central and Southern Zones have not yet been reached with WASH assistance. Rapid Response Mechanism (RRM) In January, 79,191 individuals benefitted from UNICEF s RRM, raising the total since August 2014 to 498,885 IDPs, of whom approximately half are children. During the month of January, 37,500 RRM kits were dispatched from the UNICEF Erbil warehouse to RRM partners, in response to an influx of almost 15,000 IDP families displaced from Salah al-din and Hawija to Kirkuk city and Sulaymaniyah from January 25 to 27, per cent of the dispatched RRM kits were prepositioned across the KR-I, in order to refill the stocks of RRM consortium partners. Prepositioning of RRM supplies and preemptive planning are important strategic elements, enabling UNICEF and its RRM partners to effectively respond to the rapidly changing dynamics of the continuous displacement and support IDPs on the move with lifesaving and time critical supplies. Winterization According to plan, the distribution of winter clothes for children aged under 14 years was finalized on January 15, UNICEF s WARM for WINTER project exceeded the initial target of 200,000 by 5 per cent, distributing a total of 211,723 sets of clothing to children (109,515 boys, 100,860 girls) and pregnant women (1,348) in more than 100 hardto-reach locations in Dahuk, Diyala, Erbil, Kirkuk, Ninewa and Sulaymaniyah Governorates. The distribution of clothing was organized in two phases. Phase one targeted primarily IDPs in hard-to-reach locations, individuals exposed to cold elements with little protection, and IDP communities that had not received services before. Distribution commenced on October 23, 2014, and was implemented through direct service delivery by UNICEF facilitators. Phase 2, focusing on IDPs in informal settlements and unfinished buildings, ran parallel to phase 1, commenced November 1, 2014 and was implemented through a consortium of five partners, including ACTED, Civil Development Organization (CDO), Kurdistan Reconstruction and Development Society (KURDS), National Institute for Human Rights (NIHR) and Women Empowerment Organization (WEO). The impact of the WARM for WINTER project was assessed during follow-up visits to target locations. From January 10 to 12, 2015, UNICEF staff revisited four sites (Khanke, Sharia, Bersive 1 and 2 IDP camps) that had received sets of winter clothing and established that many of the children were wearing the winter clothes distributed to them in December Winterization planning for the winter has already started, and procurement and planning activities will commence as early as March 2015 to ensure that the country office is well equipped and prepared to avoid delays in procurement lead times, thus ensuring a more consolidated and proactive response. Cash Assistance In August 2014, UNICEF signed a US$5 million agreement with the Governorate of Dahuk in the KR-I to disburse emergency cash assistance to vulnerable families living in camp settings. Following close coordination between UNICEF 5

6 and regional government authorities, disbursement began on December 4, 2014 and as of beginning of February, a total of 19,456 of a targeted 20,000 households have been selected for project activities. In the month of January, 10,348 families received cash assistance in the camps of Bersive 1 and 2 and Chamishku (Zakho District) as well as Essian (Shikhan district), increasing the total to 14,071 families. An additional 5,385 families in the camps of Kabarto 1 and 2 one, and Dawodia have received their vouchers and cash will be disbursed within the first half of February Each of the target households is receiving US$250 in cash. Many families have experienced multiple displacements, and moved to the camps after sheltering in unfinished buildings and schools. Each of these families has unique needs for different services, especially with the onset of winter. Cash allows them to meet those changing needs in a dignified manner and better than the humanitarian actors may be able to predict. Communications for Development (C4D) Throughout January, UNICEF Iraq continued its support to Iraqi IDPs, reaching more than 24,000 individuals across camps in Erbil, Sulaymaniyah, Diyala and Kirkuk Governorates through the provision of Communication for Development (C4D) activities with the support of its implementing partners CDO, Relief International (RI), WEO, Terre Des Hommes (TDH), Save the Children International (SCI), and Federazione Organismi Cristiani di Servizio Internazionale Volontario (FOCSIV). Activities in January focused primarily on storm/rain preparedness via campaigns, the establishment of emergency teams in camps in order to support affected families and build resilience, and the distribution of toolkits, including shovels and plastic sheets to emergency teams. IDPs in Baherka Camp, Harsham Camp, Khanaqin Camp, Sulaymaniyah Center, Chamchamal, Kalar and Darbandikhan were reached and mobilized through tent-to-tent visits. Fire incidents in camp-tents (including casualties) were noticeably reduced in December and January due to UNICEF s pre-emptive trainings on fire safety. Nonetheless, fire safety sessions for IDPs continued during January across various camp and non-camp settings. UNICEF with the support of its partners is continuously providing health awareness sessions to mothers and pregnant women in various camps, including care during pregnancy, breastfeeding, newborn care, menstrual hygiene, diarrhea prevention and hepatitis A. Health campaign topics and strategies are being adjusted according to specific needs across the different camp locations. With the support of SCI and UNICEF C4D facilitators, activities in Khanaqin in January included various sessions on leishmaniasis (disease spread by the bite of the female sand-fly), in response to a small outbreak, reaching more than 100 individuals from all camp sectors. Furthermore, focus group discussions, Information, Education and Communication (IEC) materials, community dialogues, mothers meetings and tent-to-tent visits mobilized and educated IDPs on scabies and lice prevention and treatment, supplemented with the distribution of 800 lice shampoos by RI. Additionally, UNICEF mobilized children to take a lead in a large-scale camp cleaning campaign in Baherka Camp, and FOCSIV conducted entertainment activities for children in Ainkawa including dance, music and movies. Funding As of February 1, 2015, UNICEF has received US$ million (or 44%) against the US$319.4 million SRP appeal. WASH and Winterization remain the best-funded sectors (at 62% and 56% respectively), with Education and Social Protection the least funded (at 26% and 24% funded respectively). UNICEF also applies its RRM strategy via direct delivery missions (UNICEF teams and supply convoys). Since June 2014 to date, UNICEF successfully opened up five separate humanitarian corridors, and simultaneously conducted rapid assessments and delivered life-saving supplies to 74,000 highly vulnerable individuals from minority communities. An additional 289,500 individuals were assisted through 13 UNICEF-only field missions and further 31,200 hard-toreach individuals benefitted through three UN Joint Missions, raising the total to 394,700 individuals, who benefitted from UNICEEF direct RRM assistance. 8
