2 BAROMETER OF PUBLIC OPINION FOR THE CANARY ISLANDS. 2 nd WAVE 2010 The purpose of the Social and Economic Council of the Canary Islands is to ensure the effective participation of all social and economic agents in the social and employment policies of the Canary Islands. The Council exercises its functions by issuing reports and opinions on the Government s draft bills and plans referring to economic, social and employment matters, and on any aspects that could affect the situation of the Autonomous Community regarding those matters. In order to achieve this aim, and to provide stability and future projection to the studies conducted in 2007 on the back of the first Barometer of Public Opinion, we have recently completed the seventh edition of the barometer, which corresponds to the second wave carried out in The main objective of this Barometer of Public Opinion is to provide Canarian society and its institutions with information structured according to rigorous analytical procedures and methodologies on the state of opinion of Canarians with regard to their customs, habits, values, social needs and expectations. 2 Introduction BAROMETER and OF objectives PUBLIC OPINION FOR THE CANARY ISLANDS 2010 (2nd wave)

3 Geographical scope: The group of islands making up the Autonomous Community of the Canary Islands. Universe: General population aged 16 or over, permanently resident in the Canary Islands. In order to estimate the structure of the represented universe, we consulted official INE sources and the review of the municipal register of residents 2009 (as at January 1, 2010; population aged 16 or over: 1,723,437 inhabitants). Type of survey: Personal aided by Tablet PCs connected to the Internet (TAWI). Questionnaire: Semi-structured. Sampling methodology: By Random Route. Sampling design: Multi-stage sampling with stratification and sub-stratification of the units of the first stage and random selection of section, household and individual with a method for correcting quotas by gender and age Final sample: 3,169 interviews. Weighting: Total results were balanced according to the population weighting of each segment. Fieldwork dates: From October 19 to November 18, Anonymity and confidentiality: The total anonymity of respondents answers was assured. Answers were only used to compile statistical tables. 7 SOCIO-DEMOGRAPHIC CLASSIFICATION In this barometer of public opinion, the distribution of the population of the Canaries by area of residence (island, province of residence, and size of locality), gender and age is proportional to the universe under study (INE review of the municipal registry of residents for 2009). In terms of the other socio-demographic variables examined, it should be noted that: Nearly six out of ten Canarians (59.2%) have no formal education beyond high school. The jobless rate stands at 26.9%. 10.4% of the population consulted were born outside Spain, with Latin America being the most common place of origin. Among those born in Spain, 90.8% were born in the Canary Islands. Also, the vast majority of respondents (80.3%) have lived in the Canary Islands all their life Three quarters of all households in the Canaries comprise 2, 3 or 4 people. Children under 14 years old live in 28% of all households. In 60.7% of the households the monthly income is less than 1,500. The political parties which are most popular among the population of the Canaries are the PSOE, the PP and Coalición Canaria, in that order. 34% of Canarians mention that politically they consider themselves to be of the center. 7 BAROMETER OF PUBLIC OPINION FOR THE CANARY ISLANDS 2010 (2nd wave)

19 BAROMETER OF PUBLIC OPINION: QUALITY OF LIFE Over half of the population of the Canaries consider that they enjoy a good quality of life, with an average score of 6.34 out of 10. Compared with the previous wave there is evidence of a slight improvement in the quality of life of Canarians. In terms of the various socio-demographic variables, the segments with the best quality of life are: The citizens of Gran Canaria and Lanzarote. 23 PROBLEMS OF THE CANARY ISLANDS In this section we examine the problems there are in the Canary Islands from two points of view: those that citizens see in their region and those that most affect them personally. Starting with the most important problems in the Canary Islands, unemployment is without a doubt the problem which gets the most mentions (85.1%), followed at some distance by economic problems (33.7%) and healthcare (26.3%). Looking at the socio-demographic variables examined, the following stands out: While the three above mentioned problems are the most important in Fuerteventura, El Hierro and Tenerife, drug-related problems are given more importance in La Gomera, La Palma and Gran Canarias. In Lanzarote, a high percentage of mentions are centered on the problem of job quality. As in the previous wave, the older people are, the greater their concern regarding citizen insecurity is. However, problems related to education and housing are mentioned more by the younger respondents. In terms of size of locality, greater importance is given to job quality-related problems in municipalities of between 10,001 and 50,000 inhabitants, and to healthcare and immigration problems in smaller population centers. Compared to the previous wave, the importance given to the problem of unemployment has grown, while economic and healthcare problems remain practically unchanged. 23 BAROMETER OF PUBLIC OPINION FOR THE CANARY ISLANDS 2010 (2nd wave)

24 BAROMETER OF PUBLIC OPINION: PROBLEMS OF THE CANARY ISLANDS The three main problems in the Canary Islands are also those which to a greater extent affect Canarian society: unemployment (52.8%), economic problems (30.0%) and healthcare (22.7%). Unemployment is the problem which affects Canarians to a greater extent, regardless of age or size of locality. In terms of island of residence, unemployment affects Gran Canaria to a greater extent. In Lanzarote, economic problems are seen to have a greater impact than unemployment, although the two problems are closely linked. The residents of Lanzarote consider themselves most affected by healthcare problems. Compared to the previous wave, no major changes are apparent. 25 BAROMETER OF PUBLIC OPINION: PROBLEMS OF THE CANARY ISLANDS Around two thirds of the population of the Canaries consider that the Canary Islands Government s performance regarding the three main problems has been poor. Generally speaking, the Central Government is perceived as the main government authority responsible for solving unemployment and economic problems while the Canary Islands Government is responsible for healthcare. Compared with the previous wave, the perception regarding the Canary Islands Government s responsibility for unemployment and economic problems has increased while for healthcare it has decreased. Finally, a cross-analysis was made of the two variables examined above: the problems in the Canary Islands vs. the problems which affect Canarian society. A matrix showing the personalization of the problems was obtained, of which the most salient points are that: Unemployment is seen as a problem for everyone since it affects both the Canary Islands as a whole and the population of the Canaries. However, a considerable percentage of respondents categorize unemployment as more a problem for other people than for themselves. 37 BAROMETER OF PUBLIC OPINION: SERVICES AND PUBLIC POLICIES Citizens rating of government authorities performance in respect of the Canary Islands services and public policies has dropped slightly in comparison with the previous wave (5.10), and now receives a fail grade from the population consulted (4.91). Services for the elderly and public transport receive the highest ratings (5.62 and 5.61, respectively). Meanwhile, the Canarians perceive job creation (3.11) and the promotion of economic growth (4.14) to be the most deficient areas. Compared to the previous wave, the rating given to the performance of government authorities is lower for most of the services and public policies examined. It is only higher in the case of the administration of justice, the promotion of economic growth, and job creation, although without attaining a pass grade. In general, the Canarians resident in Fuerteventura and Lanzarote are the most critical of the performance of government authorities. In terms of public policies and investment priorities, the primary concerns of the Canaries Government are seen to be job creation, healthcare services, and education. The residents of Gran Canaria call for greater investment in job creation policies. For Fuerteventura and La Gomera, healthcare services and education, respectively, are the highest priority issues. 38 BAROMETER OF PUBLIC OPINION: SERVICES AND PUBLIC POLICIES Compared to the previous wave, in general people call for a greater investment in most of the public policies proposed, although there is a drop in the perceived priority afforded to job creation. There is no clear positioning among Canarians as to whether they would be happier if public services were privatized. However, a larger percentage of the population (48.2%) say that they would not. The residents of Gran Canaria and La Palma are the most opposed to privatizing the management of public services in the Canary Islands. Compared to the first wave of 2010, the percentage of Canarians who consider that users of public services would be more satisfied if public services were privatized has increased. In general, the citizens of the Canaries associate such attributes as efficiency, responsibility in the workplace, quality of service, concern for customer satisfaction, motivation in the workplace, and good organization more with privatized services than public ones. The above mentioned attributes are associated more with public services by the residents of La Palma, except in the case of good organization, which residents of Tenerife associated more with public services. This belief is more prevalent among Lanzarote residents and Canarians aged between 35 and 54. Meanwhile, three out of four Canarians consider that the economic crisis has had a negative impact on the quality of public services. The residents of Gran Canaria perceive the negative impact of the crisis to be greater than do other Canarians. The public services which were previously seen as a higher investment priority (job creation, healthcare services, and education) are those that have been worst hit by the economic crisis. While the drop in the quality of job creation is perceived to a greater extent in Gran Canaria, healthcare services and education are the most mentioned in Fuerteventura. 54 BAROMETER OF PUBLIC OPINION: TOURISM SECTOR Tourism in the Canary Islands receives an overall positive rating from the population consulted (6.02), which is very similar to the same rating in the previous wave of the barometer (6.11). The overall rating is bettered by gastronomy and bars and restaurants (6.65), accommodation (6.64) and the nightlife (6.31), which positions these aspects as the strengths of tourism in the Canaries. Conversely, the worst rated aspect is the overcrowding of tourists, which is the only one not to receive a pass mark (4.96). In general, the residents of Fuerteventura are the most critical of tourism in the Canaries, while aspects related to accommodation the cleanliness and conservation of beaches receive the lowest ratings in La Palma and Tenerife, respectively. In terms of age, the younger Canarians are most satisfied with the tourism services on offer in the Canary Islands. Most of the population of the Canaries consider that the region s tourism will stay the same in the coming years, although the percentage of Canarians who foresee an improvement in this respect clearly outnumber the more pessimistic respondents. The residents of Lanzarote are the most optimistic regarding the future of tourism in the Canaries. 55 BAROMETER OF PUBLIC OPINION: TOURISM SECTOR Among the most important reasons behind this positive future development of tourism is the effect of promotional campaigns and the improved tourism products on offer. The effect of promotional campaigns is mentioned more by residents of El Hierro and they younger Canarians. Meanwhile, the improvement of the tourism products on offer receives more mentions in La Palma and among the 55 and over age group. The importance of tourists greater purchasing for the residents of Lanzarote should also be noted. Compared with the previous wave, the importance given to promotional campaigns has grown and the improvement of the tourism products on offer has shrunk. Meanwhile, the main reasons mentioned by those who foresee a negative future development of tourism in the Canaries are the quality of the tourism products on offer and the competition from other tourist destinations. The economic crisis, which in the previous wave was the most mentioned cause, has disappeared from the list of main causes. While the low quality of the tourism products on offer is mentioned to a greater extent by the residents of La Gomera, the citizens of Fuerteventura cite the competition with other destinations as the main cause for the negative future development of tourism in the Canaries. 68 BAROMETER OF PUBLIC OPINION: JOB MARKET Over 60% of Canary Island citizens have no awareness of the Central Government s recently approved the labor reform. This awareness is lower in Fuerteventura and among citizens over 55, the younger respondents, and unemployed Canarians. The labor reform is not a cause of satisfaction among the Canarians, as is demonstrated by the fact that 3 out of 4 of them do not agree with the implementation of the reform (in particular among Lanzarote residents). Also, most Canarians have no confidence that the reform will raise employment levels. Those who have most confidence are the citizens living on the islands of El Hierro and La Gomera. The best known aspect of the labor reform is the lower cost of redundancies. To a lesser extent, they also mention that the reform will allow companies with financial problems to sack employees. Nine out of ten Canarians think that the Canary Islands job market suffers from the problem of unemployment. Another of the more frequently mentioned employment problems is job instability. The trend with regard to the most frequently mentioned problems of the job market in the Canary Islands is the same regardless of the segment; however, the major problems examined are most mentioned by the residents of Fuerteventura. 69 BAROMETER OF PUBLIC OPINION: JOB MARKET Meanwhile, the Canarians also express their opinion regarding the measures they would take to curb rising unemployment: In order not to lose their job, the Canarians would be willing, mostly, to do without pay rises (45.9%) and, to a lesser extent, to reduce their salary and daily working hours proportionally (19.8%). However, one out of five Canarians would not be willing to agree to any of the measures proposed. In the event of losing their job, most Canarians would be willing to look for a job, even one with lower pay and status, in order to get back to work (32.8%), or to seek work in a sector other than the one in which they had worked in previously (28.2%). The options of doing without pay rises and of looking for a job, even one with lower pay and status, are mentioned more than in the last wave. Among those who are currently in employment, there is a slightly higher percentage Canarians who feel confident of keeping their job. There is a higher level of job insecurity in Fuerteventura. In this case the position of the respondents was clear: nine out of ten Canarians do not agree with pushing back the retirement age from 65 to 67. In contrast to such an emphatic opinion, the segments who most support this measure are the younger respondents and the highest earners. Not only is the plan to raise the retirement age unwelcome among Canarians, but most of them consider that it will have a negative impact on both quality of life and job opportunities for young people. However, they do not think it will have a great impact on the resources of the Social Security system. The remainder is distributed as follows: 29.3% on household expenses, 13.9% on transport, 7.7% on clothing and footwear, and 6.2% on leisure. Compared with the other islands, the citizens of Gran Canaria spend more on food, while the residents of El Hierro spend a greater percentage than others on leisure and clothing and footwear. Age is a defining socio-demographic variable in terms of spending trends: as people get older they spend more on food and less on clothing and leisure. As household income grows, the percentage spent on food is smaller and the percentage spent on clothing and leisure is higher. 86 BAROMETER OF PUBLIC OPINION: SPENDING AND SAVING HABITS Two out of three Canarians say they have no saving capacity. Only 4.5% say they save over 10% of their monthly income. The lowest levels of monthly saving are reported by the citizens of the island of Fuerteventura, the unemployed, and the Canarians with the lowest incomes. Saving capacity, which reached a low in the second wave of 2009, has improved slightly and is now at the same level as when the previous BaroCES measurement was taken. There is a relationship between saving capacity and consumer expenditure: as saving capacity increases, so a higher percentage of spending goes on leisure, transport, and clothing and footwear. Finally, nearly half the residents of the Canaries say they are not in debt. However it should be mentioned that 28.4% have debt repayment obligations amounting to over 20% of their income. To a lesser extent residents believe that social exclusion in the Canary Islands exists due to citizens sexual orientation or religion. Poverty is mentioned most by citizens of Tenerife. This same segment also believe to a greater extent than others that there are situations of social exclusion due to racism/xenophobia and religion in the Canary Islands The older the people, the greater is the perception of situations of social exclusion in the Canary Islands. The most critical segments are residents of Lanzarote, older citizens, those who live in municipalities of over 100,000 inhabitants, those who feel insecure in their jobs, and those of a left-wing ideology. There continues to be an optimistic trend regarding the political situation, compared with the minimum rating given in the second wave of 2009, although the upward trend is rather modest. Half of the citizens of the Canaries think that a year from now the political situation will be the same as it is now. This moderate optimism represents an improvement over the outlook that the Canarians had in the previous two waves. 109 BAROMETER OF PUBLIC OPINION: POLITICAL SITUATION AND POLITICAL CULTURE The citizens of the Canaries are not satisfied with the legislation of the Canarian Government led by the coalition between Coalición Canaria and PP (3.57 out of 10). The most dissatisfied are residents of Lanzarote, those aged between 35 and 54, those who rate the political situation in the Canaries negatively, and those who are politically left wing. However, neither does the performance of the main opposition party receive a satisfactory rating (PSOE: 3.42 out of 10). Citizens of Lanzarote, residents in municipalities with fewer than 10,000 inhabitants, those who are unhappy with the political situation, and right-wing citizens are the segments who are most critical of the performance of the opposition party. 124 BAROMETER OF PUBLIC OPINION: ECONOMIC SITUATION The economic situation is another aspect which does not escape from criticism by the Canarians; they give it a score of 3.35 on a scale of 10. The lowest ratings are given by the citizens of Lanzarote, those aged between 35 and 54, those living in municipalities with over 100,000 inhabitants, and the unemployed. As occurs with the political situation, the upward trend in the previous wave is maintained (although the ratings are low; under 5). The outlook regarding the economic situation of the Canary Islands is not positive: 77% consider that next year the situation will either remain the same or worsen). The residents of Tenerife form the most pessimistic segment, while La Palma has the highest percentage of citizens who predict an improvement in the economic situation in the coming year. However, in this wave of the BaroCES the percentage of pessimistic answers regarding the future of the economic situation has shrunk compared to the results of the previous wave. As in the previous wave, we see how the current economic crisis has had a major impact on Canarian society: three out of every four citizens believe the present crisis is affecting them to a great extent. 135 CURRENT ISSUES: HEALTH SERVICES IN THE CANARIES Over half of the population of the Canaries (51.7%) rates the healthcare services of the Canary Islands positively. The most critical in this respect are the residents of Fuerteventura and Tenerife. Meanwhile, the residents of La Palma and the residents of municipalities with smaller populations have the most positive perception of healthcare services in the Canary Islands. The people of the Canaries rate primary healthcare services best, followed by hospital care services, while the emergency services receive the highest percentage of negative opinions. Note the good rating received from the residents of La Palma and the older Canarians in respect of all four healthcare services examined: primary care, specialty care, hospital care and emergency care. Conversely, the residents of Fuerteventura give the worst ratings to the various public healthcare services of the Canary Islands. In general, the primary care services contribute most to the citizens satisfaction with the public health service. However, certain interesting results arise if we break the population down by age: For the younger and the older Canarians the specialty care services are more important to their satisfaction. 136 CURRENT ISSUES: HEALTH SERVICES IN THE CANARIES Given the choice, Canarian citizens would prefer a public facility rather than a private one when it comes to using one of the four healthcare services examined. However, in the case of specialty care services the preference levels are practically identical. The residents of Fuerteventura have a greater preference for private healthcare services, although for specialty care a greater percentage would opt for a private facility, as would the residents of Lanzarote, La Gomera and El Hierro. If we analyze the aspects which characterize the public health service, it is the healthcare staff, the facilities, and the equipment and medical material which are best rated by the population of the Canaries. Conversely, nearly eight out of ten Canarians have a poor opinion of the waiting lists, which is by far the worst rated aspect of the public health system. While the residents of Gran Canaria are more satisfied with all healthcare infrastructure-related aspects, the Canarians of La Palma give their highest ratings to the staff. In terms of age groups, it is the older Canarians who are more satisfied with the various aspects that characterize the public health system. The population of the Canaries are very reluctant to paying part of the healthcare cost for each of their visits to the doctor in order to improve the quality of the healthcare service and shorten waiting lists. 145 CURRENT ISSUES: POLITICAL PARTICIPATION The electoral participation rate of residents of the Canaries is similar for the various elections examined (around 70%). This rate his higher in the case of: The citizens of the island of La Palma The older the respondents In municipalities with fewer than 50,000 inhabitants Also the percentage of Canarians intending to vote in the forthcoming elections of whatever kind is similar to the percentage that claimed to have voted in the previous elections (around 70%). This similarity extends even to segment level, since those with the greatest intention to vote are the residents of La Palma, the older Canarians, and those who live in municipalities with fewer than 50,000 inhabitants. The Canarians who have no intention of taking part in the next elections (whether municipal, island council, autonomous or general) mostly allege reasons consistent with political apathy (none of the candidates convinces me, I don t like politics, or I don t care who wins). Over half of the citizens of El Hierro who have no intention of voting in the next elections say that it s because they don t like politics. 146 CURRENT ISSUES: POLITICAL PARTICIPATION Meanwhile, practically half the Canarians who are thinking of voting in the next elections have not yet decided who they are going to vote for. In this respect the greatest degree of indecision is shown by: The residents of the islands of La Gomera and La Palma The younger Canarians (between 16 and 34). In general, most Canarians consider that the next elections in the Canary Islands are just as important as the previous ones. However, it should be noted that around 37% of the Canarians consulted think that the next elections are more important. Finally, when deciding which of the electoral processes held in the Canary Islands is more important, most Canarians choose the Autonomous Elections to the Canarian Parliament (41.7%), followed some way behind by the municipal elections (28.1%) and the elections to the island councils (Cabildos) (9.3%). The Autonomous Elections to the Canarian Parliament are the most important elections for residents of all the islands, except for La Gomera, El Hierro and La Palma. While the younger residents prefer the autonomous elections, the older Canarians go more for the municipal elections. 157 CURRENT ISSUES: AUTONOMOUS POLITICS According to the population consulted, Coalición Canaria (CC) would win most votes in the elections to the Canarian Parliament followed very closely by Partido Popular (PP). However it should be borne in mind that 47.6% of the respondents did not answer this question. Coalición Canaria would win by a larger difference in the autonomous elections according to the residents of Fuerteventura and La Palma, while PP would win by a large margin according to the citizens of Gran Canaria. When the Canarians were asked which party or coalition they thought would govern, mentions we were once again centered on the two aforementioned parties. The main options mooted were Coalición Canaria alone, a coalition between CC and PP, and Partido Popular alone. Once again it should be taken into account that 51.4% of the respondents did not answer this question. Most Canarians consider that the results of the autonomous elections will not affect in any way the various aspects of the Canary Islands: quality of public services, quality of public health, promotion of tourism, the economy, employment rate, and level of borrowing. According to the Canarians consulted, the promotion of tourism is the aspect which would most be affected positively by the result of the autonomous elections, especially according to the residents of Gran Canaria and the younger citizens. 157 BAROMETER OF PUBLIC OPINION FOR THE CANARY ISLANDS 2010 (2nd wave)

158 CURRENT ISSUES: AUTONOMOUS POLITICS There is no clear positioning of the various Canarian political parties. When asked to identify the party which best defends the interests of the Canary Islands, which best represents the ideas of the people, which inspires most confidence, which is best equipped to solve the unemployment problem, which has the best leaders and which is best equipped to govern, a large percentage of Canarians did not associate the attributes proposed with any party: However, it should be noted that the levels of association with the various attributes mentioned are similar for the PSOE, CC and PP, although Coalición Canaria scores slightly higher in terms of the defense of the interests of the Canary Islands. Paulino Rivero of Coalición Canaria is the best known politician among the population of the Canaries (81.7%), closely followed by José Manuel Soria of PP (76.7%). Román Rodríguez of Nueva Canarias is the third best-known politician (51.0%). While José Manuel Soria (PP) and Román Rodríguez (NC) are the best-known in Gran Canaria, Paulino Rivero (CC) and Ignacio González (CCN) are the best known in El Hierro, while José Miguel Pérez (PSOE) is better known in La Gomera. José Miguel Pérez of the PSOE receives the best overall rating from the population of the Canary Islands who say they know of this leader (5.76) and is the only politician apart from Paulino Rivero of CC (5.65) with a passmark score. 159 CURRENT ISSUES: AUTONOMOUS POLITICS In the region of half the population of the Canaries consider that their island is sufficiently well represented in the Canarian Parliament. The residents of Tenerife show most satisfaction in this respect, while a greater percentage of residents of El Hierro, La Gomera and La Palma think that their island is insufficiently well represented. The percentage of Lanzarote residents who believe they are over-represented is worthy of note. The vast majority of the population of the Canaries (91.7%) are unaware of the so-called Triple Parity of the Canarian electoral system. La Gomera, El Hierro and La Palma are the islands where this feature of the Canarian electoral system is best known.
