1 1.2 German language skills Adequate German skills are required for admission to an undergraduate course. The university in question will provide information about which language certificates are necessary and permissible. 1. Requirements 1.1 Higher education entry qualification If you hold a foreign higher education entry qualification: a) Apply directly to the university or centrally to uni-assist e.v.. b) Your higher education entry qualification will be checked there: For information about which school-leaving certificates from which countries enable immediate access to higher education, consult the database anabin : schulabschluesse-mit-hochschulzugang.html Depending on your country of origin, having passed a higher education entrance examination or having studied in the past may enable you to gain entry to higher education (in a certain subject). c) If your higher education entry qualification is not recognised in Germany: you must attend a university preparatory course at a German preparatory college. Entry requirements for a preparatory college* - a foreign higher education entry qualification - having passed an entry qualification/language examination. Duration: usually one year, may be shortened or extended (for a maximum of one further year) Qualification: Assessment test to determine technical and linguistic aptitude, leading to a (restricted) university entry qualification. Costs: possibly semester dues, tuition fees It may be possible to receive a maintenance grant (entry requirements, see 4a).* 3. Special costs Semester dues Possibly tuition fees If you receive standard benefits according to 3 AsylblG*: you will need proof of health insurance* because benefits provided by the Social Service Department in the event of illness according to 4 AsylblG do not suffice. 2. Legal frameworks It is not necessary to have an employment permit to study (in the case of accompanying work placements, see *) Compatibility with the residence requirement Compatibility with territorial constraints* If it must be expanded in order to embark on a degree programme, the following applies: - if the student has a temporary residence permit, it must generally be permitted by the Aliens Authority - if the student has exceptional leave to remain, it may be permitted by the Aliens Authority. There must be no time clashes with the obligation to take up opportunities to work ( 5 of the Asylum Seekers Benefits Law, AsylblG); if necessary, seek dialogue with the competent Social Service Department in order to achieve its cancellation or postponement. 1.4 Enrolment by the university It appears that only the Higher Education Act of the Federal State of Baden-Württemberg forbids the enrolment of persons with exceptional leave to remain or a temporary residence permit*. 1.3 No specific residence permit necessary Persons with exceptional leave to remain or a temporary residence permit may study. However: There must be no ancillary provisions in the exceptional leave to remain prohibiting the holder from embarking on a degree programme. c. Possible exclusion of benefits Students who have received benefits according to 7 Social Security Code SGB II (unemployment benefit II) or 2 AsylblG in conjunction with 23 SGB XII, and who are not eligible for maintenance grants no longer receive any subsistence benefits according to SGB II or AsylblG/SGB XII when they start studying, apart from in exceptional cases of hardship. b. Amount If the student lives with his/her parents: 422. If the student does not live with his/her parents: Financing the cost of living 4.1 Maintenance grants Under certain conditions, you may be eligible to receive maintenance grants. a. Prerequisites pertaining to the Aliens Law The student shall particularly be entitled* (1) in the event of exceptional leave to remain if: (a) the student has been in the country for 4 years with a temporary residence permit, exceptional leave to remain or a residence permit (b) the student has been in the country for 5 years and has been legally employed for 5 years or (c) at least one of the parents has spent a total of 3 years over the past 6 years in the country and has been legally employed for at least 3 years. Exceptions are possible under certain conditions, see 8 (3) (2) of the Federal Education Assistance Act (BAföG); periods spent housekeeping and caring for children may be equated to employment. (2) in the event of a temporary residence permit: (1)(b) and (c) also apply. (3) in the event of a residence permit: (a) according to 22; 23 (1) and (2); 23a, 25 (1) and (2); 25a of the Residence Act (AufenthG) or (b) according to 25 (3), second sentence of (4) or (5) AufenthG, if the student has been in the country for 4 years with a temporary residence permit, exceptional leave to remain or a residence permit.

Prospects under the Aliens Law 5.1 Residence permits for young persons Students with exceptional leave to remain who are under the age of 21 and were born in Germany or entered the country before reaching the age of 15 and who have been staying in Germany for six consecutive years with a residence permit, exceptional leave to remain or a temporary residence permit, may In the opinion of Münster Higher Administrative Court,* students who receive standard benefits according to 3 AsylblG and who do not receive maintenance grants continue to receive benefits according to AsylblG. 4.2 Scholarships* Refugee scholarship programme of the social welfare organisation of the Protestant Church in Germany (EKD): Support for people from non-european developing countries who are being persecuted in their home country for political, religious or ethnic reasons. Garantiefonds-Hochschulbereich support programme of Otto Benecke Stiftung e.v.: Education consultancy and scholarships for attending a language course/preparatory college - persons with recognised rights of asylum/refugees with a residence permit according to 25 (1) and (2) AufenthG - Students with a residence permit according to 23 (1) or (2) AufenthG. The application must have been submitted within one year of receiving the travel document. Germany Scholarship Support amounting to 300 per month, 150 of which is provided by the state and the other half by private donors. Promotion of gifted students in higher education: Organisations for promoting gifted students such as party-affiliated foundations, the Cusanuswerk and the Studienstiftung des deutschen Volkes offer scholarships to students who are eligible for maintenance grants on the basis of their residence status (see 4.1a).
