This is a multi-year project which supports the technical assistance provided by the UNODC Justice Section in the areas of crime prevention and criminal justice reform and the operationalization of UNODC s Thematic Programme on Crime Prevention and Criminal Justice, Through GLOT63 the Section provides policy and technical advice to the field office network, member states and regional organizations for the development, implementation and monitoring of: - multi-sectoral and multi-disciplinary crime prevention strategies, action plans and measures in accordance with the UN standards and norms in crime prevention and criminal justice - crime prevention and criminal justice responses to violence against women and gender-based violence - access to justice and legal aid strategies and programmes, with particular focus on the most vulnerable groups in society - strategies, legislation and action plans to strengthen the accessibility, integrity, accountability and capacity of police services. 1 Available at: 1

2 - legislation, policies, strategies and plans, including through the establishment of national data collection systems, to ensure justice for children in conflict with the law, victims and witnesses of crime - measures to empower victims through access to justice measures, assistance and protection services - measures to address overcrowding and human rights violations in prisons through rationalization of sentencing policies, improved prison management, alternatives to detention and imprisonment, restorative justice and social re-integration approaches In Central America and the Caribbean, the Santo Domingo Pact and SICA-UNODC Mechanism (SDP/SUM) is supporting the coordination and implementation of initiatives with a regional impact. The SDP/SUM is based at the Regional Office for Central America and the Caribbean in Panama (ROPAN). Saint Lucia has been selected for this assessment for the following reasons: 1) Gang connections between the islands of the Eastern Caribbean have not been explored in a systematic way. This is a form of trans-national crime that is little understood and yet is hypothesized to have an impact on the quality of life of local citizenry. 2) The proximity to St. Vincent and the indigenous cannabis cultivation will allow us to explore the dynamic of stolen goods for cannabis exchanges if they exist. OBJECTIVES OF THE ASSIGNMENT To conduct a needs assessment to determine the profile of youth gangs in Saint Lucia. The assessment will add depth to existing analysis on gangs in the Caribbean by using one country as a study model. Specifically, the assessment should determine: the level of involvement of youth in gangs (if possible also detailing the level and form of female involvement), the level / percentage of criminality vs. non criminal activities of youth gangs examine the reasons why youth are attracted to gang culture (with a view to determining what gaps are filled by gang membership) examine the links between gangs and illicit flows and organized crime explore any inter-island/ trans-national connections between gangs and small scale transnational crime in the Caribbean investigate caribbean gangs and their overseas connections and examine the role of deportees in gangs, if any. SUPERVISION AND TYPE OF ASSIGNMENT This activity will be carried out under direct supervision of the SDP/SUM Programme Coordinator, with the technical support of the Justice Section in Vienna. This is a part time assignment. 2

3 ACTIVITIES 1. To carry out literature review on the issue of youth gangs in the Caribbean. Among other publications, the review should take into consideration the newly published UNDP Caribbean Human Development Report 2012: Human Development and the Shift to Better Citizen Security. 2. To develop research instrument (questionnaire) containing questions to ascertain information on drivers and root causes of gang involvement and the level of individual and community harm associated with gang involvement. 3. To conduct, if possible and as appropriate, interviews with gang members, NGOs, governmental officials and other relevant actors. 4. To prepare and conduct short missions to other islands in the region (possibly Martinique and/or St. Vincent) to explore micro-transnational crime and drug movements. 5. To analyze the information acquired in the interviews and assessment missions. 6. To develop a comprehensive assessment report providing data on reasons why youth join gangs; Criminal and non-criminal gang activities are there non crime related gang activities that can be encouraged while discouraging the propensity for criminal activities; and exit strategies for leaving gang life; as well as recommendations on prevention and mitigation interventions based on evidence. PRODUCTS TO BE DELIVERED 1. Proposal: A) Research proposal including draft questionnaire, context of the problem, main research questions and methodology. 2. Report and annexes: A) Mission reports containing objectives, mission agenda, list of officials/ counterparts met, list of interviews developed and results achieved. B) Final report providing data on reasons why youth join gangs; Criminal and non-criminal gang activities are there non crime related gang activities that can be encouraged while discouraging the propensity for criminal activities; links between gangs and illicit flows and organized crime; and exit strategies for leaving gang life; as well as recommendations on prevention and mitigation interventions based on evidence. The final report should contain any relevant documentation (legislation, treaties, etc.) as well a list of officials/ counterparts met, list of interviews developed and transcripts of interviews, if relevant. FORM OF SUBMISSION OF PRODUCTS The products should be submitted to and approved by the Coordinator of the XCAU81. 3

Work Experience Language At least 10 years of experience in the field of drugs, crime and security in the Caribbean, experience with youth at risk, vulnerable populations, and other street engaged youth. Advanced spoken and written English.
