14 Survey Locations The map shows the survey locations in five Zones of Thailand in fishing and seafood manufacturing. The workers from the East and Lower Gulf receive the contract at 65 and 67 percent respectively. Meanwhile, in the Central and Upper Gulf receive the contract at 21 and 18 percent respectively. Workers in the fishing sector had a higher level of call compared to the seafood processing sector. Of the workers who received a contract, around half (51%) were able to understand its terms and few could recall having received a copy (14%). Note: some workers may have signed a contact but could not recall. Since many workers don t actually receiveacopyofthecontactismaynotbesurprisingifsomeforgettheysignedacontactatsomepoint. However, for the fishing and seafood sectors the minimumageis18years. Informed employer 46% Parents allow 79% Nearly one in three migrant workers (32%) started to work under the age of 18 years. This practice is more common for migrants from Burma and women. Most parents approve, and less than half informed the employer of their real age. In Thailand, some 15 percent of migrant workers may have started toworkundertheageof18years. Base: Migrant workers (n=412)

20 Asked About TIP and working conditions by Government Official Asked about TIP Approached regarding TIP 18% Migrant workers were also asked if they could recall if they ever been approached by a Thai government official about Trafficking in Persons (TIP), how they were recruited or their working conditions. Some 18 percent could recall this and the practice appears to have been more common in the fishing sector and in the East and Lower Gulf regions. However, it should be noted that the worker experiences could possibly have happened before the establishment of the Port in Port out (PIPO) inspections. Note: some workers may have been approached but could not recall, and some have been in Thailand for several years. Hence, the estimate of 18 percent should be seen as a conservative measure. Compliance with minimum was higher for the fishing sector where 3 in 4 fishermen were paid minimum wage or more compared to seafood with half (57%). There is a significant disparity between men and women as more male workers are paid minimum wage or more. Those receiving daily or weekly wages were not included. It should be noted that the survey did not confirm whether all workers were working full time or part time. However, minimum wage compliance did not vary significantly between different salary types and among those received monthly salaries, 35 percent were still paid below minimum wage. 67 Base: All participants (n=434)

This equals an average monthly salary of 10,000 Baht before deductions. In some cases the worker would have to wait for a longer time, up to 24 months. In nearly all cases it was the boat owner who withheld the salary. It should be noted this is based on a relatively small sample of n=46 fishermen. Results have also been broken down by the fishing and seafood sectors. Child labor had the highest level of compliance with 99 percent overall followed by work hours. Minimum wage compliance was 66 percent followed by not having to pay recruitment fees with 45 percent. With respect to workcontractssome36percentcouldrecallhavingsignedacontractbutfewerstillclaimedthey hadreceivedacopyofthecontract. Almost half of workers at 48 percent gotone-day off a week, but only a third at 34 percent got paid holidays. At 79 percent of workers were enrolled in the government health insurance, slightly higher for fishing than seafood workers.

Whilst deception and some level of intimidation happens across sectors, workers in the fishing sector are subject to more deception, withholding of wages and identify documents. The seafood and aquaculture sectors have very similar abuse profiles but working conditions may be worse in aquaculture. Base: All participants (n=434)
