5 Minimum Force Necessary The Vietnam Rules of Engagement (ROE) for occupied areas allowed appropriate action to defend oneself and one s unit against hostile acts: Hostile fire may be returned promptly and effectively when the enemy is positively identified and in close contact. Flat trajectory weapons (rifles, machine guns, grenades and recoilless rifles) may be used in civilian populated areas, only if there was a specific, identifiable target. 1 Unit calls for mortar, artillery or aerial support will be submitted through the province chief, district chief, sector commander and a battalion or higher command. 5

In general, free fire zone is an area where all friendly forces had been supposedly cleared, and any remaining people were hostile. Within its borders, military action could be used for a complete annihilation of any movable or other military objectives. Any civilians living in A FFZ were warned that it had become a free fire zone by loudspeaker, leaflet drops from low flying aircraft, visits and infantry sweeps. Noncombatants were asked to seek safety in the so called protected villages. 18
