1 2013/14 ESTIMATES EXAMINATION SUPPLEMENTARY QUESTIONS 1 20 VOTE IMMIGRATION There is no Department of Immigration. Vote Immigration is part of the Ministry of Business, Innovation & Employment (MBIE) and comprises Immigration New Zealand, immigration policy and research, the Immigration Advisors Authority, legal and corporate support. 1. How much is estimated to be spent on settling refugees received within the 150 quota from Australia in each of the next 4 years? The estimated spend from Vote: Immigration to resettle refugees received within the 150 quota from Australia will be a relative proportion of that outlined in response to Question S. 2. How many overseas based ernployees does the Department of Immigration have, where are they located? How does that compare to the five previous financial years? immigration New Zealand has 412 overseas based employees located in Apia, Bangkok, Beijing, Guangzhou, Dubai, Ho Chi Minh City, Hong Kong, Jakarta, Los Angeles, London, Manila, Moscow, Mumbai, New Delhi, Nuku'alofa, Pretoria, Shanghai, Singapore, Suva, Sydney and Washington. The table below provides figures for the number of offshore staff, including locally engaged staff and seconded NZ staff. Staff Year ( headcount) The growth in staff numbers, in particular in the last year, enables lnz to provide support for and facilitate the growth for New Zealand in the Asia market, especially with Chinese visitor numbers, which have more than doubled over the last four years. The numbers include the provision of a seconded staff member supporting China Southern Airlines to facilitate the entry of Chinese visitors. Immigration New Zealand has overseas offices in: Apia, Bangkok, Beijing, Guangzhou, Dubai, Ho Chi Minh City, Hong Kong, Jakarta, Los Angeles, London, Manila, Moscow, Mumbai, New Delhi, Nuku'alofa, Pretoria, Shanghai, Singapore, Suva, Sydney and Washington. The consolidated internal 2013/14 budget for the Ministry has not been finalised. 3 = How much is budgeted in 2013/14 for resettling refugees, what is it expected to be for each of the next 4 years and how does this compare to each of the last 4 years'? The amount budgeted within Immigration New Zealand for resettling an annual refugee quota of 750 (+/ 10 per cent) in 2013/14 is approximately $8.260 million. The estimated amount includes funding offshore selection missions to select referred refugees, transport of selected quota refugees to New Zealand, overall coordination for the reception programme for quota refugees at the Mangere Refugee Resettlement Centre, and initial support for quota refugees to settle in the resettlement communities. The amount does not include the services provided to quota refugees by other government agencies such as the Ministries of Health, Social Development (Work and Income), Education, and Housing New Zealand Corporation. However, it does include a total of $0.750 million transferred from Votes Health and Social Development to Vote Immigration from July 2013 to enable the Ministry to manage the entire contract relating to the reception and initial integration of quota refugees into the community. It is estimated that the same amount will be budgeted frorn within Vote: Immigration for each of the next four years to resettle the annual refugee quota (of 750 +/ 10 per cent), except for the appropriation for the new Mangere Refugee Resettlement facilities, which will increase from $0.743 million to $1.593 million in 2014/15 and outyears. The budgets for the previous years are similar to that for 2013/14 except for deduction of the new appropriation related to the Mangere Refugee Resettlement Centre and the Vote transfers mentioned above. = How many temporary migrant visas are expected to be processed in , what is it expected to be for each of the next 4 years and how does this compare to each of the last 4 years? The changes to the New Zealand Settlement Strategy have not affected Budget 2013 in that no additional funding was appropriated. 12. What is the source of and amount of third party revenue used to fund Immigration Services in 2013/14 and how does this compare to each of the last 4 years? Please provide a breakdown. Third party revenue comes from Visa applications as follows. 2010/ / Estimate /14 Estimate How much is budgeted for inspecting and enforcing breaches of immigration rules in 2013/14 and how does this compare to each of the last four years? The inspection and enforcement of breaches of immigration rules is undertaken primarily by the Intelligence, Risk and Integrity branch (IRI) which includes Border Operations, Fraud Unit, Compliance Operations, Identity Services and the Intelligence & Risk Unit. The draft budget for 2013/14 for IRI is $ million with the previous four years as following: 2010/ / ( /14 draft The variation in the earlier years is the result of the movement of some functions between sub groups within Immigration New Zealand. 14. How much is budgeted to ensure compliance with immigration visas in the Christchurch rebuild in 2013/14 and what is expected for the next four years? Compliance with immigration visa conditions in the Christchurch rebuild is undertaken primarily by the Intelligence Risk and Integrity branch (IRI) which includes Border Operations, Fraud Unit, Compliance Operations, Identity Services and the Intelligence & Risk Unit. Whilst there are specific staff located in Christchurch in both the Border and Compliance units, staff from across the whole of IRI nationally will be utilised as required. The draft budget for 2013/14 for IRI is $ million. During 2013/14 INZ will be looking at its risk, intelligence and integrity functions to ensure they are aligned and can support deliver of Vision 2015; and to ensure, through the range of mechanisms available that the right levels of capacity are available to ensure the integrity of the immigration system for New Zealand. 6 15. How much is budgeted to provide support to migrant service organisation in Christchurch in 2013/14? How does this compare to the previous year and what is budgeted for the next four years? Immigration New Zealand funds settlement services for new migrants, their families, and their employers. Its funding is not designated to provide support to migrant service organisations, However it is supporting Canterbury Rebuild initiatives as follows: As in, $0.050 million is budgeted in 2013/14, to support the Canterbury rebuild. In 2013/14, INZ will also fund the Settlement Support New Zealand Christchurch project $0.100 million), and the 'Connecting Canterbury Employers and Newcomer Skills Programme' $0.074 million) which link the skills available in Canterbury among the migrant population, with employers who are seeking those skills.) Both programmes are delivered by the Canterbury Employers Chamber of Commerce, who has successfully delivered both programmes for a number of years. Immigration New Zealand has also led the development of a resource kit for new migrants and their employers working in the construction sector, with a particular focus on the unique environment in Canterbury. 16. What is the overseas travel budget for Immigration New Zealand for 2013/14 broken down by departmental division? How does that compare with the previous four years? However, Immigration New Zealand is planning to bring together its global leadership team during August 2013 at a cost estimated to be in the region of $0.200 million which would include the cost of all venue hire, transport and accommodation. 7 19. What appropriations are in the 2013/14 budget for implementation of the Immigration Amendment Bill? There is no additional funding specifically appropriated in the 2013/14 budget for implementation of the Immigration Amendment Bill. 20. How many people does Immigration New Zealand expect to not record the occupation of for an application for a Special Permit or Events Visa in 2013/14 and how does this compare to each of the last 4 years? Please provide a breakdown of the reasons for which the occupation is not recorded. The table below shows the Special Purpose or Event Visas issued without an occupation recorded during the last four year: l 2010/ /12 3,430 3,845 3,002 1,833 Occupations were not recorded because some of these applications would not have required a job offer; for example, applicants who seek investment opportunities. In some locations the Ministry of Foreign Affairs and Trade (MFAT) undertook work on Immigration New Zealand's behalf and these locations had no access to its Application Management System (AMS) to record an application. These locations have now ceased processing INZ applications, and all branches currently processing these visa applications have access to AMS. It is expected occupations of applicants for Special Purpose or Event Visas (with the exception of those who do not require a job offer) will be recorded at all branches of INZ.
