2 PROGRAMME CHASE CHEMICAL ANTI-SMUGGLING ENFORCEMENT CONCEPT OBJECTIVES ACTIVITIES OUTCOMES A global effort to counter the international smuggling of chemicals used in the manufacture of weapons designed to kill and injure indiscriminately Builds the capacity of INTERPOL member countries to identify, interdict and investigate this criminal activity Chase consists of training activities and operations Chase closes the coordination gap among agencies; Establishes regional network of chemical smuggling prevention leaders

4 PROGRAMME CHASE - CHEMICAL ANTI-SMUGGLING ENFORCEMENT SUMMARY OF OUTCOMES: 4 International Operations ( /) at 15 border crossing points resulting in a number of arrests, recovery of a hijacked ship, several interceptions and seizures of hazardous chemicals/materials, hundreds of thousands of screens against INTERPOL databases and secondary cargo/vehicle/chemicals checks Built a cadre of over 100 trained senior law enforcement officers in 8 Southeast Asian and 3 Middle East countries to be used as international points of contact to coordinate, conduct and lead activities to counter the illicit smuggling of chemicals Beneficiary Agencies: police, customs, immigration and government chemical and border security agencies OBJECTIVE: Enhance regional efforts to combat the illegal movement of chemical & explosive materials and improve information-sharing among beneficiary countries on international criminal investigations

11 INTERPOL s ROLE IN WCO OPERATIONS Cross-check data against databases Identify national points of contact from police to assist operations Follow-up each suspicious shipment with relevant NCB in 192 countries Coordinate with police to assist in investigations Provide subject matter expert support whenever needed
